The House October Surprise Task Force (formally Task Force of the Committee on Foreign Affairs to Investigate Certain Allegations Concerning the Holding of Americans as Hostages by Iran in 1980 [3] ) was a task force instituted by the United States House of Representatives in 1992 to examine the 1980 October Surprise theory which theorized that, during the 1980 United States presidential election, the Reagan campaign successfully negotiated with the government of Iran for a solution to the Iran hostage crisis that would not occur until after the election, so as to prevent President Jimmy Carter, Reagan's opponent, from getting an electoral boost.
The Joint report of the Task Force to Investigate Certain Allegations Concerning the Holding of American Hostages by Iran in 1980 was published on January 3, 1993. [4] Shortly afterwards, Task Force chairman Rep. Lee H. Hamilton published an editorial in The New York Times in which he summarized the Task Force conclusion as being that "there was virtually no credible evidence to support the accusations." [1]
The House October Surprise Task Force followed investigation of related matters in the Iran-Contra affair by the Tower Commission, in which the October Surprise allegations had already been aired, and rejected. [5] Media investigations of the October Surprise theory took off in 1991 following the publication in April of a New York Times editorial by Gary Sick and a PBS Frontline documentary, and there were calls for a Congressional investigation.[ citation needed ]
In October 1991 the Senate's Foreign Relations Committee approved an investigation; but the bill to fund the $600,000 budget was filibustered by Republicans. [6] Some hearings were held by the Senate Foreign Relations Subcommmitte on Near East and South Asian Affairs (then chaired by Terry Sanford) in November 1991, [7] until an unnamed Republican senator, invoking a rarely used rule requiring Senate permission for committees to hold formal hearings, filed an objection, bringing the hearing to a close whilst Gary Sick was testifying. [8] In December 1991 Sanford and Senator James M. Jeffords appointed a special counsel to investigate. [6] This report, published on 19 November 1992, concluded that there was probably no Republican deal to delay hostage release, but that William Casey (Reagan's campaign director) "probably 'conducted informal, clandestine and potentially dangerous efforts' on the campaign's behalf to monitor the hostage situation." [9]
In early February 1992 the House of Representatives voted to launch an investigation, with no Republican support and 34 Democrats opposing. [6] This became the House October Surprise Task Force.
As Speaker of the United States House, Tom Foley (D-WA) appointed Democrats Lee Hamilton (D-IN), Stephen Solarz (D-NY), Sam Gejdenson (D-CT), Mervyn Dymally (D-CA), Robert Torricelli (D-NJ), Howard Berman (D-CA), Ed Feighan (D-OH), and Ted Weiss (D-NY). In consultation with the Republican Party's leadership, Foley also appointed Republicans Henry Hyde (R-IL), Jim Leach (R-IA), Olympia Snowe (R-ME), Doug Bereuter (R-NE), and Porter Goss (R-FL). [10] Hamilton served as the Task Force's chairman and Hyde was the ranking Republican. [11]
The Task Force was run by people with experience with the related Iran-Contra affair. Hamilton had previously chaired the House Select Committee to Investigate Covert Arms Transactions with Iran [ citation needed ], and Hyde had also been a member of that committee. [12] The Committee's 1987 report (jointly with a Senate committee, as the Congressional Committees Investigating The Iran-Contra Affair) mentioned the October Surprise in a paragraph-long footnote, noting only that the Reagan campaign said it had rejected approaches from "individuals who claimed to be Iranian intermediaries." [13]
The Task Force's Chief Counsel, Lawrence Barcella, was a former federal prosecutor best known for the Edwin P. Wilson case; in 1985 Barcella had given a legal opinion to an unnamed government official on giving the go-ahead to an Iran-Contra-related private weapons shipment. [14] BCCI had been used by Oliver North as part of the Iran-Contra operations. [15] Hamilton blocked the proposed appointment to the Task Force staff of R. Spencer Oliver, then Chief Counsel of the United States House Committee on Foreign Affairs, after Hyde objected. Oliver had pressed for the investigation and suspected the claims were true, which "raised a red flag with the minority", Hamilton later explained. [16] The Task Force's Chief Minority Counsel, Richard J. Leon, had been Deputy Chief Minority Counsel in the Congressional Iran-Contra investigation. [17]
For the month of June 1992 Peggy Adler, who had been employed by Richard Brenneke to write his autobiography[ failed verification ], was employed by the Task Force as an Assistant Investigator. [3]
The Task Force had a bipartisan staff of lawyers and investigators, which "conducted over 230 formal interviews and depositions, many with witnesses whose statements had never been taken under oath... analyzed hundreds of thousands of documents, including raw intelligence information... [and] reviewed thousands of records held by individuals, including ex-Iranian officials." [1]
The Senate report in November 1992 said it hoped the House Task Force would be able to address various unanswered questions. Associated Press noted that "circumstances 'suggest a willful effort to prevent' investigators from having timely access to other papers, the report said." [9]
In 2017, a declassified CIA 1980 memo was released in which the "Agency had concluded Iranian hardliners such as Ayatollah Khomeini were 'determined to exploit the hostage issue to bring about President Carter’s defeat in the November elections.'" According to MuckRock, the findings appear "to have been either unavailable to or ignored by those composing the Joint Report of the October Surprise Task Force." [18]
Representative Mervyn Dymally refused to sign the final report. [19] On January 3, Dymally submitted a dissenting opinion to the final report, [16] declaring, in relation to the report's treatment of evidence for the crucial Madrid meeting, that "just because phones ring and planes fly doesn't mean that someone is there to answer the phone or is on the plane."[ citation needed ] Dymally said that Representative Lee H. Hamilton had warned him that if he did not withdraw his dissent "I will have to come down hard on you." [16] The following day Hamilton (in a move he later insisted was unconnected) fired the entire staff of the Africa subcommittee, which Dymally had chaired before his retirement from Congress, which had just taken effect." [16] Hoping to save his former staffers' jobs, Dymally agreed to withdraw his dissent, but refused to put his name to the official report. [16]
The final report, published on 13 January 1993,[ citation needed ] concluded "there is no credible evidence supporting any attempt by the Reagan presidential campaign—or persons associated with the campaign—to delay the release of the American hostages in Iran". Hamilton also added that the vast majority of the sources and material reviewed by the committee were "wholesale fabricators or were impeached by documentary evidence". The report also expressed the belief that several witnesses had committed perjury during their sworn statements to the committee, among them Richard Brenneke, who claimed to be a CIA agent. [20]
The Iran–Contra affair, often referred to as the Iran–Contra scandal and more rarely as the Iran Initiative, was a political scandal in the United States that occurred during the second term of the Reagan administration. Between 1981 and 1986, senior administration officials secretly facilitated the illegal sale of arms to Iran, which was subject to an arms embargo at the time. The administration hoped to use the proceeds of the arms sale to fund the Contras, an anti-Sandinista rebel group in Nicaragua. Under the Boland Amendment, further funding of the Contras by legislative appropriations was prohibited by Congress, but the Reagan administration figured out a loophole by secretively using non-appropriated funds instead.
William Joseph Casey was an American lawyer who was the Director of Central Intelligence from 1981 to 1987. In this capacity he oversaw the entire United States Intelligence Community and personally directed the Central Intelligence Agency (CIA).
Gary G. Sick is an American academic and analyst of Middle East affairs, with special expertise on Iran, who served on the U.S. National Security Council under Presidents Ford, Carter, and for a couple weeks under Reagan as well. He has authored three books, and is perhaps best known to the wider public for voicing support for elements of the 1980 October Surprise theory regarding the Iran hostage crisis and that year's presidential election.
Henry John Hyde was an American politician who served as a Republican member of the United States House of Representatives from 1975 to 2007, representing the 6th District of Illinois, an area of Chicago's northwestern suburbs. He was Chairman of the Judiciary Committee from 1995 to 2001, and the House International Relations Committee from 2001 to 2007. He is most famous for writing the Hyde Amendment, as a vocal opponent of abortion.

Inslaw is known for developing PROMIS, an early case management software system. It is also known for a lawsuit that it brought against the United States Department of Justice (DOJ) in 1986 over PROMIS, alleging that the Justice Department had dishonestly conspired to "drive Inslaw out of business 'through trickery, fraud and deceit'" by withholding payments to Inslaw and then pirating the software.
The 1980 October Surprise theory refers to an allegation that representatives of Ronald Reagan's presidential campaign made a secret deal with Iranian leaders to delay the release of American hostages until after the election between Reagan and President Jimmy Carter, the incumbent. The detention of 66 Americans in Iran, held hostage since November 4, 1979, was one of the leading national issues during 1980, and the alleged goal of the deal was to thwart Carter from pulling off an "October surprise". Reagan won the election, and, on the day of his inauguration—minutes after he concluded his 20-minute inaugural address—the Islamic Republic of Iran announced the release of the hostages.
Laurence Hirsch Silberman was an American jurist and diplomat who served as a United States circuit judge of the United States Court of Appeals for the District of Columbia Circuit from 1985 until his death. He was appointed in October 1985 by President Ronald Reagan and took senior status on November 1, 2000. On June 11, 2008, President George W. Bush awarded Silberman the Presidential Medal of Freedom.

He was known for his role in covering the Iran–Contra affair for the Associated Press (AP) and Newsweek, including breaking the Psychological Operations in Guerrilla Warfare and the CIA involvement in Contra cocaine trafficking in the U.S. scandal in 1985.
In the politics of the United States, an October surprise is a news event that may influence the outcome of an upcoming November election, whether deliberately planned or spontaneously occurring. Because the date for national elections is in early November, events that take place in October have greater potential to influence the decisions of prospective voters and allow less time to take remedial action; thus, relatively last-minute news stories could either change the course of an election or reinforce the inevitable. The term "October surprise" was coined by William Casey when he served as campaign manager of Ronald Reagan's 1980 presidential campaign. However, there were October election-upending events that predated the coining of the term.

William Warren "Will" Northrop was an American-born military historian, investigator and writer. He was best known for the controversy regarding his claims of military and combat service in the Vietnam War, and prior to that for his role in the so-called "Brokers of Death" arms case, a precursor to the Iran–Contra scandal in 1986. He was a writer and wrote articles over the years for such diverse venues as Penthouse, New Dimensions magazine, and The Jerusalem Post. He also wrote several articles in Recall, the magazine of the North Carolina Military Historical Society, mostly battle analyses.
Cyrus Hashemi was an Iranian arms dealer linked to the Iran-Contra affair, Brokers of Death arms case, and 1980 October Surprise theory. Robert Dreyfuss claimed Hashemi was a CIA and Mossad agent; Hashemi sued Dreyfuss and Lyndon LaRouche, whose Executive Intelligence Review had accused Hashemi of being linked to the alleged "funding of Iranian terrorism in the United States," with the case dismissed in June 1983 due to Hashemi's failure to respond to legal documents. Hashemi died from acute myeloblastic leukemia July 1986 in London.
The United States House of Representatives and the United States Senate formed committees in January 1987 to investigate the Iran–Contra affair. The committees held joint hearings and issued a joint report. The hearings ran from 5 May 1987 to 6 August 1987, and the report was published in November, with a dissenting Minority Report signed by six Republican Congressmen and two Republican Senators.

Jamshid Hashemi was an Iranian-born trader in arms and other commodities convicted of fraud in the UK in 1999. Hashemi had a 9-year relationship with the UK's Secret Intelligence Service (MI6), beginning soon after his arrival in the UK in 1984. Hashemi and his brother Cyrus Hashemi played a role in the 1980 October Surprise affair and in the mid-1980s Iran-Contra affair.
Richard John Brenneke was an American businessman who testified in 1988 that he had worked in Southeast Asia with the Central Intelligence Agency's Air America, among other roles.
Joseph F. King is a former senior US Customs agent and criminal justice academic. He served for 33 years as a Special Agent in the United States Customs Service's New York office. He is an associate professor at the John Jay College of Criminal Justice.
