Haruo Ngiraked Willter is a Palauan civil servant and politician,and former Minister of Administration of Palau responsible for public finances. [1]
Willter served in multiple positions throughout the decades including several years in Koror as deputy director of the Trust Territory of the Pacific Islands (TTPI) office. He began his employment with the TTPI government in Guam in 1958,and spent years in finance and budget positions after the TTPI moved to Saipan. [2]
Willter was a delegate in the first 1979 Palauan constitutional convention, [3] [4] and also in the second 2005 constitutional convention.
He was Minister of Administration in the government of Palau in the early 1980s, [2] from to 1981 to October 1985 during the presidencies of Haruo Remeliik and Alfonso Oiterong. Willter run as a candidate for Vice President of Palau in the 1980 elections and the 1985 elections elections. He was described to have a narrow political base,and was not elected. [5] He then served as a personal envoy of President Lazarus Salii. [2]
From 1990 to 2008,he worked with the Office of Insular Affairs in Palau,and oversaw special projects in Palau,Federated States of Micronesia and Marshall Islands. Willter later joined the administration of Johnson Toribiong. [2]
Willter was forty-eight years old in 1985, [5] so he was born in 1930s.

The Trust Territory of the Pacific Islands (TTPI) was a United Nations trust territory in Micronesia administered by the United States from 1947 to 1994. The Imperial Japanese South Seas Mandate had been seized by the US during the Pacific War,as Japan had occupied the territory since the League of Nations gave Japan mandate over the area after World War I. However,in the 1930s,Japan left the League of Nations,and then invaded additional lands. During World War II,military control of the islands was disputed,but by the end of the war the islands had come under control of the Allies. The Trust Territory of the Pacific was created to administer the islands as part of the United States,while still under the auspices of the United Nations. Most of the island groups in the territory became independent states,with some degree of ties kept with the United States:the Federated States of Micronesia,Marshall Islands and Palau are today independent states in a Compact of Free Association with the US,while the Northern Mariana Islands remain under US jurisdiction,as an unincorporated territory and commonwealth.
Thomas Esang "Tommy" Remengesau Jr. is a Palauan politician;in 2013 he was elected the ninth president of Palau and was re-elected to that office in 2016. Previously he served as the seventh president of the island nation from 2001 to 2009. He served as a Senator in the Palau National Congress between his two administrations. In sum,Remengesau was elected Vice-President of Palau in 1992 and 1996,then president in 2000,2004,2012 and 2016.

It is the successor to the Bureau of Insular Affairs of the War Department,which administered certain territories from 1902 to 1939,and the Office of Territorial Affairs in the Interior Department,which was responsible for certain territories from the 1930s to the 1990s. Thomas Ongelibel Remengesau,also known as Thomas Remengesau Sr.,was a politician in Palau. He was Vice President of Palau from 1985 to 1988,and acting President of Palau in 1985 and President of Palau from 1988 to 1989 following the violent deaths of two previous presidents.
Haruo Ignacio Remeliik was the first President of Palau from 2 March 1981 until his assassination on 30 June 1985. He is buried at Kloulklubed in his home state of Peleliu. Remeliik was of mixed Japanese and Palauan descent.
Lazarus Eitaro Salii was a politician from Palau. He served as the second elected President of Palau from 25 October 1985 until his death by suicide on 20 August 1988,amid bribery allegations.
Alfonso Rebochong Oiterong was a politician from Palau who served as the country's Vice President from 1981 to 1985. Despite internal problems in Palau during the Remeliik administration,Oiterong was perceived as an honest,capable and dedicated civil servant. In addition of the vice presidential post,he was the minister of state aka minister of foreign affairs.
Roman Tmetuchl was a Palauan political leader and businessman. He grew up in Japanese-controlled Palau and joined the Kempeitai,the Japanese secret police,during World War II. After the war,he became the leader of Palau's Liberal Party. He worked in the Congress of the Trust Territory of the Pacific Islands from 1964 to 1978 and advocated for Palau gaining a separate status from the rest of Micronesia. He became governor of Airai and engaged in three unsuccessful Palauan presidential campaigns. As a businessman,Tmetuchl led several construction projects for his business holdings and for the Palauan community,including the Palau International Airport and a Seventh-Day Adventist clinic.
There is a small Japanese community in the Pacific Island country of Palau,which mainly consists of Japanese expatriates residing in Palau over a long-term basis. A few Japanese expatriates started to reside in Palau after it gained independence in 1994,and established long-term businesses in the country. Japanese settlement in Palau dates back to the early 19th century,although large scale Japanese migration to Palau did not occur until the 1920s,when Palau came under Japanese rule and administered as part of the South Seas Mandate. Japanese settlers took on leading administrative roles in the Japanese colonial government,and developed Palau's economy. After the Japanese surrender in 1945,virtually all of the Japanese population was repatriated back to Japan,although people of mixed Japanese-Palauan descent were allowed to remain behind. People of Japanese-Palauan descent constitute a large minority of Palau's population as a result of substantial intermarriage between the Japanese settlers and Palauans. They generally identify with,conforming to cultural norms and daily lives with the Palauans.

The sport of baseball is widely played in Palau,having been introduced by the Japanese during their occupation of the island nation. The highest level of league play in Palau in represented by Palau Major League (PML),which is overseen by the Belau Baseball Federation. The country is represented in international play by the Palau national baseball team.
A six-part referendum was held in Palau on 2 November 2004 alongside the country's general elections. Voters were asked questions on summoning a Constitutional Convention,payment of members of the National Congress,creating a unicameral Congress,term limits for Congress members,election of the President and Vice President and dual citizenship. All proposals were approved except the unicameral Congress,which despite receiving a majority of the public vote,did not meet the quorum of 12 of 16 states required for amendments to the constitution.
A twenty-three-part referendum was held in Palau on 4 November 2008 alongside the country's general elections. Voters were asked questions on requirements of citizenship to hold office,government provision of primary school and health care,the definition of marriage and term limits for Parliament. Only the proposal permitting naturalization for certain adoptees failed to obtain the requisite majority of the vote and majority in 3/4th of the states.
William Vincent "Vit" Vitarelli,also referred to as Rubak in Palau,was an American educator and architect. He worked for the Trust Territory of the Pacific Islands (TTPI) from 1948 to 1970. He was stationed in various islands in Micronesia,including Palau and Ebeye,and participated in various educational and community development projects.
J. Uduch Sengebau Senior is a Palauan lawyer,judge,and politician who has served as the Vice President of Palau since 2021. She was previously a member of the Senate of Palau from 2013 until she took office as Vice President.
