Inter-Regional Research Project Number 4 (IR-4 Project, also referred to as the Minor Crop Pest Management Program) is an agricultural program of the USDA Cooperative State Research, Education, and Extension Service which has been in effect since 1963. IR-4 works in coordination with the Environmental Protection Agency to assist in the collection of residue and efficacy data in support of the registration or reregistration of minor use pesticides and the determination of tolerances for residues of minor use chemicals in or on raw agricultural commodities. IR-4's mission is to facilitate registration of sustainable pest management technology for fruits, vegetables, ornamental plants, and other "minor" crops, i.e. high in value but not widely grown in the United States. While most of the minor uses investigated are small enough that it is not profitable for private business to establish the acceptability of a pesticide for individual specialty crops, collectively the specialty crops covered by the project make up almost half of U.S. agricultural crop production and over $40 billion in sales.[ citation needed ]

The UN's Food and Agriculture Organization defines IPM as "the careful consideration of all available pest control techniques and subsequent integration of appropriate measures that discourage the development of pest populations and keep pesticides and other interventions to levels that are economically justified and reduce or minimize risks to human health and the environment. IPM emphasizes the growth of a healthy crop with the least possible disruption to agro-ecosystems and encourages natural pest control mechanisms." Entomologists and ecologists have urged the adoption of IPM pest control since the 1970s. IPM allows for safer pest control.

Agricultural wastewater treatment is required for continuous confined animal operations like milk and egg production. It may be performed in plants using mechanized treatment units similar to those used for industrial wastewater. Where land is available for ponds, settling basins and facultative lagoons may have lower operational costs for seasonal use conditions from breeding or harvest cycles. Animal slurries are usually treated by containment in anaerobic lagoons before disposal by spray or trickle application to grassland. Constructed wetlands are sometimes used to facilitate treatment of animal wastes.

The Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) is a United States federal law that set up the basic U.S. system of pesticide regulation to protect applicators, consumers, and the environment. It is administered and regulated by the United States Environmental Protection Agency (EPA) and the appropriate environmental agencies of the respective states. FIFRA has undergone several important amendments since its inception. A significant revision in 1972 by the Federal Environmental Pesticide Control Act (FEPCA) and several others have expanded EPA's present authority to oversee the sales and use of pesticides with emphasis on the preservation of human health and protection of the environment by "(1) strengthening the registration process by shifting the burden of proof to the chemical manufacturer, (2) enforcing compliance against banned and unregistered products, and (3) promulgating the regulatory framework missing from the original law".

Pesticide residue refers to the pesticides that may remain on or in food after they are applied to food crops. The maximum allowable levels of these residues in foods are often stipulated by regulatory bodies in many countries. Regulations such as pre-harvest intervals also often prevent harvest of crop or livestock products if recently treated in order to allow residue concentrations to decrease over time to safe levels before harvest. Exposure of the general population to these residues most commonly occurs through consumption of treated food sources, or being in close contact to areas treated with pesticides such as farms or lawns.

The Food Quality Protection Act (FQPA), or H.R.1627, was passed unanimously by Congress in 1996 and was signed into law by President Bill Clinton on August 3, 1996. The FQPA standardized the way the Environmental Protection Agency (EPA) would manage the use of pesticides and amended the Federal Insecticide, Fungicide, and Rodenticide Act and the Federal Food Drug and Cosmetic Act. It mandated a health-based standard for pesticides used in foods, provided special protections for babies and infants, streamlined the approval of safe pesticides, established incentives for the creation of safer pesticides, and required that pesticide registrations remain current.

Cyhalothrin is the ISO common name for an organic compound that, in specific isomeric forms, is used as a pesticide. It is a pyrethroid, a class of synthetic insecticides that mimic the structure and properties of the naturally occurring insecticide pyrethrin which is present in the flowers of Chrysanthemum cinerariifolium. Pyrethroids such as cyhalothrin are often preferred as an active ingredient in agricultural insecticides because they are more cost-effective and longer acting than natural pyrethrins. λ-and γ-cyhalothrin are now used to control insects and spider mites in crops including cotton, cereals, potatoes and vegetables.

The Pest Management Regulatory Agency (PMRA) is the Canadian government agency responsible for the regulation of pest control products in Canada under the federal authority of the Pest Control Products Act and Regulations. The agency is a branch that reports to Parliament through Health Canada. The PMRA is responsible for providing access to pest management tools while minimizing the risks to human health and the environment by “using modern evidence-based scientific approaches to pesticide regulation, in an open and transparent manner”. Their main activity areas include: new product evaluation, post market review and compliance and enforcement.

The environmental effects of pesticides describe the broad series of consequences of using pesticides. The unintended consequences of pesticides is one of the main drivers of the negative impact of modern industrial agriculture on the environment. Pesticides, because they are toxic chemicals meant to kill pest species, can affect non-target species, such as plants, animals and humans. Over 98% of sprayed insecticides and 95% of herbicides reach a destination other than their target species, because they are sprayed or spread across entire agricultural fields. Other agrochemicals, such as fertilizers, can also have negative effects on the environment.

<span class="mw-page-title-main">Clothianidin</span> Chemical compound

Clothianidin is an insecticide developed by Takeda Chemical Industries and Bayer AG. Similar to thiamethoxam and imidacloprid, it is a neonicotinoid. Neonicotinoids are a class of insecticides that are chemically similar to nicotine, which has been used as a pesticide since the late 1700s. Clothianidin and other neonicotinoids act on the central nervous system of insects as an agonist of nAChR, the same receptor as acetylcholine, the neurotransmitter that stimulates and activating post-synaptic acetylcholine receptors but not inhibiting AChE. Clothianidin and other neonicotinoids were developed to last longer than nicotine, which is more toxic and which breaks down too quickly in the environment. However, studies published in 2012 show that neonicotinoid dust released at planting time may persist in nearby fields for several years and be taken up into non-target plants, which are then foraged by bees and other insects.

The use of pesticides in Canada is regulated by the Pest Management Regulatory Agency, a division of Health Canada via the Pest Control Products Act. Pesticides are used predominantly by the agricultural sector. In 2016, 20% of reported pesticide sales were non-agricultural sector products, and just under 5% were domestic sector products.

Soil management is the application of operations, practices, and treatments to protect soil and enhance its performance. It includes soil conservation, soil amendment, and optimal soil health. In agriculture, some amount of soil management is needed both in nonorganic and organic types to prevent agricultural land from becoming poorly productive over decades. Organic farming in particular emphasizes optimal soil management, because it uses soil health as the exclusive or nearly exclusive source of its fertilization and pest control.

Pesticide regulation in the United States is primarily a responsibility of the Environmental Protection Agency (EPA). In America, it was not till the 1950s that pesticides were regulated in terms of their safety. The Pesticides Control Amendment (PCA) of 1954 was the first time Congress passed guidance regarding the establishment of safe limits for pesticide residues on food. It authorized the Food and Drug Administration (FDA) to ban pesticides they determined to be unsafe if they were sprayed directly on food. The Food Additives Amendment, which included the Delaney Clause, prohibited the pesticide residues from any carcinogenic pesticides in processed food. In 1959, pesticides were required to be registered.

<span class="mw-page-title-main">Circle of Poison</span> Export of illegal pesticides

The Circle of Poison (COP) refers to the export of domestically banned pesticides for use on foods elsewhere, some of which returns by way of import. The "circle" is complete when the toxic chemicals that were exported are then used to grow fruit, meat, and produce that are imported and available for domestic consumption. This circle was first identified relative to the United States but the relationship also exists between other nations of the Global North and South.

Deena Errampalli is a Canadian plant pathologist who is internationally known for her work on postharvest pathology of temperate tree fruits. She has conducted research in India, the USA and Canada and her work has resulted in new and innovative disease management strategies to improve plant health through Integrated Pest Management. Errampalli was a researcher at Agriculture and Agri-Food Canada Vineland, a satellite station of the London Research and Developmnent Centre (2000-2018) Errampalli was also the Test-Site-Manager for Agriculture and Agri-Food Canada Minor Use Pesticide Program at Vineland Station where she managed trials for insect pests, diseases and weed control on minor use crops. She is also an award-winning fine-art painter, printmaker, and photographer whose work has been displayed in Canada, Italy, Poland, South Africa, USA, and India.
