President Aslan Bzhania and Vice President Badra Gunba were elected on 22 March 2020 after the resignation of previous President Raul Khajimba, and sworn in on 23 April 2020.
On 28 April a decision about the structure of the forthcoming government was announced: Prime Minister, First Vice Premier, three ordinary Vice Premiers, 14 ministers and 8 Chairmen of State Committees. [1] At the same time Beslan Jopua and Vladimir Delba were appointed as First Vice Premier and Vice Premier plus Finance Minister respectively. [2] [3]
A day later, on 29 April, Tamaz Tsakhnakia was re-appointed as Health Minister, continuing his tenure from the previous government [4] and Lev Kvitsinia was similarly re-appointed as Emergency Situations Minister. [5] TAt the same time a new Social Security and Demography Policy Minister Ruslan Ajba. [6]
On 30 April Dmitry Dbar was appointed by the president as a new Internal Affairs Minister [7] and Daur Kurmazia was re-appointed as a Taxes and Duties Minister. [8]
On 4 May Kristina Ozgan was appointed as a Vice Premier and as an Economy Minister (she had previously held that position more than 8 years ago). [9]
On 12 May Teimuraz Khizhba was appointed a new Tourism Minister [10] and as a temporary solution, Major general Vladimir Arlan was appointed as a Head of the State Security Service. [11]
On 20 May three Chairmen of State Committees were appointed to their respective duties: Statistics; Telecommunication, Massmedia and Digital Development; and Ecology. [12] A day later on 21 May two other Chairmen were appointed: Youth Policy and Sports; and Repatriation. [13]
On 27 May Galust Trapizonyan was appointed as a Chairmen of State Committee for Standards, Consumer and Technical Supervision. [14]
On 1 June Colonel general Vladimir Anua who until that day served as a deputy Defence Minister, was now appointed as a Defence Minister. [15]
On 5 June Gudisa Agrba was appointed as a new Cultere Minister. [16]
On 19 June two new ministers were appointed: Inal Gablia as an Education and Language Policy Minister and Beslan Jopua who had already been serving his term as a Vice Premier as a new Agriculture Minister. [17] [18]
On 6 July Anri Bartsits was appointed as Justice Minister. [19]
On 15 July Daur Kove was re-appointed as a Freign Affairs Minister, continuing his tenure from the previous government. [20]
On 22 July Guram Inapshba was re-appointed as a Head of the State Committee of Customs [21] and Beslan Kubrava was appointed as a new Chairman of the State Committee of State Property Management and Privatisation. [22] At the same time a third Vice Premier was chosen and appointed:Sergei Pustovalov. [23] David Sangulia was re-appointed as a Chief of the Cabinet Staff on that day as well, continuing his tenure. [24]
On 28 July an old veteran politician Sergei Shamba was appointed as a new Secretary of the Security Council of Republic Abkhazia. [25]
The prime minister of Abkhazia is the de facto head of government of the partially recognized Republic of Abkhazia, that is de jure part of Georgia.
The office of Minister for Foreign Affairs of the Republic of Abkhazia was created on 17 May 1993, during the 1992–1993 war with Georgia. Due to the diplomatic isolation of Abkhazia, which remains widely unrecognised, the role of the foreign minister has been restricted mostly to negotiations over resolving the Georgian-Abkhazian conflict. Empirical data nevertheless show that Abkhazia's Foreign Ministry also enacts diplomatic relations, such as the sending of diplomatic notes, with various countries across the world, including Nauru, Vanuatu, Venezuela, Nicaragua, and Syria. It is also active in managing relations with other post-Soviet de facto states such as South Ossetia, Transnistria, or Lugansk People's Republic.
Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba, with only a half-year interruption in 2004. Shamba has twice unsuccessfully participated in presidential elections, in 2004 and 2011. He has been a staunch proponent for dialogue between Abkhazia and Georgia.
The Government of the Republic of Abkhazia governs the partially recognised Republic of Abkhazia.
Daur Tarba is the current Minister for Agriculture of Abkhazia. In the past, he has also been Chairman of United Abkhazia at a time when it was the ruling party, Vice Premier and head of the Ochamchira district.
The Government of President Sergei Bagapsh was the Government of the Republic of Abkhazia from 2005 until 2011.
The Government of President Alexander Ankvab was the Government of the Republic of Abkhazia from 2011 until 2014.
The 5th convocation of the People's Assembly of Abkhazia took office following the 2012 elections on 3 April 2012 and was replaced by the 6th convocation following the 2017 elections.
Leonid Yurivich Dzapshba is a two-time Minister for Internal Affairs of Abkhazia, a former Presidential candidate and the former head of the Football Federation of Abkhazia.
The Abkhazian Revolution took place in 2014, when President Aleksandr Ankvab resigned after hundreds of demonstrators stormed his office. After mass protests in the capital Sukhumi and the occupation of his office on 27 May, Ankvab fled to his hometown of Gudauta and ultimately resigned on 1 June, after previously denouncing the demonstration as an attempted coup d'état.
The Minister for Internal Affairs holds a ministerial position in the government of the Republic of Abkhazia. The post existed in the Soviet period within the Council of Ministers of the Abkhaz Autonomous Soviet Socialist Republic, and since then has been occupied by 10 politicians, of whom three have occupied it twice. The current Minister is Aslan Kobakhia.
Presidential elections were held in the Republic of Abkhazia on 24 August 2014. The sixth such elections since the post of President of Abkhazia was created in 1994, they were held early due to the resignation of President Alexander Ankvab on 1 June 2014 following the 2014 Abkhazian political crisis. Four candidates contested the elections, which were won by Raul Khadjimba, who received just over 50% of the vote.
The Government of President Raul Khajimba was the Government of the Republic of Abkhazia from 2014 until 2020.
Rauf Aslanovich Tsimtsba was the third Minister for Taxes and Fees of Abkhazia, serving between 2011 and 2016 in the Governments of President Bagapsh, President Ankvab and President Khajimba. Tsimtsba was originally appointed on 4 April 2011 by Sergei Bagapsh to succeed Vakhtang Pipia, who had been appointed Vice Premier on 30 March. Before that, Tsimtsba had headed the Department for the Taxation of Legal Entities within the ministry. Following the Death of Bagapsh one month later and the election of Alexander Ankvab, Tsimtsba was re-appointed on 11 October.
Shamil Adzynba is the current First Vice Premier of Abkhazia in the Government of President Khajimba, and a two-time acting Prime Minister.
Beslan Badrovich Khagba is a former Minister for Internal Affairs of Abkhazia. He was born 23 May 1956 in Gudauta
Raul Lolua is a former Minister for Internal Affairs of Abkhazia.
Aslan Kobakhia is one of three current Vice Premiers and the current Minister for Internal Affairs of Abkhazia.
Vakhtang Pipia is the current Chairman of the State Committee for State Property and Privatisation of Abkhazia in the Government of President Khajimba, and a former Vice Premier.
Daur Arshba is an Abkhazian politician. He is the Head of the Presidential Administration, having been appointed by President Raul Khajimba on 10 October 2016, and Chairman of the pro-government Forum for the National Unity of Abkhazia. In the past, he has served as Vice Speaker of the People's Assembly and as Head of Tkvarcheli District. Following the death of Gennadi Gagulia on 8 September 2018, Arshba was appointed Acting Prime Minister of Abkhazia, a position he held until 18 September 2018.
