An International Certificate of Competence (ICC) is a certificate that may be issued to anyone who has successfully completed certain national boating licenses or has passed an examination to prove the necessary competence for pleasure craft operation. ICC is the only sailing license approved by United Nations as a legitimate recreational sailing license. [1]
Persons wishing to be tested in the United Kingdom need to be tested by an approved ICC test centre.
Although only guaranteed to be accepted in countries that have adopted the relevant UN Resolution, the ICC is a useful document to carry and will generally be accepted when proof of competence is required.
In very general terms an ICC is required for the inland waterways of Europe and for inland and coastal waters of Mediterranean countries. For the coastal waters of Northern Europe the ICC is generally not required, however to all of these generalisations there are exceptions.
The ICC is a product of the United Nations Economic Commission for Europe Inland Water Committee (UN ECE IWC) Resolution 40 (hereafter called Resolution 40). [2] This states that the ICC may be issued by a government of one state to its nationals and residents who may be on the waters of a foreign state, on condition that both accept the requirements and conditions set out in Resolution 40.
Governments may appoint competent authorities to issue ICC on their behalf. Globally International Yacht Training Worldwide (IYT) has been delegated such authority by both Ireland and the UK, and the Royal Yachting Association (RYA) [3] and the British Sub-Aqua Club (BSAC) are both authorized by the UK.
The ICC provides documentary assurance from one government to another that the holder meets the levels of competence laid down in Resolution 40. However, the acceptance of Resolution 40 is often caveated.
The origins of the ICC arose from navigation on the Rhine and the Danube (Central Commission for Navigation on the Rhine) and the need for reassurance that vessel operators were competent to ensure safety of navigation and protection of the environment as they moved from one country to another. As a result, on 29 January 1979, the United Nations Working Party on Inland Water Transport adopted Resolution 14, which recommended the introduction of a European document for an International Certificate (International Card) to provide those assurances. [4] The Resolution was also intended to facilitate 'waterborne tourism'. Until then operators could well have been expected to produce competency certificates for each country whose waters they were on.
In the mid-nineties, the Working Group on Inland Water Transport considered that Resolution 14 needed updating and strengthening and on 16 October 1998 the Working Party adopted their revisions as Resolution 40; this replaced Resolution 14.
The International Certificate for Operators of Pleasure Craft created in Resolution 40 is now more commonly referred to as the International Certificate of Competence or simply ICC. The ICC is only applicable where the visited state has also adopted or recognises the ICC as a valid standard of competency.
Resolution 40 not only included operators of pleasure craft bound for or on the inland and coastal waters of foreign states but specifically included bareboat charter vessels. Significantly, it also set out the nautical, regulatory and technical competency requirements to be achieved and a minimum age (16 years of age) for the issue of an ICC irrespective of individual national schemes.
It is the professional opinion of the UNECE IWC that the standards set out in Resolution 40 provide a reasonable and appropriate level of competence for day sailing with due regard to the safety of navigation and crew and the protection of the environment. It is strongly recommended that governments recognise this rather than be drawn into discussions on where the ICC may or may not fit into their own national schemes – much the same as acceptance of the international driving licence.
As of 2013 only 22 countries have adopted either resolution so far, of which 16 are EU member states. In reality many countries choose to accept the ICC even though they have not adopted the resolution – but of course this is on their terms and can be subject to local variations. Spain, Greece and Portugal, for example, have not adopted Resolution 40 but are still most likely to ask visitors for an ICC. In reality, the ICC is more widely accepted as proof of the holder’s competence than adoption of Resolution 40 would suggest. [5]
The following UNECE member states have adopted Resolution 40 and thus officially accept the ICC as a proof of competence in their territories: [2]
Austria, Belarus, Belgium, Bulgaria, Croatia, Czech Republic, Finland, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Romania, Serbia, Slovakia, South Africa (not a member state), Switzerland the United Kingdom and Ukraine.
The following UNECE member states have adopted the earlier Resolution 14. Also these countries accept the ICC: [6]
The following UNECE member states have not accepted the Resolution 40 nor the Resolution 14:
Greece, Moldova, Portugal, Spain, Russian Federation, Sweden
Finland has adopted the resolution but does not require the ICC for normal yachts ("sufficient age and skill" is enough) and does not use CEVNI for its inland waters.
Some official and some quality assured non-official certificates (mainly the coastal master certificates of the navigation association and the scouts) are regarded as fulfilling knowledge requirements of ICC for coastal waters. [7] Courses for the CEVNI part are arranged separately by many organisations. The certificate itself is issued by the authorities, usually based on such documents.
The ICC is required for masters of boats chartered for international voyages (in addition to a domestic certificate) and for masters of recreational vessels with a length of more than 24 metres. [8]
The Irish Sailing Association is uniquely authorized by the Irish Department of Transport to issue ICC's to only Irish Citizens. Holders of the ICC license are able to operate recreational vessels for recreational use in European waters where an ICC is required, and proves to local authorities that the skipper has the required Irish qualifications for skippering the vessel.
International Yacht Training Worldwide (IYT Worldwide), The Royal Yachting Association (RYA), and the British Sub-Aqua Club (BSAC) are with the authority of the Maritime and Coastguard Agency (MCA) approved to issue ICCs to those who meet the mandated requirements and the competency requirements.
ICC's are able to be issued by these Associations to citizens of Nations who are not signatories. In this manner, for example, USA citizens can gain the ICC. In the USA, NauticEd International Sailing Education facilitates the issuance of the ICC through the UK government via the Royal Yachting Association.
UK ICCs are for use on British registered vessels in the waters of foreign states that participate in Resolution 40, without the need to comply with those states’ national certification requirements. An ICC does not enable a British ICC holder to skipper a non-British registered vessel. If a British skipper wants to skipper a non-British registered vessel then he/she must be qualified per the regulations of the country in which the vessel is registered. The UK ICC was only available to British citizens or bona fide British residents. This has now been extended to cover other Nationals.
Estonia requires operators of a small pleasure craft (2.5-24 m with 25 m2 sail area or 25 kW+ power) to have an International Certificate of Competence. [9] The Maritime Administration has licensed training institutions to carry through courses, based on which the Road Administration issues Certificates of Competence that conform to international standards.
Barge often refers to a flat-bottomed inland waterway vessel which does not have its own means of mechanical propulsion. The first modern barges were pulled by tugs, but on inland waterways, most are pushed by pusher boats, or other vessels. The term barge has a rich history, and therefore there are many other types of barges.
The Global Maritime Distress and Safety System (GMDSS) is a worldwide system for automated emergency signal communication for ships at sea developed by the United Nations' International Maritime Organization (IMO) as part of the SOLAS Convention.
The International Regulations for Preventing Collisions at Sea 1972 also known as Collision Regulations (COLREGs) are published by the International Maritime Organization (IMO) and set out, among other things, the "rules of the road" or navigation rules to be followed by ships and other vessels at sea to prevent collisions between two or more vessels. COLREGs can also refer to the specific political line that divides inland waterways, which are subject to their own navigation rules, and coastal waterways which are subject to international navigation rules. They are derived from a multilateral treaty called the Convention on the International Regulations for Preventing Collisions at Sea, also known as Collision Regulations of 1960.
Boating is the leisurely activity of travelling by boat, or the recreational use of a boat whether powerboats, sailboats, or man-powered vessels, focused on the travel itself, as well as sports activities, such as fishing or waterskiing. It is a popular activity, and there are millions of boaters worldwide.
The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty which sets out minimum safety standards in the construction, equipment and operation of merchant ships. The International Maritime Organization convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.
A sea captain, ship's captain, captain, master, or shipmaster, is a high-grade licensed mariner who holds ultimate command and responsibility of a merchant vessel. The captain is responsible for the safe and efficient operation of the ship, including its seaworthiness, safety and security, cargo operations, navigation, crew management, and legal compliance, and for the persons and cargo on board.
A sailing yacht, is a leisure craft that uses sails as its primary means of propulsion. A yacht may be a sail or power vessel used for pleasure, cruising, or racing. There is no standard definition, so the term applies here to sailing vessels that have a cabin with amenities that accommodate overnight use. To be termed a "yacht", as opposed to a "boat", such a vessel is likely to be at least 33 feet (10 m) in length and have been judged to have good aesthetic qualities. Sailboats that do not accommodate overnight use or are smaller than 30 feet (9.1 m) are not universally called yachts. Sailing yachts in excess of 130 feet (40 m) are generally considered to be superyachts.
The IMO number of the International Maritime Organization is a generic term covering two distinct meanings. The IMO ship identification number is a unique ship identifier; the IMO company and registered owner identification number is used to identify uniquely each company and/or registered owner managing ships of at least 100 gross tons (gt). The schemes are managed in parallel, but IMO company/owner numbers may also be obtained by managers of vessels not having IMO ship numbers. IMO numbers were introduced to improve maritime safety and reduce fraud and pollution, under the International Convention for the Safety of Life at Sea (SOLAS).
The Code Européen des Voies de la Navigation Intérieure is the European code for rivers, canals and lakes in most of Europe.
Inland Electronic Navigational Charts (IENC) are electronic navigational charts for rivers, canals, lakes and other inland waters which are navigable. IENCs are displayed by an Inland Electronic Chart Display and Information System.
A Yachtmaster qualification is a certificate of competence of the ability to handle either a sailing boat or motor boat in certain prescribed conditions. Three different titles are specified; Yachtmaster Coastal, Yachtmaster Offshore, and Yachtmaster Ocean which specify the level of competence required and the area of operation certified.
A coastal skipper is a yachtsman or woman who has the ability to skipper a yacht in coastal waters by day or night. There is a shore-based course which provides the background knowledge required, a practical course which teaches the skills and techniques required, and a Certificate of Competence.
International Yacht Training Worldwide is an independent sailing and boating training organization which provides education and training standards for professional and recreational boaters and yachtsmen and women. It was originally based entirely in Fort Lauderdale, Florida, USA; it is now a British Columbia, Canada Corporation based in Kelowna. Its qualifications are similar to those of the Royal Yachting Association (RYA) at the recreational level, but IYT Worldwide also offers additional courses at the professional level. It is regulated by a number of Maritime Administrations and has an ISO Quality Management System to independently monitor and control all of its training standards. The IYT recreational yacht training system goes from introductory sailing through to Yachtmaster Ocean.
A master mariner is a licensed mariner who holds the highest grade of seafarer qualification; namely, an unlimited master's license. Such a license is labelled unlimited because it has no limits on the tonnage, power, or geographic location of the vessel that the holder of the license is allowed to serve upon. A master mariner would therefore be allowed to serve as the master of a merchant ship of any size, of any type, operating anywhere in the world, and it reflects the highest level of professional qualification amongst mariners and deck officers.
An ENI number is a registration for ships capable of navigating on inland European waters. It is a unique, eight-digit identifier that is attached to a hull for its entire lifetime, independent of the vessel's current name or flag.
The Sportküstenschifferschein (SKS) is one of the official leisure craft licences in Germany. Training and testing is tailored to the driving of motor yachts and sailing yachts in coastal waters.
The Day Skipper qualification confirms that the successful candidate has the knowledge needed to skipper a yacht on shorter, coastal cruises during daylight. The Royal Yachting Association administers the qualification, although most of the training is carried out by private companies.
The civil liability of a recreational diver may include a duty of care to another diver during a dive. Breach of this duty that is a proximate cause of injury or loss to the other diver may lead to civil litigation for damages in compensation for the injury or loss suffered.
Recreational scuba certification levels are the levels of skill represented by recreational scuba certification. Each certification level is associated with a specific training standard published by the certification agency, and a training programme associated with the standard., though in some cases recognition of prior learning can apply.
