The INTOSAI Development Initiative is a body of the International Organization of Supreme Audit Institutions (INTOSAI) which supports capacity development of supreme audit institutions (SAIs) in developing countries. [3] Founded in 1986, the organization was headquartered in Canada until 2001, when it moved to Norway. It is currently hosted by the Office of the Auditor General of Norway. [4]

Activities

The INTOSAI Development Initiative engages in a variety of support activities for SAIs around the world, including delivering online and in-person training, holding workshops, developing global public goods, and improving engagement between SAIs and stakeholders. [1] [5] It is also working with SAIs in monitoring the implementation of the Sustainable Development Goals. [6]

The organization also conducts research on SAIs and publishes a triannual stocktaking report covering the status of audit institutions in every country. [7]

Funding

The organization is funded by the Austrian Development Agency, French Ministry of Europe and Foreign Affairs, International Fund for Agricultural Development, Irish Aid, Ministry for Foreign Affairs (Finland), Ministry of Foreign Affairs (Estonia), Swedish International Development Cooperation Agency, Swiss State Secretariat for Economic Affairs) and USAID, among others. Government performance auditing focuses on improving how governments provide programs and services. While there is no one universally agreed upon definition, there are key definitions which capture the scope of government performance auditing. According to Government Auditing Standards, "Performance audits are defined as audits that provide findings or conclusions based on an evaluation of sufficient, appropriate evidence against criteria." Additionally, the International Organization of Supreme Audit Institutions defines performance auditing as "an independent examination of the efficiency and effectiveness of government undertakings, programs or organizations, with due regard to economy, and the aim of leading to improvements.

<span class="mw-page-title-main">Supreme Audit Office (Poland)</span>

The Supreme Audit Office is the supreme audit institution and also one of the oldest state institutions in Poland, created under the Second Republic on February 7, 1919, barely 3 months after the restoration of Poland's independence. It was created on the initiative of the Head of State, Józef Piłsudski. Its organisation and functioning are set out in the Constitution of the Republic of Poland and the NIK Act of 23 December 1994. The NIK is subordinate to the Sejm and it acts in accordance with the principle of collegiate responsibility. The NIK is headed by the President who is appointed by the Sejm for a six-year term of office. The NIK performs audits related to, primarily, the execution of the state budget as well as public finance spending and management of public property by state and local governmental bodies and economic entities. Every year, the NIK submits three key documents to the Sejm: the analysis of the state budget execution and monetary policy guidelines, the opinion on the vote of discharge for the Council of Ministers and the annual report on the NIK’s activity.

<span class="mw-page-title-main">Capacity building</span> Process by which individuals or organizations improve their capability to produce, perform or deploy

Capacity building is the improvement in an individual's or organization's facility "to produce, perform or deploy". The terms capacity building and capacity development have often been used interchangeably, although a publication by OECD-DAC stated in 2006 that capacity development was the preferable term. Since the 1950s, international organizations, governments, non-governmental organizations (NGOs) and communities use the concept of capacity building as part of "social and economic development" in national and subnational plans. The United Nations Development Programme defines itself by "capacity development" in the sense of "'how UNDP works" to fulfill its mission. The UN system applies it in almost every sector, including several of the Sustainable Development Goals to be achieved by 2030. For example, the Sustainable Development Goal 17 advocates for enhanced international support for capacity building in developing countries to support national plans to implement the 2030 Agenda. 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, often simply shortened to GIZ, is the main German development agency. It is headquartered in Bonn and Eschborn and provides services in the field of international development cooperation and international education work. The organization's self-declared goal is to deliver effective solutions that offer people better prospects and sustainably improve their living conditions.

<span class="mw-page-title-main">UNMAI</span>

UNMAI is an INTOSAI initiative in the framework of the aid audit trail following the December 26, 2004 tsunami which hit Southeast Asia. Its objective is to formulate guidelines and best practices for SAIs and relevant stakeholders in order to have a potential audit trail before disasters occur. UNMAI is a new organisation, based on civil society support and is focused on the performance audit. UNMAI monitors the implementation of aid “in the field”.

<span class="mw-page-title-main">Humanitarian Accountability Partnership International</span> International non-profit organisation

Humanitarian Accountability Partnership International, established in 2003, was the humanitarian sector's first international self-regulatory body. A multi-agency initiative working to improve the accountability of humanitarian action to people affected by disasters and other crises, HAP members ranged from organisations with a mandate for emergency relief and development activities to institutional donors. The organisation aimed to strengthen accountability towards those affected by crisis situations and to facilitate improved performance within the humanitarian sector. The ultimate goal of the organisation was to uphold the rights and the dignity of crisis-affected populations across the world.

<span class="mw-page-title-main">International Organization of Supreme Audit Institutions</span> Worldwide affiliation of governmental entities

The International Organization of Supreme Audit Institutions (INTOSAI) is an intergovernmental organization whose members are supreme audit institutions. Nearly every supreme audit institution in the world is a member of INTOSAI. Depending on the type of system used in their home country, the members of INTOSAI may be variously titled the Chief Financial Controller, the Office of the Comptroller General, the Office of the Auditor General, the Court of Accounts, or the Board of Audit.

EUROSAI - European Organization of Supreme Audit Institutions - is one of the seven regional working groups of the International Organization of Supreme Audit Institutions (INTOSAI).EUROSAI comprises 50 members: Supreme Audit Institutions of 49 countries and the European Court of Auditors.

The International Journal of Government Auditing is published quarterly in Arabic, English, French, German and Spanish. As the official publication of the International Organization of Supreme Audit Institutions (INTOSAI), the Journal supports cooperation, collaboration and knowledge sharing among Supreme Audit Institutions (SAI) and the broader accountability community.

Media development involves capacity building for institutions or individuals related to freedom of expression, pluralism and diversity of media, as well as transparency of media ownership. Media development plays a role in democracy and effective democratic discourse through supporting free and independent media.

<span class="mw-page-title-main">Comptroller and Auditor General (Bangladesh)</span> Supreme Audit Institution (SAI) of Bangladesh

The Office of the Comptroller and Auditor General of Bangladesh (C&AG) is the Supreme Audit Institution (SAI) of the country. Like the SAIs in many other countries across the world the institution is established by the Constitution of Bangladesh. This institute is responsible for maintaining accounts of the republic and audits all receipts and expenditure of the Government of Bangladesh, including those of bodies and authorities substantially financed by the government. The reports of the CAG are discussed by the Public Accounts Committee, which is a standing committee in the Parliament of Bangladesh.

Balochistan Rural Support Programme (BRSP) was a project funded by the German technical cooperation agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in the early 1980s which was converted into the Balochistan Rural Support Programme in 1991. It is a Non Government Organization (NGO), part of the Rural Support Programmes Network, working in rural areas of Balochistan, Pakistan.

<span class="mw-page-title-main">Alliance for Financial Inclusion</span> Malaysia-headquartered policy network

The Alliance for Financial Inclusion (AFI) is a policy leadership alliance owned and led by member central banks and financial regulatory institutions with the common objective of advancing financial inclusion at the country, regional and international levels. Its members include roughly 100 institutions, being central banks, financial regulatory institutions, and financial inclusion policymakers from nearly 90 developing and emerging economies.

Vijayendra Nath Kaul was the tenth Comptroller and Auditor General of India (CAG) from 2002 to 2008. He was awarded the Padma Bhushan in 2014.

The Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) is an international, autonomous, independent, apolitical and permanent organization. Its origins can be traced back to the First Congress of Latin American Supreme Audit Institutions - CLADEFS - held in 1963 in Caracas, Venezuela, in response to the need for a forum for exchanging ideas and experiences relating to government control, and for promoting cooperation and development between supreme audit institutions. At the Congress it was recommended that a Latin American Institute of Fiscal Control be created to carry out specialized research and serve as a center for information, education, coordination and mutual assistance between audit institutions.

<span class="mw-page-title-main">Hussam bin Abdulmohsen Alangari</span>

Hussam Abdulmohsen Alangari is the President of the General Court of Audit (GCA) in the Kingdom of Saudi Arabia since May 7, 2016. He was appointed by a royal Decree and was renewed by another one, No. (A) 535, dated Rajab 28, 1441 AH.

Ahmed El Midaoui was President of the Moroccan Court of Audit until his replacement and Minister of the Interior between 10 November 1999 and 7 November 2002, being in the office during the Perejil Island crisis in 2002.

<span class="mw-page-title-main">Ghana Audit Service</span> Supreme Audit Institution of Ghana

The Ghana Audit Service is an independent government agency in Ghana that is responsible for carrying out the audits on the accounts of the Government, Regions as well as the activities of the Ministries, Departments, Agencies and Companies under the Government of Ghana. Both the Office of the Auditor-General of Ghana and the Ghana Audit Service were established by the 1992 Constitution of Ghana. Internationally, the equivalent of the Ghana Audit Service is referred to as the Supreme Audit Institution (SAI). The International Organization of Supreme Audit Institutions (INTOSAI) is the international board that oversees and creates benchmark for auditing public entities for all Supreme Audit Institutions including Ghana who are also members.
