Hoan Huynh (born 1990) is an American politician serving as a Democratic member of the Illinois House of Representative from the 13th House District. Elected in November 2022,he assumed office on January 11,2023.
On November 8,2022,with 90.49% of the vote (the highest percentage of victory statewide for a contested race),he was elected State Representative of the 13th District,making him the first Vietnamese American ever elected in Illinois state history of 204 years,the first Vietnamese American elected in the Midwest for the state legislature,the first Asian American elected to represent Chicago's Northside lakefront,and the first person of color and Asian American to represent the 13th District. The 13th District includes Chicago's Northside Lakefront neighborhoods of Uptown,Wrigleyville,Andersonville,Lake View,Southport,Ravenswood,Lincoln Square,Buena Park,Sheridan Park,Arcadia Terrace,Budlong Woods,and West Ridge.
The son of refugees from Vietnam,Huynh was born in Vietnam and resettled in the Uptown neighborhood in Chicago,Illinois. [1] His father served in the South Vietnamese military during the Vietnam War. Huynh graduated from Yale University with a bachelor's in sociology,did postgraduate study at King's College,Cambridge,earned a Master of Public Policy from Harvard Kennedy School,and began graduate studies at the University of Chicago. [2] He worked in social innovation,social entrepreneurship,technology startups,and eventually,community and social impact investments for a decade. During the COVID-19 pandemic,he was deeply concerned with the anti-Asian hate sentiments and how communities of color were left behind and heavily disinvested. As a result,he was inspired to run for office to build a more equitable city and state for his neighbors and community members.
Huynh began his grassroots organizing in Chicago while working in community investments and social innovation. He spent time working in neighborhoods all around the city of Chicago,in particular,the Southside and Westside of the city. In addition,during the COVID-19 pandemic in April 2020,he led mutual aid efforts to get emergency supplies out to communities in need all around the Chicago area,working with community-oriented organizations to support COVID-19 prevention efforts on the ground. He was also a founding member of Celebrate Argyle,a community initiative to support local small businesses and promote storytelling in the Asia on Argyle neighborhood in Uptown.
As a grassroots candidate and political newcomer,Huynh announced his candidacy for State Representative of the 13th District in 2021,after the incumbent,Illinois House Majority Leader Greg Harris,announced his retirement that year. Huynh ran for the Illinois State House to fight for legislation to support working and middle-class families,invest in small businesses and teachers,expand healthcare access,create more affordable housing and new pathways to home ownership,build a green economy with good-paying jobs,fight to end gun violence to protect our communities,and protect fundamental human rights - LGBTQ+ rights,reproductive healthcare rights,and immigrant and refugee rights. As a political underdog in the race,Huynh was heavily outspent 3:1 by other candidates in the race.
In one of the closest-watched and crowded General Assembly races in Illinois state history,Huynh emerged victorious in the June 28,2022 Democratic Party Primary with 45.43% of the vote,winning six Chicago city wards,and defeated the Democratic political establishment.
Huynh is considered a rising political star in Illinois and has worked to build a pipeline for younger Asian American,Native Hawaiian,and Pacific Islander candidates to enter public service.
He sits on seven legislative committees in Springfield:Appropriations - General Service;Appropriations - Health &Human Services;Health Care Availability &Access;Housing;Immigration &Human Rights;Transportation:Regulations,Roads &Bridges;First Responder Subcommittee;and Restorative Justice. He has also passed a variety of impactful statewide legislation as a first term legislator.
Huynh lives in Uptown,Chicago in the 13th District. He is actively engaged in his community and regularly attends nonprofit events,religious gatherings,and neighborhood events. Huynh is an avid Tottenham Hotspur Football Club,Chicago Cubs,Chicago Bulls,Chicago Bears,and Chicago Blackhawks fan.
In the November 2022 General election,Huynh defeated Republican nominee Alper Turan with 90.49% of the vote.

In 2020,Hanoi has the second-highest gross regional domestic product of all Vietnam provinces and municipalities at 51.4 billion USD,behind Ho Chi Minh City. Hanoi Capital is also ASEAN 8th largest economy after Surabaya.
Lakeview,also spelled Lake View,is one of the 77 community areas of Chicago,Illinois. Lakeview is located in the city's North Side. It is bordered by West Diversey Parkway on the south,West Irving Park Road on the north,North Ravenswood Avenue on the west,and the shore of Lake Michigan on the east. The Uptown community area is to Lakeview's north,Lincoln Square to its northwest,North Center to its west,and Lincoln Park to its south. The 2020 population of Lakeview was 103,050 residents,making it the second-largest Chicago community area by population.
The Communist Party of Vietnam (CPV),also known as the Vietnamese Communist Party (VCP),is the founding and sole legal party of the Socialist Republic of Vietnam. Founded in 1930 by HồChíMinh,the CPV became the ruling party of North Vietnam in 1954 and then all of Vietnam after the collapse of the South Vietnamese government following the Fall of Saigon in 1975. Although it nominally exists alongside the Vietnamese Fatherland Front,it maintains a unitary government and has centralized control over the state,military,and media. The supremacy of the CPV is guaranteed by Article 4 of the national constitution. The Vietnamese public generally refer to the CPV as simply "the Party" or "our Party".
Little Saigon is a name given to ethnic enclaves of expatriate Vietnamese mainly in English-speaking countries. Alternate names include Little Vietnam and Little Hanoi,depending on the enclave's political history. To avoid political undertones due to the renaming of Saigon to Ho Chi Minh City,it is occasionally called by the neutral name Vietnamtown. Saigon is the former name of the capital of the former South Vietnam,where a large number of first-generation Vietnamese immigrants emigrating to the United States originate from,whereas Hanoi is the current capital of Vietnam.
Edgewater is a lakefront community area on the North Side of the city of Chicago,Illinois six miles north of the Loop. The most recently established of the city's 77 official community areas,Edgewater is bounded by Foster Avenue on the south,Devon Avenue on the north,Ravenswood Avenue on the west,and Lake Michigan on the east. Edgewater contains several beaches for residents to enjoy. Chicago's largest park,Lincoln Park,stretches south from Edgewater for seven miles along the waterfront,almost to downtown. Until 1980,Edgewater was part of Uptown,and historically it constituted the northeastern corner of Lake View Township,an independent suburb annexed by the city of Chicago in 1889. Today,Uptown is to Edgewater's south,Lincoln Square to its west,West Ridge to its northwest and Rogers Park to its north.
Uptown is one of Chicago's 77 community areas. Uptown's boundaries are Foster Avenue to the north;Lake Michigan to the east;Montrose Avenue,and Irving Park Road to the south;Ravenswood Avenue,and Clark Street to the west. To the north is Edgewater,to the west is Lincoln Square,and to the south is Lakeview. Near the lake are some of the northern reaches of Lincoln Park,including Montrose Beach and multiple nature reserves. The area has a mix of commercial and residential development,and includes a well-established entertainment district of clubs and concert venues,and was a center for early film making. Truman College,a two-year city college,is located here,and the area's southwest corner includes the historic 19th century Graceland Cemetery.
Helen Shiller is a former Alderman of the 46th ward in Chicago,Illinois. Shiller is also a published author,having written a 500-page book on her politics and activism in Chicago from 1971 to 2011. Shiller served in the Chicago City Council for six four-year terms,from 1987 to 2011. Shiller was elected to the City Council on her third attempt,as Harold Washington,Chicago's first black Mayor,was re-elected to his second term,and her election as alderman helped close the Council Wars era in Chicago government. Shiller has been described as "a reformer unafraid to take on the boys in power." A less flattering description is that she is "committed to liberal causes and destroying all within her path". Among her most significant impacts on Chicago were her advocacy for diverse,inclusive,affordable housing and helping craft Chicago's response to the HIV/AIDS crisis. Her commitment to fostering community development without displacement often brought Shiller into contention with some constituencies,real estate developers,and editorial boards. Shiller's oral history was collected by Pulitzer Prize-winning author and Uptown resident Studs Terkel in his 2003 book,Hope Dies Last. As she details in her own book,among her policy victories as a City Council member was:getting human rights legislation passed,having Chicago implement anti-apartheid legislation,creating a City Council Subcommittee on Domestic Violence,and building a unique mix-used development.

At the 2021 census,334,781 people stated that they had Vietnamese ancestry,representing 1.3% of the Australian population. In 2021,the Australian Bureau of Statistics estimated that there were 268,170 Australian residents who were born in Vietnam.
Miguel del Valle is an American politician and the former City Clerk of Chicago. He was an Illinois State Senator for two decades,representing the 2nd District of Chicago from 1987–2006. Del Valle lost his bid for mayor in Chicago's February 22,2011 municipal elections,coming in third with 53,953 votes. He served as the president of the Chicago Board of Education from June 2019 through June 2023,having been appointed to that position by Mayor Lori Lightfoot.

West Argyle Street Historic District is a historic district in northern Uptown,Chicago,Illinois. It was listed on the National Register of Historic Places on June 3,2010. The community covers an area of about 41 acres (0.17 km2);its rough boundaries are N. Glenwood Ave to the west,Winona Street to the north,Sheridan Road to the east,and Ainslie Street to the south.
Hoàng TứDuy is a Vietnamese-born American democracy activist. He is currently the executive director for Viet Tan,an unsanctioned pro-democracy political movement in Vietnam. Before becoming a full-time democracy activist,he worked as an investment banker for over 10 years. He has testified before US Congressional committees on human rights issues and written for the Wall Street Journal,Asia Times Online and leading Vietnamese-language publications.
The mix of ethnic groups in Chicago has varied over the history of the city,resulting in a diverse community in the twenty-first century. The changes in the ethnicity of the population have reflected the history and mass America,as well as internal demographic changes. The groups have been important in the development of the city as well as players in occasional conflicts.
Chicago has long had a gay neighborhood. Beginning in the 1920s there was active homosexual nightlife in Towertown,adjacent to the Water Tower. Increasing rents forced gay-friendly establishments steadily northwards,moving through Old Town and Lincoln Park along Clark Street and on to Boys Town.
Little Dovie Thurman was a community activist who dedicated her life to the social and political development of poor communities. She is most known for her involvement in Chicago welfare rights campaign of the 1960s. Thurman worked toward welfare rights and reform with a local organization on the north side of the city called J.O.I.N.,as well as Uptown Voices advocating for quality,affordable housing for low-income people in Uptown,Chicago and its surrounding communities. As President,Dovie worked to empower community members through participation in housing advocacy,development,rehabilitation and management.
Gentrification,the process of altering the demographic composition of a neighborhood usually by decreasing the percentage of low-income minority residents and increasing the percentage of typically white,higher-income residents,has been an issue between the residents of minority neighborhoods in Chicago who believe the influx of new residents destabilizes their communities,and the gentrifiers who see it as a process that economically improves a neighborhood. Researchers have debated the significance of its effects on the neighborhoods and whether or not it leads to the displacement of residents.
Maria Elaine Hadden is an American politician and community activist from Chicago. She is a member of the Chicago City Council,serving as alderperson for the city's 49th ward. She won election to that office after defeating 28-year incumbent Joe Moore in the 2019 election,and was reelected in 2023. The 49th ward includes most of Rogers Park and portions of West Ridge. She is a member of the Progressive Caucus,Black Caucus,and LGBT Caucus in the City Council.
The government of Vietnam prepared for the COVID-19 pandemic as early as the first cases in China emerged in December 2019,and pursued a zero-COVID strategy until September 2021.
The 2023 Chicago aldermanic election took place in two rounds on February 28 and April 4,2023,to elect 50 alderpersons to the Chicago City Council. Each alderperson represents one of Chicago's 50 wards. The elections are non-partisan and use a two-round system where the top two finishers compete in a second-round runoff if no candidate receives more than 50% of the vote in the first round. The elections are part of the 2023 Chicago elections,which include elections for Mayor,City Clerk,and City Treasurer.
