Harsha Raj Gatty (born 5 May 1987, Mangalore, India)[ citation needed ] is a Right to Information Act trainer from Mangalore, Karnataka, India. He was born to a Tulu speaking family in Mangalore.[ citation needed ]

Personal life

Gatty completed his elementary education from Rosario High School, Pandeshwar and higher primary at Canara High School.[ citation needed ]

Gatty is an alumnus of St. Aloysius College in Mangalore having pursued his post-graduate studies in mass communication and media studies. He has worked for various media organizations including The news minute, The Indian Express . He is the editor of StoryInfinity. He has also worked as a guest faculty in Nitte Institute of Communication.

He was a research fellow on the Right to Information Act conducted by the Department of Personnel and Training and leads vocational training to students and others on how to properly access and use the Right to Information Act. [1] [2] [3] [4]

Activism

Gatty is a Right to Information trainer from Mangalore. He has cleared his RTI online certificate course conducted by the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions, Government of India. [5]

Gatty found Whitewhistle on 2 May 2011, to create awareness of Right to Information among both public servants and citizens alike. [6] The non-governmental organization not only assists people to file a right to information, but also engages classes on right to information awareness classes for school children as well as to the government officials. [7]

Gatty has been awarded a fellowship on the Right To Information act by the Indian Department of Personnel and Trainings and will be examining the issue of "Lack of adequate capacity on the part of the marginalized groups to utilise the RTI effectively in Dakshina Kannada and Udupi districts". He took his alma mater St Aloysius College to Court on charges of not awarding degrees that was promised, although the college stated that it was autonomous in nature and could issue such degrees without getting approval from Mangalore University. Gatty won the case. [12]

The Right to Information (RTI) is an act of the Parliament of India which sets out the rules and procedures regarding citizens' right to information. It replaced the former Freedom of Information Act, 2002. Under the provisions of RTI Act, any citizen of India may request information from a "public authority" which is required to reply expeditiously or within thirty days. In case of matter involving a petitioner's life and liberty, the information has to be provided within 48 hours. The Act also requires every public authority to computerize their records for wide dissemination and to proactively publish certain categories of information so that the citizens need minimum recourse to request for information formally.

The 2008 attacks on Christians in southern Karnataka refer to the wave of attacks directed against Christian churches and prayer halls in the Indian city of Mangalore and the surrounding area of southern Karnataka in September and October 2008 by Hindu nationalist organisations, Bajrang Dal and the Sri Ram Sena. The attacks were widely perceived by Christians in southern Karnataka to be punishment from right-wing Hindu nationalist organisations because they had been outspoken about 2008 anti-Christian attacks in Orissa, and also because the New Life Fellowship Trust (NLFT), a non-denominational Christian Church, was alleged by Bajrang Dal to be responsible for forced conversions of Hindus to Christianity.

Tulu Nadu State movement is aimed at increasing Tulu Nadu's influence and political power through the formation of separate Tulu Nadu state from Karnataka and Kerala. Tulu Nadu is a region on the south-western coast of India. It consists of the Dakshina Kannada and Udupi districts of Karnataka and Kasargod district up to the Chandragiri river in Kerala. The Chandragiri River has traditionally been considered a boundary between Tulu Nadu and Kerala from the fourth century AD onwards. The first call for a separate Tulu Nadu state was made just after the Quit India Movement in 1942 by Srinivas Updhyaya Paniyadi, a banker and a press owner from Udupi. Vartakara Sangha is a Muslim merchant's association in the state of Karnataka, India. They have helped merchants forced to move from markets and shops where they do business, and have participated in rallies protesting communal violence against minorities.

Many Right to Information Act (RTI) activists, including policemen, have been harassed and even murdered for seeking information to "promote transparency and accountability in the working of every public authority" in India. Many face assaults on a regular basis. People seeking information from their gram panchayat and the local administration also face social ostracism. A few activists who sought information under RTI related to MNREGA scams, were killed. Many threats and attacks go unreported by the media.
