The Indian Economic Service (abbreviated as IES, I.E.S.) is an inter-ministerial [2] and inter-departmental central civil service under Group A [3] of the executive branch of the Government of India. The unique aspect of the service is that the cadre posts are spread across various departments and ministries of central government numbering more than 55. It is a highly specialised and professional service within the Government of India catering to economic analysis and policy advice. [4]

The Indian Economic Service was introduced by Prime Minister Jawaharlal Nehru [2] for formulating and implementing economic policies and programmes in India. The initial steps towards formation of service can be traced to 1952. [2] A Committee under V. T. Krishnamachari submitted a report in September 1953, recommending the formation of a service to be known as the Statistical and Economic Advisory Service. [2] On the contrary, Prasanta Mahalanobis did not favour the idea of a combined Statistical and Economic Advisory Service. [2]

The Cabinet in its meeting held on 12 February 1958 decided that two separate services should be formed; a Statistical Service and other an Economic Service. [2] The Indian Economic Service was constituted on 1 November 1961 and the Service Rules were notified on the same date. The actual operationalization of service took place in 1964. [2]

Until 2009, the post of Chief Economic Advisor to the Government of India was a Union Public Service Commission appointment and until the 1970s almost all CEAs were members of the Indian Economic Service.

The UPSC conducts a separate Economics Service exam. The minimum eligibility criterion is a post graduate degree in Economics and allied subjects. [5]

Training

The direct recruits undergo a comprehensive probationary training comprising various phases ranging from Foundation Course (along with All India Services and Central Civil Services) to Applied Economics at the Institute of Economic Growth (IEG). The training programme also comprises various attachments with institutions of repute all across the country. The training course also has international attachment with Civil Service College, Singapore. [6]

The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. The IAS is one of the three All India Services along with the Indian Police Service and Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. Delhi School of Economics (DSE), popularly referred to as D School, is an institution of higher learning within the University of Delhi. The Delhi School of Economics is situated in University of Delhi's North Campus in Maurice Nagar. Established in 1949, the campus of the Delhi School of Economics houses the University of Delhi's departments of Economics, Sociology, Geography and Commerce, as well as the Ratan Tata Library. Out of the four academic departments, the Departments of Economics, Sociology and Geography come under the Faculty of Social Sciences, while the Department of Commerce comes under the Faculty of Commerce and Business Studies.

Raj Krishna was an Indian economist who taught at the Delhi School of Economics. He is most infamous for the phrase "Hindu rate of growth" which he coined for India's low rate of GDP growth between the 1950s and 1980s.

Isher Judge Ahluwalia was an Indian economist, public policy researcher, and professor. She was Chairperson Emeritus, Board of Governors, at the Indian Council for Research on International Economic Relations (ICRIER). She had also served as the chairperson of the board of the International Food Policy Research Institute, and the chairperson of the Government of India's High-Powered Committee on Urban Infrastructure Services. She was awarded India's 3rd highest civilian award, Padma Bhushan, in 2009.

In India, the Civil Service is the collection of civil servants of the government who constitute the permanent executive branch of the country. This includes servants in the All India Services, the Central Civil Services, and various State Civil Services.

<span class="mw-page-title-main">Abhijit Sen</span> Indian economist (1950–2022)

Abhijit Sen was an Indian economist who focused on studying rural development. Sen was appointed to the Planning Commission of India between 2004 and 2014 and held a number of policy making positions in India. Amongst his works included recommendations toward establishment of minimum support price for farm produce and a universal public distribution system. Sen was a recipient of the Padma Bhushan, India's third highest civilian honor, in 2010.

The Indian Ordnance Factories Service (IOFS) is a civil service of the Government of India. IOFS officers are Gazetted defence-civilian officers under the Ministry of Defence. They are responsible for the administration of the Indian Ordnance Factories, which provide the indigenous defence production capabilities of India.

Indian Defence Accounts Service (IDAS) is a Central Group 'A' Civil Service of the Republic of India established to provide Financial Advice, Payment, Accounts and Audit services to the Defence Services i.e. Indian Armed Forces and other allied organisations viz. Defence Public Sector Undertakings, Military Engineer Services, Border Roads Organisation, Defence Research and Development Organisation etc.

The Chief Economic Adviser to the Government of India (CEA) advises the government on economic matters and is responsible for the preparation of the Economic survey of India tabled in Parliament before the Union budget of India is presented. The CEA holds the rank of a Secretary to the Government of India.

Vijay Singh is a former officer from the Indian Administrative Service (IAS), 1970 batch, Madhya Pradesh Cadre. He was appointed Defence Secretary, in the Ministry of Defence, in August 2007. He succeeded Shekhar Dutt, IAS, of 1969 batch, who, on superannuation, was appointed as Deputy National Security Advisor for Strategic and Defence related subjects in the National Security Council Secretariat, with rank and pay of Secretary to the Government of India, for a term of 2 years. In 2018, he was made chairman of Tata Advanced Systems and vice-chairman Tata Trusts.

Joint Secretary to the Government of India is a post under the Central Staffing Scheme and the third highest non-political executive rank in the Government of India. The authority for creation of this post solely rests with the Cabinet of India.

The Indian Statistical Service is a civil service under Group A of the Central Civil Services of the executive branch of the Government of India. ISS is a civil service with high degree of proficiency in Statistical methods and applications. With the main mandate of producing quality Official Statistics with better methods and techniques, provide solutions to the data and information needs and interpretation and analysis of statistics, a majority portion of the probationary training programme is to be devoted to acquiring of technical knowledge in the field of official statistics, economics, financial statistics, survey methodology and social etc. The posts are recruited through UPSC examination. The minimum eligibility criterion is Bachelor's degree with Statistics or Mathematical Statistics or Applied Statistics as one of the subject.

Secretary to the Government of India, often abbreviated as Secretary, GoI, or simply as Secretary, is a post and a rank under the Central Staffing Scheme of the Government of India. The authority for the creation of this post solely rests with the Union Council of Ministers.
