Renshou County is a county in Meishan City, Sichuan Province of China. It is located in Middle-West of Sichuan Basin. It has an area of 2,716.86 km2 (1,048.99 sq mi), and population of 1,540,000. Founded in the Qin dynasty. Its name may derive from the first Sui Dynasty emperor's palace located in Shaanxi province, Renshou palace. During the Southern Dynasties it was called Huairen County (怀仁县) and in the Western Wei of the Northern Dynasties it was called Puning County (普宁县). Its name was changed to Renshou in 598 during the Sui Dynasty.

Football was the optional sport at the 1979 edition. Between 1985 and 2019, football was a recognized mandatory sport. The women's football competition began in the 1993 edition as optional event. Due the creation of the FISU University Football World Cup in 2019, the sport will no longer be part of the Summer World University Games program starting at that year. With this change, the number of mandatory sports will be kept at fifteen, since the place will be occupied by badminton which after five editions as an optional sport turned a compulsory sport.

The 2021 Summer World University Games, officially known as the XXXI Summer World University Games and also known as Chengdu 2021, was a multi-sport event sanctioned by the International University Sports Federation (FISU), held from 28 July to 8 August 2023 primarily in Chengdu, Sichuan Province, China. It was the fourth edition of the Games hosted by China. This is also the first edition to be referred to as the "Summer World University Games" rather than the "Summer Universiade." The games marked the 15th anniversary of the 2008 Summer Olympics in Beijing, China.

Rowing is an Universiade optional sport since the 1987 in Zagreb, Yugoslavia. After this, rowing was an optional sport at the 1989, 1993, 2013 and 2015 editions. The choice of location was the subject of some controversy as it seemed that many of the votes cast for Chengdu at the 79th World Science Fiction Convention had the same handwriting and used the same mailing address. A hundred authors signed an open letter to the World Science Fiction Society (WSFS) asking it to revoke the bid in protest of the ongoing persecution of Uyghurs in the western Chinese province of Xinjiang.
