The Indonesia Game Rating System (IGRS) is a video game content rating system founded by the Indonesian Ministry of Communication and Informatics (currently renamed the Ministry of Communication and Digital) in 2016 as part of its efforts to protect public interests from the misuse of information technology products in the form of games, in accordance with Indonesian norms and cultural values [1] [2] .
At the beginning of 2024, the Ministry of Communication and Informatics, now renamed the Ministry of Communication and Digital (Komdigi), issued Ministerial Regulation of the Ministry of Communication and Informatics No. 2 of 2024 on Game Classification to replace Ministerial Regulation No. 11 of 2016 on Electronic Interactive Game Classification. The issuance of this regulation follows Presidential Regulation No. 19 of 2024 on the Acceleration of National Game Industry Development. Several key changes in the new regulation include:
Under Ministerial Regulation No. 2 of 2024 on Game Classification, every game distributed in Indonesia must undergo a classification process. Therefore, Komdigi has provided a two-year transition (grace) period to allow industry players to adapt and comply with the new policy. During this transition period, Komdigi—through the Directorate of Digital Ecosystem Development, Directorate General of Digital Economy—will prepare derivative regulations to support the acceleration of game industry development and provide the necessary game classification services.
As part of Komdigi’s efforts to facilitate the implementation and follow-up of Ministerial Regulation No. 2 of 2024, one of its key roles is to ensure the availability of policies and services that regulate, manage, and oversee the implementation of game classification in Indonesia. Throughout 2024, Komdigi—through the Directorate of Digital Ecosystem Development—has explored cooperation with various game distribution platforms. One of the major steps taken is the participation of the Indonesian Game Rating System (IGRS) in the International Age Rating Coalition (IARC), a global coalition that includes leading game distribution platforms such as Amazon Luna, Epic Store, Fortnite Store, Google Play, Meta Quest Store, Microsoft Store, Nintendo eShop, Pico Store, and PlayStation Store.
IGRS categorizes games based on their suitability for specific age groups, with the aim of protecting the public—particularly children—from inappropriate content. The participation of IGRS in the International Age Rating Coalition (IARC) Global Rating is expected to strengthen oversight and enhance efficiency in implementing game classification policies in Indonesia. This participation also simplifies compliance for game industry players with Ministerial Regulation No. 2 of 2024 on Game Classification. Through this integration, games already registered on platforms that are part of IARC will automatically receive a rating classification according to the standards of each rating authority collaborating under IARC, including IGRS. This initiative is expected to improve industry compliance with regulations and support the development of a more structured and sustainable national game ecosystem.
Public or Users: Serves as a guideline for choosing games that are appropriate for specific age categories.
Protection for Publishers: Classified games provide legal certainty and protection from potential misuse by users.
Government: Ensures public protection against the misuse of game products.
On October 11, 2025, the IGRS Service was officially launched and is accessible through the website igrs.id.
The game classification registration process can be conducted through the website or via storefront platforms that have established official partnerships with IGRS.
