The Goa legislative assembly election was held on 3 March 2012, to select the 40 members of the Vidhan Sabha .

Goa Legislative Assembly

The Goa Legislative Assembly is the unicameral legislature of the state of Goa in Western India. It consists of 40 members. In charge of the budget, the Assembly appropriates money for social programs, agricultural development, infrastructure development, etc. It is also responsible for proposing and levying taxes.

The result was announced on 6 March. The Bharatiya Janata Party-Maharashtrawadi Gomantak alliance defeated the incumbent Indian National Congress government in Goa led by Chief Minister Digambar Kamat with 24 seats in the 40-seat assembly. The Bharatiya Janata Party won 21 seats, while the Maharashtrawadi Gomantak Party won 3 seats. The MLA with the biggest margin of victory was the Roman Catholic incumbent MLA Frances D'Souza of the Bharatiya Janata Party (BJP). Former chief minister Manohar Parrikar was sworn in as the new chief minister. [1]

Digambar Kamat Indian politician

Digambar Kamat is an Indian politician. He was the Chief Minister of Goa from June 2007 to March 2012. Manohar Parikar succeeded him after his term as the Chief Minister of Goa.. Since 2006, he has been the president of Swimming Federation of India.

Parties

The Indian National Congress (INC), Nationalist Congress Party (NCP), All India Trinamool Congress (TMC) and the Bharatiya Janata Party (BJP) are the national political parties in the fray. Other regional parties include the Maharashtrawadi Gomantak, Goa Vikas Party, United Goans Democratic Party and Go Su-raj Party.

All India Trinamool Congress Indian political party

The All India Trinamool Congress is a national level political party in India. Founded on 1 January 1998, the party is led by its founder Mamata Banerjee, who is the current chief minister of West Bengal. Following the 2014 general election, it is currently the fourth largest party in the Lok Sabha with 36 seats.

The Goa Vikas Party (GVP) is a regional political party from Goa, India, led by Francisco Pacheco. The GVP was founded by late Sitaram Bandodkar, and the current president is Francisco Pacheco's partner Viola Pacheco. It was revived by Pacheco, who left the Nationalist Congress Party and joined the GVP ahead of the 2012 Goa Legislative Assembly election. It is a part of the National Democratic Alliance (NDA) led by the Bharatiya Janata Party (BJP). It is a part of the ruling coalition in Goa, the other members being the BJP and Maharashtrawadi Gomantak Party. The GVP has two members in the Goa Legislative Assembly: Pacheco from Nuvem and Caetano Silva from Benaulim.

Issues

The issue of the cultural identity of Goa has also come to the fore in the past few years. The population of Goa has rapidly swelled due to increasing migration levels from neighbouring Karnataka and Maharashtra, as well as from further afield such as Uttar Pradesh and Bihar. [3]

Originally known as the State of Mysore, it was renamed Karnataka in 1973. The state corresponds to the Carnatic region. The capital and largest city is Bangalore (Bengaluru).

Maharashtra is a state in the western peninsular region of India occupying a substantial portion of the Deccan plateau. It is the second-most populous state and third-largest state by area in India. Spread over 307,713 km2 (118,809 sq mi), it is bordered by the Arabian Sea to the west, the Indian states of Karnataka and Goa to the south, Telangana and Chhattisgarh to the east, Gujarat and Dadra and Nagar Haveli to the north west, and Madhya Pradesh to the north. It is also the world's second-most populous subnational entity. It was formed by merging the western and south-western parts of the Bombay State, Berar and Vidarbha, and the north-western parts of the Hyderabad State and splitting Saurashtra by the States Reorganisation Act. It has over 112 million inhabitants and its capital, Mumbai, has a population around 18 million making it the most populous urban area in India. Nagpur hosts the winter session of the state legislature. Pune is known as 'Oxford of the East' due to the presence of several well-known educational institutions.

Uttar Pradesh State in India

Uttar Pradesh is a state in north-central region of India. With over 200 million inhabitants, it is the most populous state in India as well as the most populous country subdivision in the world. It was created on 1 April 1937 as the United Provinces of Agra and Oudh during British rule, and was renamed Uttar Pradesh in 1950. The state is divided into 18 divisions and 75 districts with the capital being Lucknow. The main ethnic group is the Hindavi people, forming the demographic plurality. On 9 November 2000, a new state, Uttarakhand, was carved out from the state's Himalayan hill region. The two major rivers of the state, the Ganga and Yamuna, join at Allahabad (Prayagraj) and then flow as the Ganga further east. Hindi is the most widely spoken language and is also the official language of the state.

Corruption

Following the 2011 Indian anti-corruption movement several allegations of corruption have been made on incumbent government going to elections this year.

The Indian anti-corruption movement, commencing in 2011, was a series of demonstrations and protests across India intended to establish strong legislation and enforcement against perceived endemic political corruption. The movement was named among the "Top 10 News Stories of 2011" by Time magazine.

Nepotism was also an issue. Former CM and current head of the Goa TMC Wilfred de Souza accused the INC of perpetrating a "Family Raj" in its allotment of tickets for the election to relatives of INC leaders from such families as the Naiks, Alemaos, Ranes and Monserrates. He also cited the denial of an electoral ticket to his son-in-law Tulio D’Souza in Saligao despite the INC also denying him a ticket.

Nepotism is the granting of favour to relatives in various fields, including business, politics, entertainment, sports, religion and other activities. The term originated with the assignment of nephews to important positions by Catholic popes and bishops. Trading parliamentary employment for favors is a modern-day example of nepotism. Criticism of nepotism, however, can be found in ancient Indian texts such as the Kural literature.

Wilfred de Souza Indian politician

Wilfred de SouzaGCIH was a surgeon and politician from Goa, India. He served as Goa's chief minister on three occasions when he was a member of the Indian National Congress and the Goa Rajiv Congress Party, during his third tenure.

He also criticised the inability of incumbent CM Digambar Kamat to have stopped illegal mining while he was the minister of mining and finance minister in the previous government. He cited a report by a commission led by Justice M. B. Shah to investigate illegal mining in the country that suggested potential revenue of US$423 million was lost through illegal ore exports after he said he had seen a "leaked" version of the report.     By-election

    Shortly after the election, the Cortalim seat was opened for a by-election following the death of the incumbent, Matanhy Saldanha, as a result of a heart attack. His wife, Alina Saldanha, was originally scheduled to run against Raymond D’Sa of the INC and independent candidate Ramakant Borkar, though the latter two soon withdrew from the race and she was elected unopposed on 25 May. She was given her husband's ministerial portfolio as forest minister. [7] [8] [9] She immediately said that she would not allow mining on forest land. [10]

    Analysis

    The Daily Pioneer called this election "the first time that the BJP has stamped its success in so many of those constituencies that have a significant population of the minority community." [11]
