Harsul Central Jail also known as Aurangabad Central Jail is one of 9 central jails of Maharashtra state of India and among the 5 most important central jails in the state. It is in Aurangabad city of Marathwada region.

Maharashtra State in western India

Maharashtra is a state in the western peninsular region of India occupying a substantial portion of the Deccan plateau. It is the second-most populous state and third-largest state by area in India. Overview

Jail is a high security jail. Total area of the jail is 12 hectares. Jail has more than 250 cctv cameras and 19 barracks. [1] Official capacity of the jail is 700 but as of 2014, there are 1600 prisoners in jail. Capacity of jail can be increased to 2000. There are separate barracks for woman prisoners. [2] [3] Jail has video conference rooms for undertrials. [4]

Programs

Harsul central prison have set up a stall at a city-based mall for selling articles such as wooden furniture among others prepared by its inmates. This is the first such experiment by the prison authorities in the Maharashtra state. [3] Various NGOs also conduct recreational activities in the prison. [5]

Prisoners

The inmates include criminals from across the country, members of the underworld, foreign nationals booked under NDPS Act, MCOCA detainees, 1993 serial blast convicts, a suspected militant and some high-profile multi-crore scam accused. [4] Among 4 convicts of 1993 Mumbai bomb blasts in Harsul prison, 2 namely Yusuf Memon and Isa Memon are brothers of Yakub Memon who was hanged in Nagpur Central Jail for involvement in same crime. Maharashtra Control of Organised Crime Act

Maharashtra Control of Organised Crime Act, 1999 (MCOCA) is a law enacted by Maharashtra state in India in 1999 to combat organised crime and terrorism. The preamble to MCOCA says that "the existing legal framework, i.e. the penal and procedural laws and the adjudicatory system, are found to be rather inadequate to curb or control the menace of organised crime. Government has, therefore, decided to enact a special law with stringent and deterrent provisions including in certain circumstances power to intercept wire, electronic or oral communication to control the menace of organised crime."

The 1993 Bombay bombings were a series of 12 bomb explosions that took place in Mumbai, India, then known as Bombay, on 12 March 1993. The coordinated attacks were carried out in revenge for earlier riots that killed many people, mostly Muslims,and were the most-destructive bomb explosions in Indian history. These were the first serial-bomb-blasts of their kind in the world. The single-day attacks resulted in 257 fatalities and 713 injuries. The then-Chief Minister of Maharashtra, Sharad Pawar, announced that there had been thirteen blasts, including a fictitious bomb in a Muslim quarter of the city, to prevent the events from taking on a communal hue.

Yakub Memon Indian criminal

Yakub Abdul Razak Memon was an Indian citizen who was convicted over his involvement in the 1993 Bombay bombings by Special Terrorist and Disruptive Activities court on 27 July 2007. Yakub Memon was the brother of one of the prime suspects in the bombings, Tiger Memon. His appeals and petitions for clemency were all rejected and he was executed by hanging on 30 July 2015 in Nagpur jail.

Eight undertrial prisoners of Bhopal Central Jail were killed in a encounter on 31 October 2016. They had allegedly escaped from the high security prison in the wee hours of the night. The prisoners were suspected terrorists of the Students' Islamic Movement of India.
