The Indian Railway Service of Electrical Engineers (IRSEE) is a prestigious group A central engineering services of the Indian railways. The officers of this service are responsible for managing the Electrical Engineering organisation of the Indian Railways.
The Indian railways have technical and non-technical departments for its operation and management which form the base structure on which the railways function. Technical departments include civil, electrical and mechanical engineering, signaling and telecom, and several others dealing with similar disciplines, control of operation and movement is done by traffic services(IRTS) while the non-technical departments include general services such as accounts, personnel management, Railway protection Force (RPF) or security, among others. Each department has staff at various levels. The highest are the Group A officers, while the lowest in rank are the Group D staff members.
IRSEE falls under the category of Group "A" officers.
The recruitment to the IRSEE cadre is done through the Indian Engineering Services Exam (ESE), conducted by the Union Public Service Commission (UPSC) of India. The UPSC is responsible for recruiting middle and top-level bureaucrats for the Government of India. The Present IRSEE Cadre Strength is around 2000 .
The officers of this cadre are responsible to maintain the assets of the Electrical Department in Indian railways. Mainly divided in following branches General Service(G), Traction Operation(TrO), Traction distribution(TrD), Traction Rolling Stock(TRS). Traction Rolling Stock includes production and maintenance of Electric Locomotives, Electrical Multiple Units(EMUs) and Main Line EMUs(MEMUs). Traction Distribution includes the maintenance of substations(PS) and Over Head Equipments(OHE) involved in movement of Rolling Stock. These assets are monitored and controlled by SCADA system.
The IRSEE was created as an organised service after the nationalisation of the Indian Railways (1947–50). The Electrical Department was designated a minor department and was under the Mechanical Department (the major department) headed by Member (Mechanical) Railway Board. The Advisor (Electrical) reported to the Member (Mechanical) at the Railway Board.
In 1987, after the Fourth Pay Commission, the Railway Board was expanded and a Member (Electrical) created to look after the Electrical Department and the Signal & Telecommunications Department.
The IRSEE is headed by a Member (Traction & Rolling Stock) in the Railway Board (Ministry of Railways). Member (Traction & Rolling Stock) is better known by the acronym MTR&S. In each of the zones the organisation is headed by a Principal Chief Electrical Engineer. The PCEE reports to the General Manager of the Railway. The office of the Member (Traction & Rolling Stock) of the Railway Board guides the PCEE on technical matters and policy.
At the divisional level the Sr Divisional Electrical Engineers (General, Traction Operation, Traction Distribution, Electrical Loco Shed) head the organisation. The Sr DEE reports to the Divisional Railway Manager of the Division. Technical supervision is provided by the zonal Chief Electrical Engineer.

Special Class Railway Apprentice (SCRA) was a programme by which candidates are selected by the Union Public Service Commission (UPSC) India, to train in the undergraduate program in mechanical engineering at the Indian Railways Institute of Mechanical and Electrical Engineering, Jamalpur. This programme started in 1927 and is one of the oldest in India.
The Jamalpur Gymkhana, often referred to as Gymkhana by its members, is a hostel for young apprentice officers of the Indian Railways in Jamalpur, Bihar, India. It is also a club like any other Gymkhana. The difference is that membership to this club is restricted only to those who spend their formative years in its corridors. It is difficult to talk about Gymkhana without quickly moving on to the anecdotal history of its members - current and past, referred to as Gymmies by its inmates.
The Indian Railways Institute of Mechanical and Electrical Engineering (IRIMEE) was founded in 1888 as a technical school and commenced training Mechanical Officers for Indian Railways in 1927. It is the oldest of the five Centralised Training Institutes (CTIs) for training officers for Indian Railways. IRIMEE is located at Jamalpur in the Munger district of Bihar, on the Patna-Bhagalpur rail route. IRIMEE provides theoretical and practical training for a four-year undergraduate degree in mechanical engineering as well as professional courses to officers and supervisors of Indian Railways. There are also courses for non-railway organizations and foreign railways.

The officers of this service are responsible for managing the Mechanical Engineering Division of the Indian Railways. Till 2019, IRSME officers were drawn from the Combined Engineering Service Examination (ESE) and Special Class Railway Apprentice (SCRA) examination conducted by Union Public Service Commission. All appointments to the Group 'A' services are made by the president of India.

The National Academy of Indian Railways (NAIR), Vadodara formerly Railway Staff College and historically the Pratap Vilas Palace, is a Centralised civil service, engineering and medical training institute for Civil Service, Engineering and Medical Officers of Indian Railway Personnel Service, Indian Railway Stores Service and Indian Railway Medical Services cadre headed by a Director General and staffed by a faculty of experienced Railway Managers and Experts. Starting with the initial training of Officers Trainees inducted as Central Civil Services, Engineering and Medical professionals that form the backbone of Indian Railways, the Academy also conducts, mid-service mandatory or theme based in service Management Courses for all Officers of IR and courses for Officers of other Group A Central Services, Public Sector and Foreign Railways. The Academy is housed in the sprawling 55 acres campus of the Pratap Vilas Palace at Lalbaug, Vadodara.
The Indian Railways Institute of Signal Engineering and Telecommunication, Secunderabad is an Institute based on Signal Engineering and Telecommunications. Located in Secunderabad, this institute is run by the Ministry of Railways (India), Indian Railways in 1957 as a subsidiary of Indian Railways.
The Indian Railways Institute of Electrical Engineering (IRIEEN), Nashik, was set up by Indian Railways at Nashik in Maharashtra for imparting training to newly appointed officers of the Indian Railway Service of Electrical Engineers, recruited through an Engineering Services Examination conducted by the Union Public Service Commission, New Delhi. The institute was set up in 1988 at Nashik, Maharashtra. The institute is headed by the director. He is assisted by a team of nine faculty members who have practical experience as well as technical qualifications.

Around 12000 officers form the line and staff management. Training of all the management cadres is entrusted and shared between these eight institutes.
Indian Railways Institute of Civil Engineering, Pune (IRCEN) is the training institute for the Civil engineers of the Indian Railways. The institute had a modest start in 1959 as the Permanent Way Training School for training entry level Civil engineers. It is now a Centralised Training Institute and trains officers of the IRSE cadre of the Indian Railways.

The Indian Railway Stores Service (IRSS) is one of the Group A central engineering services of the Government of India. The officers of this service are procurement and logistics specialists, contract managers on the Indian Railways, providers of logistics for the transportation of material from and within various railways as well as the planners and maintainers of the intelligent warehousing with automated storage and retrieval systems on the Indian Railways. The IRSS officers undergo training at National Academy of Indian Railways (NAIR) for a period of 18 months which includes two months certification course at IIM Khozikhode and a foreign training.
The Indian Railway Traffic Service, abbreviated as IRTS is a Prestigious Group 'A' Central Civil Service Cadre of the Government of India. IRTS in its present form was reconstituted in 1967. The IRTS Cadre functions under the Administrative Control of the Ministry of Railways, Government of India. The civil servants under this service are responsible for Operation and Business Development of Indian Railways in the country. On one hand, IRTS officers co-ordinate among various technical departments of the Indian Railways, while on the other hand, they form the public interface of the Indian Railways. Colloquially called Traffic Officers, they are the primary facilitators of Railway services right from Planning of freight movement, Passenger transport, Passenger amenities to Station Management and Infrastructure Planning.
The Indian Railway Personnel Service (IRPS) is a Prestigious Group 'A' Central Civil Service cadre of the Government of India. The central civil servants of this service are responsible for managing the Human Resources of the Indian Railways and welfare of railway employees and their families. Railways has a work force of about 1.4 million employees. It is the only civil service of its kind in India and it creates a cadre of central civil servants specialized in human resource management in government of India. The total sanctioned strength of the service is '478' after cadre restructuring orders on 09.03.2019.
The Indian Railway Accounts Service is one of the Group A Central Civil Service of the Government of India. The civil servants under this Service are responsible for the Accounts and Finance Management of the Indian Railways. About 25–30 IRAS officers are recruited every year through Civil Services Examination conducted by Union Public Service Commission. Currently, the IRAS Cadre has a strength of about 800 officers.

The service was created to meet the techno managerial needs of the government in areas related to telecommunications. The Department of Telecommunications (DoT) had been managed for years by the officers of this permanent cadre, called the Indian Telecommunications Service (ITS). The officers of ITS work under restrictions and rules of Central Civil Services (Conduct) rules.
The Military Engineer Services (MES) is an inter-service organisation with military and civilian components of its officers and subordinate staff. MES is one of the oldest and largest government defence infrastructure-development agencies in India. Construction work is done with contracts, but maintenance is conducted by departmentally-employed labour (DEL) and contracts. MES is primarily employed in engineering and construction for the Indian Armed Forces, including the Army, Navy, Air Force, the Ordnance Factory Board, and the DRDO. It is also involved in complex projects, including hospitals, airfields, buildings, workshops, roads, runways, hangars, dockyards, airport terminals, sewage treatment plants, solar plants wharves, and other marine structures. MES has been entrusted with the construction of the Indian National War Memorial.
