Formation

President Alexander Ankvab and Vice President Mikhail Logua were elected on 26 August 2011 after the death of previous President Sergei Bagapsh, and sworn in on 26 September 2011. Ankvab had been Vice President under Bagapsh and became Acting President following his death. During the election, he competed with Prime Minister Sergei Shamba and opposition leader Raul Khajimba. Mikhail Logua was Head of the Gulripshi District Administration before his election.

On 27 September, Ankvab appointed as Prime Minister Leonid Lakerbaia, his long-time ally and First Vice-Premier under President Bagapsh. [1] Ankvab tasked Lakerbaia with the formation of the cabinet, which took place over the course of October. In comparison to the Government of President Bagapsh, the number of Vice-Premiers was reduced by one, but otherwise Government structure remained unchanged.

Several government members were re-appointed to their previous positions: Alexander Stranichkin as Vice-Premier on 10 October, [2] Mirab Kishmaria and Rauf Tsimtsba as Ministers for Defence and Taxes and Fees on 11 October, [3] Said Tarkil, Zurab Adleiba, Tengiz Lakerbaia and Roman Dbar as Chairmen of the State Committees for Customs, for Repatriation, for Resorts and Tourism and for Ecology and Nature on 14 October, [4] [5] Olga Koltukova as Minister for Labour and Social Development on 20 October [6] and on 28 October Zurab Marshan as Minister for Health [7] and Konstantin Katsia as Chairman of the State Committee for State Property and Privatisation. [8] Finally, Aslan Bzhania remained in place as head of the State Security Service.

Two people were appointed to a position they had previously held during President Bagapsh's first term in office: Secretary of the Security Council Otar Khetsia was appointed Interior Minister on 20 October, [6] and on 7 December he was succeeded as Security Council Secretary by historian Stanislav Lakoba. [9]

Besides the appointment of Leonid Lakerbaia as prime minister, there were three instances where Ministers of the Government of President Bagapsh were succeeded by their deputies: on 10 October, Vladimir Delba was appointed vice-premier and finance minister, [2] on 13 October Badr Gunba was appointed Culture Minister [10] and on 27 October, David Iradyan was appointed Minister for the Economy. [11]

Two appointments had up until that point served in an unrelated government position: on 10 October, Leonid Lakerbaia was succeeded as First Vice-Premier by Education Minister Indira Vardania [2] and Vice-Premier and Finance Minister Beslan Kubrava was made Head of the Presidential Staff. [12]

The remaining positions were filled with people from outside the central government. On 11 October, diplomat and academic Viacheslav Chirikba was appointed Minister for Foreign Affairs. [3] On 18 October, MP Beslan Jopua became Minister for Agriculture. [13] On 20 October, Marina Ladaria was appointed Chief of the Cabinet Staff [14] and the writer Daur Nachkebia Minister for Education. [6] On 28 October, Shazina Avidzba was appointed Chairman of the State Committee for Youth and Sports, she had up until then held a similar position in the Sukhumi City administration. [8] Finally, on 31 October, Sukhumi Municipal Court Judge Yekaterina Onishchenko was appointed Minister for Justice. [15]

The Government of President Sergei Bagapsh was the Government of the Republic of Abkhazia from 2005 until 2011.

The 4th convocation of the People's Assembly of Abkhazia was in place from 2007 until 2012.

<span class="mw-page-title-main">Valeri Bganba</span> Former acting presedent of abkahzia

Valeri Ramshukhovich Bganba is an Abkhazian politician who served as the Prime Minister of Abkhazia from 18 September 2018 to 23 April 2020 and as the acting President of Abkhazia from 13 January to 23 April 2020. Prior to that he was the Speaker of the People's Assembly of Abkhazia from 2012 until 2017. He was elected as speaker on 3 April 2012 and was succeeded by Valery Kvarchia on 12 April 2017. Bganba became acting President on 1 June 2014, following the resignation of Alexander Ankvab as a result of the 2014 Abkhazian political crisis. On 25 September 2014 he was replaced by Raul Khajimba, the winner of the presidential elections on 24 August.

The 5th convocation of the People's Assembly of Abkhazia took office following the 2012 elections on 3 April 2012 and was replaced by the 6th convocation following the 2017 elections.

Leonid Yurivich Dzapshba is a two-time Minister for Internal Affairs of Abkhazia, a former Presidential candidate and the former head of the Football Federation of Abkhazia.

The Abkhazian Revolution took place in 2014, when President Aleksandr Ankvab resigned after hundreds of demonstrators stormed his office. After mass protests in the capital Sukhumi and the occupation of his office on 27 May, Ankvab fled to his hometown of Gudauta and ultimately resigned on 1 June, after previously denouncing the demonstration as an attempted coup d'état.

Vladimir Valerevich Delba is a politician from Abkhazia, who served as acting Prime Minister, Finance Minister and Vice Premier in the Government of President Ankvab.

The Minister for Internal Affairs holds a ministerial position in the government of the Republic of Abkhazia. The post existed in the Soviet period within the Council of Ministers of the Abkhaz Autonomous Soviet Socialist Republic, and since then has been occupied by 10 politicians, of whom three have occupied it twice. The current Minister is Aslan Kobakhia.

The Government of President Raul Khajimba was the Government of the Republic of Abkhazia from 2014 until 2020.

Rauf Aslanovich Tsimtsba was the third Minister for Taxes and Fees of Abkhazia, serving between 2011 and 2016 in the Governments of President Bagapsh, President Ankvab and President Khajimba. Tsimtsba was originally appointed on 4 April 2011 by Sergei Bagapsh to succeed Vakhtang Pipia, who had been appointed Vice Premier on 30 March. Before that, Tsimtsba had headed the Department for the Taxation of Legal Entities within the ministry. Following the Death of Bagapsh one month later and the election of Alexander Ankvab, Tsimtsba was re-appointed on 11 October.

Shamil Adzynba is the current First Vice Premier of Abkhazia in the Government of President Khajimba, and a two-time acting Prime Minister.

Beslan Badrovich Khagba is a former Minister for Internal Affairs of Abkhazia. He was born 23 May 1956 in Gudauta

Raul Lolua is a former Minister for Internal Affairs of Abkhazia.

Konstantin Katsia is a former Chairman of the State Committee for State Property Management and Privatisation of Abkhazia.

Beslan Eshba is a vice premier of Abkhazia and the head of a sociopolitical organization Apsadgyl. Prior to his current position, he was a deputy commander in the Sukhumi battalion and an advisor to the President of Abkhazia.

Daur Arshba is an Abkhazian politician. He is the Head of the Presidential Administration, having been appointed by President Raul Khajimba on 10 October 2016, and Chairman of the pro-government Forum for the National Unity of Abkhazia. In the past, he has served as Vice Speaker of the People's Assembly and as Head of Tkvarcheli District. Following the death of Gennadi Gagulia on 8 September 2018, Arshba was appointed Acting Prime Minister of Abkhazia, a position he held until 18 September 2018.
