Heather J. Hutt (born April 5,1959) is an American politician who is currently serving as an appointed councilmember representing the 10th District of Los Angeles since April 11,2023,previously serving for a temporary vacancy from September 2,2022 to March 30,2023. [1] She was previously a candidate for California's 54th State Assembly district in 2021 and served as a California State Director for then-Senator Kamala Harris from 2019 to 2020. [2]
In 2011,Hutt was hired as a District Director for Assemblymember Isadore Hall III,which she continued following Hall's election to the California State Senate. In February 2017,Hutt was named the Regional Deputy Director for then-Senator Kamala Harris. On March 28,2019,Harris announced new hires for senior roles,to which Hutt was hired as the California State Director. [3]
On February 1,2022,Hutt announced that she would be running for California's 54th State Assembly district after it was vacated by Sydney Kamlager's election to the California State Senate. [4] [5] She was endorsed by politicians such as Janice Hahn,Yvonne Brathwaite Burke,and Maxine Waters. [6] In the election,she was led by Isaac Bryan in the initial count,and lost the special primary to Bryan on May 18,2021. [7] [8]
In March 2022,Hutt was appointed by councilmember Herb Wesson to be his chief of staff for District 10 after he fired the previous chief of staff and former caretaker of the district,Karly Katona. [9] Hutt's appointment was historic as she is the first African American woman to serve as chief of staff since 1973,when Maxine Waters was chief deputy to David S. Cunningham Jr. [10] In July 2022,California Attorney General Rob Bonta granted activists against Wesson's appointment to sue,and Wesson was blocked from serving as councilmember;Council President Nury Martinez appointed Hutt as a caretaker of the district. [11]
After a month of no representation,some residents of District 10 asked for voting privileges for Hutt to give them a voice in the City Council,while others expressed concern that residents should have the right to elect their own representative. [12] [13] [14] On August 26,2022,Martinez introduced a motion to appoint Hutt as a councilmember,which was seconded by four other members. [2] [15] The motion was opposed by Marqueece Harris-Dawson and Mike Bonin,who instead proposed instructing the City Attorney to find eligibility requirements for appointments. [16] [17] On August 30,the vote to instate Hutt as a councilmember fell one vote short,with five voting for and five voting against;it was refereed to the Rules,Elections and Intergovernmental Relations Committee for further discussion. [18] The Committee cleared her for reconsideration by the Council the next day,and Hutt was confirmed by the Council in the next meeting and sworn in on September 2,2022. [19] [20] On March 9,2023,Hutt announced her election campaign for the district. [21]
On March 30,2023,after Ridley-Thomas was convicted of bribery,Hutt's place on the City Council was no longer in force due to her appointment only being for the temporary vacancy. [1] Council President Paul Krekorian re-appointed Hutt as the caretaker of the district and called on the City Council to re-appoint her as a councilmember for the remainder of the unexpired term. [22] On April 11,2023,the City Council voted to re-appoint her as council to serve Ridley-Thomas's term. [23]

Mark Ridley-Thomas is an American former politician and convicted felon. He spent three terms on the Los Angeles City Council from the 8th district from 1991 to 2002,and again for the 10th district from 2020 until his expulsion from the council in 2022. He was a member of the Los Angeles County Board of Supervisors for the 2nd Supervisorial District from 2008 to 2020,a California State Senator representing the 26th district from 2006 to 2008,and was a California State Assemblyman representing the 48th district from 2002 until 2006. He was Chairman of the Assembly Democratic Caucus.
Paul Koretz is an American politician,who served as a member of the Los Angeles City Council for the 5th district from 2009 until he was term-limited in 2022. He was previously a member of the California State Assembly and the West Hollywood City Council.
Herman J. "Herb" Wesson Jr. is an American politician who served as a councilmember representing the 10th District for three terms between July 1,2005 and December 14,2020,and again on an appointed basis from March 22,2022 until August 25,2022. He was also the President of the Los Angeles City Council and Speaker of the California State Assembly.
Curren De Mille Price Jr. is an American politician of the Democratic Party,currently serving as a Los Angeles city council member for District 9. Price was a California State Senator,representing the state's 26th Senate District which he won in the May 19,2009 special election to fill the seat vacated by Mark Ridley-Thomas. He previously served as a member of the California State Assembly,representing the state's 51st Assembly District. He was first elected to that position in 2006,and was re-elected in 2008. Price resigned as state senator on July 1,2013,to be sworn in as Los Angeles city councilman.

Monica Rodriguez is an American politician in California. She currently serves as a Los Angeles City Council member,and represents the 7th district. The 2022 Los Angeles mayoral election was held on November 8,2022,to elect the mayor of Los Angeles,California. A top-two primary was held on June 7,2022. Candidates could win the election outright by receiving more than 50% of the vote,but no candidate received a majority. More than forty candidates formed committees to run. Twenty-seven filed their declaration of intention to collect signatures for the ballot,and of these twelve qualified.

Eight of the fifteen seats in the City Council were up for election while three of the seven seats in the LAUSD Board of Education were up for election. The seat of Mayor of Los Angeles was up for election due to incumbent Eric Garcetti's term limit. The seats of the Los Angeles City Controller and the Los Angeles City Attorney were also up for election,as their incumbents,Mike Feuer and Ron Galperin,were running for mayor and California State Controller respectively.
The 2020 Los Angeles County elections were held on November 3,2020,in Los Angeles County,California,with nonpartisan blanket primary elections for certain offices being held on March 3. Three of the five seats of the Board of Supervisors were up for election,as well as one of the countywide elected officials,the District Attorney. In addition,elections were held for various community college districts and water districts,as well as the Superior Court.
On October 9,2022,an audio recording surfaced of a private meeting involving Los Angeles City Council members and a union leader that involved racist and disparaging comments and led to a local political scandal. The audio recording captured a conversation between City Council president Nury Martinez,fellow councilmembers Gil Cedillo and Kevin de León,and Los Angeles County Federation of Labor President Ron Herrera.
The 2023 Los Angeles special election was held on April 4,2023 with a runoff occurring on June 27,2023. Voters will elect a candidate in a nonpartisan primary,with runoff elections potentially scheduled. One of the fifteen seats on the Los Angeles City Council was up for election due to the vacancy of one member,councilwoman Nury Martinez of District 6,who resigned in the wake of the 2022 Los Angeles City Council scandal. Sharon Tso was installed as a caretaker to the district,but no formal appointment was made. There was potential for a recall over Kevin de León's statements made during the 2022 Los Angeles City Council scandal as well,though due to the lack of signatures turned in by the deadline on April 1,2023,the petition to recall de León failed. Former City Attorney Mike Feuer also proposed that a special election be held on a referendum to replace the Council's ability to redraw the City Council districts with an independent commission before the 2024 elections.

Incumbent City Controller Ron Galperin was unable to seek a third term due to term limits,and unsuccessfully ran for California State Controller. However,he was serving an extended second term due to a law that shifted election dates from an off-year election to a midterm and statewide election year. Certified Public Accountant Kenneth Mejia defeated city councilmember Paul Koretz to become the 20th City Controller.
