Parliamentary elections were held in Abkhazia on 12 March 2022, with a second round taking place on 26 March. [1]

Contents

Campaign

Abkhazia is a republic whose territory is part of Georgia and which proclaimed itself independent in 1992. Only Russia, Nicaragua, Venezuela, Nauru and Syria recognize this independence. In the previous parliamentary elections in 2017, Georgia said it considered these elections illegal under international law, with its Foreign Minister condemning the vote as "a new attempt to legitimize ethnic cleansing, military intervention and occupation of Georgian territory resulting from Russian aggression." [2]

123 candidates – 107 men and 16 women – ran for seats in the 35-member People's Assembly. 19 nominees were incumbent lawmakers running for re-election. The Abkhaz central election commission closed registration for candidates on 2 March. The Abkhaz government opposition requested a prolongation of the current legislature term to launch an impeachment process against president Aslan Bzhania but those requests were not answered. [3]

Electoral system

The 35 members of the unicameral People's Assembly are elected from single-member constituencies by parallel voting for five year terms. [4]

Results by constituency

17 of the 35 constituencies elected members in the first round. At least 15 of these seats were held by supporters of the government. [5]

Aftermath

Elections in the first round were accompanied by relatively low turnout, averaging 51%, and in some constituencies, notably Sukhumi and West Abkhazia, it was well below 40%. This has raised questions from some media observers about the local politicians' trust in the general population. [10] There were reports of candidates ignoring the normal debates and focusing on service in their local communities instead, including installing new power transformers and fixing up rural roads. This was accompanied by candidates who had not been involved in politics winning or advancing to the second round at a high rate. [5]

Government formation

Parties and candidates in favor of Aslan Bzhania won an absolute majority after the results of the second round. [11]

On 12 April 2022 Lasha Ashuba, generally seen as an ally of Bzhania, was unanimously elected as speaker by the 33 already elected deputies to the People's Assembly, as two members are yet to be elected in repeat elections. [12]

Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba, with only a half-year interruption in 2004. Sukhumi is a city in a wide bay on the Black Sea's eastern coast. It is both the capital and largest city of the Republic of Abkhazia, a partially recognised state widely recognized as a part of Georgia. The city has been controlled by Abkhazia since the Abkhazian war in 1992–93. The city, which has an airport, is a port, major rail junction and a holiday resort because of its beaches, sanatoriums, mineral-water spas and semitropical climate. Parliamentary elections were held in Abkhazia on 4 March 2007, with a second round in seventeen constituencies on 18 March.

Parliamentary elections were held in Abkhazia on 2 March 2002 to elect the third convocation of the People's Assembly. The elections had originally been scheduled for 24 November 2001, but had to be postponed due to the October 2001 Chechen incursion into the lower Kodori Valley. Candidates supporting President Vladislav Ardzinba won all 35 seats.

Presidential elections were held in Abkhazia on 3 October 2004, the first that were competitive. Election law prohibited incumbent President Vladislav Ardzinba from running for a third term and he instead backed Prime Minister Raul Khadjimba, who also enjoyed support from the Russian authorities. Khadjimba's main opponent was Sergei Bagapsh, who was supported by the two major opposition parties, United Abkhazia and Amtsakhara, and later also by Aitaira when their candidate Alexander Ankvab was barred from running in a controversial decision by the Central Election Commission.

On 12 February 2011, Abkhazia held local elections for the 5th convocations of its local assemblies.

Presidential elections were held in Abkhazia on 26 August 2011. This was the fifth such election since the post of President of the Republic of Abkhazia was created in 1994. The election was held to elect the successor of president Sergei Bagapsh who died in office on 29 May 2011.

Aslan Georgievich Bzhania is an Abkhaz politician that has served as the President of Abkhazia since 23 April 2020. He was the Head of the State Security Service from 2010 to 2014, and one of the leaders of the opposition in Abkhazia from 2016. He ran in the 2019 presidential election, but was forced to withdraw due to poisoning. He won the subsequent 2020 presidential election.

Parliamentary elections were held in Abkhazia in the spring of 2017. The first round was held on 12 March and a runoff held on 26 March. Voters elected the 6th convocation of the People's Assembly.

<span class="mw-page-title-main">2019 Abkhazian presidential election</span>

Presidential elections were held in the partially recognized Republic of Abkhazia in 2019. As no candidate gathered more than 50% of the votes in the first round 25 August, a second was held on 8 September between the top two candidates, incumbent President Raul Khajimba of the Forum for the National Unity of Abkhazia and Alkhas Kvitsinia of Amtsakhara. Khajimba was subsequently re-elected with a margin of less than 2% in the second round. On September 20, the Supreme Court in Abkhazia declared the decision of the Central Election Commission to recognize incumbent Raul Khajimba’s victory in the second round of the presidential election as legal.
