Career
McMillan served in U.S. Navy from 1980 until 1991. He received a Navy commendation medal in 1988. He has served in the U.S. Naval Reserve since leaving active duty with the Navy. McMillan has also been a pilot for American Airlines since 1991.
McMillan first started his public service by being elected as an Annapolis Alderman representing 5th Ward. He served from 1997 to 2001. In 2001 he ran for Mayor of Annapolis and was soundly defeated. The next year he ran for a seat in the Maryland House of Delegates. During his term on the city council,he was on the Economic Matters and Housing and Human Welfare Committees. He also chaired the Rules Committee during his tenure.
While in his first term in the House of Delegates,McMillan served on the Judiciary Committee. Following his first term in the House,McMillan ran for the State Senate and was defeated by incumbent John Astle. Four years later he was reelected to the House. In his second term he served on the Environmental Matters Committee,and then the Health and Government Operation Committee in 2015. McMillan was also appointed as the Chief Deputy Minority Whip,a position he held till his retirement form the House of Delegates. He was also a member of the Anne Arundel County Delegation,where he was the chair of the Capital Projects/Bond Bill Subcommittee,from 2011-2018. Finally,he was a member and founder and chair of the Maryland Taxpayers Protection Caucus,the Maryland Bicycle and Pedestrian Caucus,the Maryland Legislative Sportsmen's Caucus,and the Maryland Veterans Caucus.
Outside of his legislative work,he was president of the West Annapolis Parent-Teacher Association from 1990–91,the vice-president of the Hunt Meadow Homeowners Association from 1991 until 1996,and a board member of the Anne Arundel County Economic Opportunity Committee from 1998 until 2002.
He is also a member of the U.S. Naval Academy Alumni Association,the Fleet Reserve Association,the Knights of Columbus,the St. Mary's Royal Blue and the Annapolis Touchdown Club. He received the Taxpayers Advocate Award from the Maryland Taxpayers Association in 2002.
In 2022,McMillan sought the Republican nomination for Anne Arundel County executive,finishing second to County Council member Jessica Haire in a five-person race. [1]
The Maryland House of Delegates is the lower house of the legislature of the U.S. state of Maryland. It consists of 141 delegates elected from 47 districts. The House of Delegates Chamber is in the Maryland State House on State Circle in Annapolis. The State House also houses the Maryland State Senate and the offices of the Governor and Lieutenant Governor of the State of Maryland. Each delegate has offices in Annapolis, in the nearby Casper R. Taylor Jr. House Office Building.
David George Boschert was an American politician. Boschert was most recently a Republican member of the Maryland House of Delegates, representing District 33A in the Maryland General Assembly. During his political career he played roles in both the Republican Party and Democratic Party.
Michael Erin “Coach” Busch was an American politician and member of the Democratic Party who served as the 106th Speaker of the Maryland House of Delegates from 2003 until his death in 2019. Busch was a member of the House for nine terms, beginning in 1987. He represented all of legislative District 30 prior to redistricting in 2012, and represented District 30A after the district was split following the 2010 census. The district encompasses parts of Anne Arundel County, including the state capital of Annapolis.
Tony McConkey is a former elected official in the Maryland House of Delegates. He was first elected in 2002, taking the seat of former Delegate Janet Greenip, who ran for a State Senate seat. He served in District 33, which is located in Anne Arundel County, Maryland. He lost a bid for re-election in 2018 to Democratic challenger Heather Bagnall.
John A. Giannetti Jr. is an American politician and former attorney from Maryland. As a Democrat, Giannetti was elected to the Maryland House of Delegates in 1998 for District 13B and served from 1999 to 2003. In 2002 he was elected into the State Senate for District 21, which covers parts of Anne Arundel County and Prince George's County. He was defeated in the 2006 Democratic primary and general elections by former member of the Maryland House of Delegates and U.S. Ambassador to Romania James Rosapepe.
Tony O'Donnell is an American politician, who represented District 29C in the Maryland House of Delegates. In 2016, Governor Larry Hogan appointed him to the Maryland Public Service Commission. He retired from the commission in June 2024.
Ronald Alan George is an American politician who was a Republican member of the Maryland House of Delegates from 2007 to 2015. He first represented the 30th district in from 2007 to 2010, after which he was redrawn into the 33rd district. He sought the Republican nomination for Governor of Maryland in 2014, but finished fourth in the primary. In December 2014, George expressed interest in being appointed to the District 33 House of Delegates seat vacated by Cathy Vitale, who was appointed a judge. George unsuccessfully ran for the state Senate in District 30 in 2018; this district includes Annapolis.
Steven R. Schuh is a former County Executive of Anne Arundel County, Maryland, and a former member of the Maryland House of Delegates, serving two terms in the Maryland General Assembly representing District 31. Beginning in 2018, Schuh served as the Executive Director for the State of Maryland's Opioid Operational Command Center before assuming the role of Deputy Secretary for Health Care Financing and Medicaid in 2021. Schuh also played an instrumental role in the State's response to the pandemic serving as Section Chief for the Governor's COVID-19 Task Force.
Janet Greenip is an American former Republican State Senator from Crofton, Maryland, representing District 33 from 2003 through 2009.
Robert A. Costa was a member of the Maryland House of Delegates, and until his retirement represented District 33B, which is located in Anne Arundel County. He defeated Democrat Mike Shay in the 2006 election. In 2002 he defeated Democrat Dotty Chaney to initially capture the seat of this newly created district. He announced his retirement in 2014. He was succeeded by Sid Saab.
Michael D. Smigiel Sr. was an American politician who was a member of the Maryland House of Delegates, where he represented District 36, which covers Caroline, Cecil, Kent, and Queen Anne's Counties. He was first elected in 2002 along with fellow Republicans Richard Sossi and Mary Roe Walkup after the legislative boundaries were redrawn. Prior to 2002, District 36 had a separate representative for Cecil, Kent, and Queen Anne's Counties. After combining the districts, Smigiel won the seat previously occupied by former Elkton Mayor, James Crouse. Crouse was appointed to the seat in July 2001 following Governor Parris Glendenning's appointment of longtime Elkton Delegate Ronald A. Guns to the Public Service Commission. In 2006, he defeated Democratic challenger Mark Guns for reelection. In the 2006 election, the voting method returned to voting for a representative for each county.
Virginia Lawrence (Parker) Clagett is an American politician from Maryland and a member of the Democratic Party. She served in the Maryland House of Delegates, representing Maryland's District 30 in Anne Arundel County, until her 4th term ended in December 2010. A proven vote-getter for decades, she lost re-election in November 2010 to Delegate Herbert H. McMillan. Clagett is a member of the Marlborough Hunt Club, a local Fox Hunt in Southern Maryland.
John Chandlee Astle is an American politician from Maryland and a member of the Democratic Party. He served four terms in the Maryland State Senate and three terms in the Maryland House of Delegates representing Maryland's district 30 in Anne Arundel County.
Maryland's Legislative District 30 is one of 47 districts in the state for the Maryland General Assembly. It covers part of Anne Arundel County, Maryland, it is home to Maryland's capital; the city of Annapolis. Until the 2010 census and subsequent redistricting, voters in this district selected three Delegates every four years to represent them in the Maryland House of Delegates. Starting with the 2014 election, the district was divided into sub-districts 30A and 30B.
