The International Council of Jewish Parliamentarians (ICJP) is a project supported by the World Jewish Congress. Its goal is to bring together Jewish legislators and parliamentarians from around the world to engage in a dialogue of cooperation to achieve the goals of the ICJP's Mission.

The desire to establish the International Council of Jewish Parliamentarians (ICJP) arose from a series of successful bi-annual meetings held in Israel since 1988, of Jewish government ministers and members of parliaments from around the world. These conferences established a global network of relationships among Jewish officials and parliamentarians and enabled greater knowledge and understanding of the challenges facing Jewish parliamentarians and communities in Israel and the Diaspora. The growth from an initial 20 participants in 1988 to over 80 in 2002 reflects the interest in engaging in a global dialogue on the future of the Jewish people and the State of Israel. These earlier sessions were organized and supported by the Knesset, Ministry of Foreign Affairs, and the World Jewish Congress.
At its January 2005 meeting in Jerusalem, the ICJP Steering Committee adopted a number of resolutions that follow this Background. They appointed Ruth Kaplan - former Chief of Staff to four Speakers of the Knesset and an ICJP veteran - as ICJP Coordinator. In early February, meetings were held in Washington, DC, with U.S. Senators Barbara Boxer, Norm Coleman, Dianne Feinstein, Frank Lautenberg, Joseph Lieberman and Carl Levin, and with Members of Congress Gary Ackerman, Howard Berman, Susan Davis, Eliot Engel, Barney Frank, Tom Lantos, Nita Lowey, Jerrold Nadler, Jan Schakowsky, Debbie Wasserman Schultz, Allyson Schwartz, and Henry Waxman.
At the 2006 meeting of the ICJP in Jerusalem, Israel from January 7–10, the ICJP Steering Committee unanimously selected U.S. Rep. Gary L. Ackerman to serve as the organization's president. During the 2006 meeting, Israel's foreign minister, Silvan Shalom, addressed the attendees. Then-Prime Minister Ariel Sharon's planned address to the group was rendered impossible due to Sharon's hospitalization following a stroke; instead, members of the ICJP visited Sharon in the hospital and held a prayer vigil for his recovery.
Membership in the ICJP is open to:
(Note: Where a country has no Jewish representation in its parliament, former Jewish parliamentarians may be considered by the Executive for membership, ad personam. Membership will also be open to outstanding former parliamentarians who can inspire present-day leaders as determined by the Executive.)
To participate, Members must accept the mission of the ICJP.
The Israeli system of government is based on parliamentary democracy. The Prime Minister of Israel is the head of government and leader of a multi-party system. Executive power is exercised by the government. Legislative power is vested in the Knesset. The Judiciary is independent of the executive and the legislature. The political system of the State of Israel and its main principles are set out in 11 Basic Laws. Israel does not have a written constitution.
The World Jewish Congress (WJC) was founded in Geneva, Switzerland in August 1936 as an international federation of Jewish communities and organizations. According to its mission statement, the World Jewish Congress' main purpose is to act as "the diplomatic arm of the Jewish people". Membership in the WJC is open to all representative Jewish groups or communities, irrespective of the social, political or economic ideology of the community's host country. The World Jewish Congress headquarters are in New York City, and the organization maintains international offices in Brussels, Belgium; Jerusalem; Paris, France; Moscow, Russia; Buenos Aires, Argentina; and Geneva, Switzerland. The WJC has special consultative status with the United Nations Economic and Social Council.
Rabbi Binyamin "Benny" Elon was an Israeli Orthodox rabbi and politician who served as a member of the Knesset for Moledet and the National Union between 1996 and 2009. A ninth-generation Jerusalemite, Elon lived in Beit El, an Israeli settlement in the West Bank, for over twenty years, and was married to author and journalist Emuna Elon. They had six children. His father, Menachem Elon, was the former Deputy Chief Justice of Israel. His brother, disgraced Rabbi Mordechai Elon, has been a prominent controversial figure in the Religious Zionist Movement.
Tzachi Hanegbi is an Israeli politician and national security expert serving as Israel's National Security Advisor. A member of Likud, Hanegbi previously served as Minister of Agriculture and Rural Development, Minister of Regional Cooperation and Minister of Community Affairs.
Michael Melchior is a Jewish leader, Orthodox rabbi, thinker, and activist. He is a former Minister of Social and Diaspora Affairs, a former Deputy Minister of Foreign Affairs, and a former member of Knesset for Meimad. He is the Rabbi of a community in Talpiyot, Jerusalem, while still holding the title of the Chief Rabbi of Norway.
The NATO Parliamentary Assembly serves as the consultative interparliamentary organisation for the North Atlantic Treaty Organization. Its current President is Michał Szczerba from Poland, elected in 2023. Its current Secretary General is Ruxandra Popa, who has been in this position since January 2020.
The Herzliya Conference is an annual summit held at the Interdisciplinary Center in Herzliya, Israel to discuss matters of state security and policy.
Daniel "Danny" Ayalon is an Israeli diplomat, columnist and politician. He served as Deputy Foreign Minister and as a member of the Knesset. He was the Israeli Ambassador to the United States from 2002 until 2006. Previously, he worked as senior foreign policy advisor to Prime Ministers Ariel Sharon, Ehud Barak, and Benjamin Netanyahu.
Israel is an associated state of the European Union. The relations between the two are framed in the European Neighbourhood Policy (ENP), the Euro-Mediterranean Partnership, and the Union for the Mediterranean.
Joseph Roger Bismuth was a Tunisian businessman and senator. He was elected into the newly formed upper chamber, the Chamber of Advisors in July 2005 and was the only Jewish elected legislator in the Arab world. Senator Bismuth was also a member of the International Council of Jewish Parliamentarians.
Fiamma Nirenstein is an Italian-Israeli journalist, author and politician. In 2008 she was elected to the Italian Parliament for Silvio Berlusconi's The People of Freedom party and she served as Vice President of the Committee on Foreign Affairs of the Chamber of Deputies for the length of the legislature, ending in March 2013. On 26 May 2013 she immigrated to Israel. In 2015, Nirenstein was nominated by Israeli Prime Minister Benjamin Netanyahu as the future ambassador to Italy, but subsequently withdrew for what she stated were personal reasons. She is Senior Fellow of Jerusalem Center for Public Affairs (JCPA) and currently works there, at the Israeli-based think-tank of JPCA. She writes for the Italian right-wing daily Il Giornale and contributes articles in English to the Jewish News Syndicate. She is also on the Board of ISGAP and of the WJC.
Dan Meridor is an Israeli politician and minister. A longtime member of the Likud party, in the late 1990s he became one of the founders of the Centre Party. He rejoined Likud a decade later, and returned to the Knesset following the 2009 elections. Meridor served at various times as Deputy Prime Minister, Minister of Finance, Minister of Justice and Minister of Intelligence and Atomic Energy in the Israeli Cabinet. In 2014, Meridor succeeded Avi Primor as president of the Israel Council on Foreign Relations, an institute of international affairs which operates under the auspices of the World Jewish Congress.
Yehuda Stolov, an Israeli, is a founder and the executive director of the Interfaith Encounter Association (IEA). He currently resides in Jerusalem with his wife, Lia and his three kids.
Danny Danon is an Israeli politician and former diplomat. A member of the Likud party, Danon served in the Knesset from 2009 to 2015, and re-entered the Knesset in 2022. From 2015 to 2020, Danon served as Israel's 17th Permanent Representative to the United Nations. The former leader of the world Betar organization, Danon was elected Chairman of the World Likud. Considered a 'right-wing thorn in Netanyahu's side," Danon challenged Benjamin Netanyahu for the party's leadership in 2007 and 2014.
Nitzan Horowitz is a politician and former journalist who served as Israel's Minister of Health from 2021 to 2022. He is the former leader of Meretz. He previously was the chief U.S. correspondent and commentator for the Israeli News Company, known as Channel 2 News.

Yehiel "Hilik" Bar was a Member of Knesset for the Israel Labor Party, Secretary General of the Labor Party, and was the Deputy Speaker of the Knesset. Bar previously served as a member of the Jerusalem City Council on behalf of mayor Nir Barkat's "Yerushalayim Tazliach" party, holding the Tourism and Foreign Relations portfolios for the city.
Mattityahu "Matti" Peled, born Mattityahu Ifland, was a well-known Israeli public figure who was at various periods of his life a professional military man who reached the rank of Aluf in the IDF and was a member of the General Staff during the Six-Day War of 1967; a notable scholar who headed the Arabic Language and Literature Department of Tel Aviv University; a radical peace activist and a leading proponent of Israeli dialogue with the PLO and of complete withdrawal from the Occupied Territories in whose conquest he personally had a major role; and a member of the Knesset who often expressed controversial views considered "extreme left" in Israeli terms, yet was treated with considerable respect by staunch political people.
Meretz is a left-wing political party in Israel. The party was formed in 1992 by the merger of Ratz, Mapam and Shinui, and was at its peak between 1992 and 1996 when it had 12 seats. It currently has no seats in the Knesset, following its failure to pass the electoral threshold in the 2022 elections.
The Israel Allies Foundation educates and empowers an international network of pro-Israel legislators. IAF works with politicians around the world to mobilize support for Israel-based Jewish values. One of its main goals is keeping Jerusalem fully under Israeli sovereignty.
