Guillermo Pacheco Pulido (born 8 February 1933) is a Mexican politician. On 21 January 2019,the Congress of Puebla elected him as acting Governor of Puebla,a position in which he served until July 31 of the same year. [1] He had served as a deputy of the Congress of the Union in the LII Legislature from 1982 to 1985 and in the LV legislature from 1991 to 1994. He had also been a local deputy of the Congress of Puebla in the XLIII Legislature from 1966 to 1969,municipal president of Puebla of Zaragoza from 1987 to 1990 and president of the Superior Court of Justice of Puebla from 1999 to 2008. Guillermo Pacheco Pulido was born in the city of Puebla on 8 February 1933. He studied at the Autonomous University of Puebla,where he obtained a degree in law. He was state leader of the National Confederation of Popular Organizations (CNOP). [3]
Pacheco Pulido was a local deputy of the Congress of Puebla in the XLIII Legislature from 1966 to 1969,representing district 3,based in the city of Puebla. From 1982 to 1985 he was a federal deputy in the LII Legislature representing district 2 of Puebla. He was municipal president of Puebla de Zaragoza from 1987 to 1990 and was again a federal deputy from 1991 to 1994 in the LV legislature representing district 12 of Puebla. [2] [3]
Puebla governor Martha Erika Alonso died in a helicopter crash on 24 December 2018;Jesús Rodríguez Almeida headed the office temporarily after her death. Pacheco Pulido,now 86 years old,was appointed acting governor twenty-seven days after Alonso's death. [4]
During his six-month incumbency it was reported that he spent 80% of the Puebla government funds for all of 2019,and awarded contracts worth millions to politicians and companies later under investigation for fraud. [5]

On December 24,2018,a helicopter carrying Martha Érika Alonso Hidalgo,the newly elected governor of the Mexican state of Puebla,and her husband,senator and former governor Rafael Moreno Valle Rosas,crashed on a hill in Coronango near the city of Puebla. All five people on board the helicopter were killed in the crash:Alonso,Moreno,the two pilots,Captain Roberto Coppe Obregón and Captain Marco Antonio Tavera Romero,and an assistant to the senator. Alonso was 10 days into her term as governor at that time of the crash. The accident investigation found a preexisting problem with a stability system on the helicopter.
Jesús Rodríguez Almeida is a Mexican politician. He served as Interim Governor of Puebla from 24 December 2018 to 21 January 2019. He became interim governor when Martha Erika Alonso Hidalgo died in the 2018 Puebla helicopter crash. On 21 January 2019 the Congress of Puebla elected Guillermo Pacheco Pulido as the new Acting Governor of Puebla.
On December 24,2018,just ten days into her term as Governor of Puebla,Martha Erika Alonso Hidalgo and her husband,Senator Rafael Moreno Valle Rosas,died in a helicopter crash while en route from Puebla to Mexico City. The death of the Governor required the calling of a special gubernatorial election for 2 June 2019. This election was made simultaneous with special elections from five municipalities in the state whose initial 2018 elections had been nullified.
