Iris Alexsandra Flores Quispe (born 29 August 2000) is a Bolivian politician and university student who served as president of the El Alto Municipal Council from 2021 to 2022. A member of Jallalla La Paz,she gained notoriety for being among the youngest authorities in the country,assuming the presidency of Bolivia's second most populous municipality at just twenty years of age.
Iris Flores was born on 29 August 2000 in El Alto,La Paz. [2] [3] A lifelong resident of the city,in 2019,she entered the Public University of El Alto (UPEA) seeking a degree in education sciences. [4] While still a student,in 2021,she was nominated by the Jallalla La Paz civic group as a candidate for councillor for El Alto in order to serve as a representative for the UPEA on the city's Municipal Council. [5] Her candidacy was facilitated by Eva Copa,Jallalla's mayoral candidate,as part of her initiative of prioritizing the political empowerment of women and the inclusion of young professionals in politics. On 4 May 2021,by a vote of seven to three,Flores was elected president of the El Alto Municipal Council,assuming the second-highest position in Bolivia's second most populous city at just twenty years of age. [3] In her first interview with the press,Flores thanked her fellow councillors for their "vote of confidence in me" and stated that she felt "lucky to represent the youth of my city". She went on to highlight improving education and tackling the health crisis as the council's immediate priorities. [6]
Though her election was generally met with positive reception,Flores' lack of professional or even academic credentials was a topic of some controversy. [7] In the first few days of her term,allegations that her election to the presidency of the council was only due to being Copa's niece circulated on social networks,though the mayor later denied any familial connection between the two. Copa went on articulate that Flores deserved to be "give[n] the benefit of the doubt" and condemned those trying to "defame" her. [8] Despite the lack of a familial relationship,Flores nonetheless remained a staunch ally of Copa and,when the latter was expelled from Jallalla,she was among the six of eight Jallalla councillors who maintained their support for the mayor,forming the so-called "RenuEva" bloc in the Municipal Council. [9]
Per Article 21 Section II of the municipal council's regulations,the council directive is renewed on a yearly basis,with the presidency and secretariat corresponding to the majority party while the vice presidency corresponds to the minority. Upon the completion of Flores' term,the Renueva caucus evaluated whether or not to ratify her in her position or elect a new authority. [1] Ultimately,the majority bloc decided that Flores would not be maintained in office,with Councillor Rogelio Maldonado being designated to succeed her. On 4 May 2022,in her final act as president,Flores convened the session in which the new directive of the municipal council was to be elected. Per a report by El Alteño,Flores "showed some nervousness and did not command the session with skill [or] dexterity",lending a sense that "something was wrong" among the social leaders in attendance. Upon its installment,the opposition nominated Víctor Contreras—one of the two anti-Copa Jallalla councillors—to preside over the council,while the Renueva bloc presented Maldonado. In an unexpected turn of events,Contreras was elected by a six vote majority—including his own—having attained the support of the minority Movement for Socialism,the other anti-Copa Jallalla councillor,as well as Cristian Estévez,until then aligned with the Renueva caucus. The coup de grâce drew the ire of the social leaders attending the event. Amid protests and accusations of "fraud",Flores was forced to suspend the session,thus preventing Contreras from being sworn in. The unrest quickly erupted into violence,with opposing sides coming to blows. The chaos forced a police contingent to restrict access to the theater in which the election was being held;even Contreras and Estévez were not allowed back in because they did not have their credentials on hand. Within the theater,Flores reconvened the session despite the presence of just six of the eleven councillors. This time,Maldonado was elected,with Flores swearing in the new directive on the spot,thus bringing her term to a definitive end. [11]

Rodrigo Paz Pereira is a Bolivian politician serving as senator for Tarija since 2020. A member of Civic Community,he has been the leader of the First the People civic group —the alliance's primary partner in Tarija—since 2019. As a member of United to Renew,he previously served as mayor of Tarija from 2015 to 2020 and as president of the Tarija Municipal Council from 2010 to 2015. The 2021 El Alto municipal election was held on Sunday,7 March 2021,to elect the mayor and eleven councillors to the El Alto Municipal Council. Incumbent Mayor Soledad Chapetón was eligible to seek a second term but declined for personal reasons. Fourteen fronts presented candidates. In the election,Eva Copa of the Jallalla La Paz civic group handily defeated Movement for Socialism nominee Zacarías Maquera and thirteen other candidates with 68.70% of the vote to become El Alto's mayor.
Santos Quispe Quispe,commonly known as Wayna Mallku,is a Bolivian doctor and politician serving as governor of La Paz since 2021. A member of Forward United People,of which he is the leader,Quispe was a relative unknown in politics until he replaced his late father,the renowned peasant leader Felipe Quispe,as Jallalla La Paz's candidate for the governorship of the La Paz Department. Shortly after winning the election,Quispe terminated his party's pact with Jallalla,establishing a confrontational attitude with the Departmental Assembly for the duration of his term. In early 2022,he was sentenced to house arrest with the right to work after being discovered allegedly intoxicated at his office.

A prominent trade union leader in El Alto,Yujra was the only indigenous member of the Jeanine Áñez Cabinet and was the final official to head the Ministry of Cultures and Tourism;the institution was abolished during her term. During her tenure,Yujra's office primarily dealt with the effects of the COVID-19 pandemic on the cultural sector,devising means of alleviating the economic ramifications of quarantine measures on artisans and entertainers. Bertha Beatriz Acarapi is a Bolivian politician and former television presenter serving as a party-list member of the Chamber of Deputies from La Paz since 2020. A member of the Movement for Socialism,she previously served as an El Alto municipal councillor from 2000 to 2004 on behalf of the Revolutionary Left Movement and from 2004 to 2010 on behalf of Plan Progress for Bolivia. During her second term,she served as president of the El Alto Municipal Council from 2006 to 2007,becoming the first woman to assume that post. Outside of politics,Acarapi's lengthy career in radio and television journalism led her to join ATB in 2015,becoming one of the country's first high-profile chola indigenous presenters.
The 2021 La Paz municipal election was held in La Paz,Bolivia on Sunday,7 March 2021,involving separate contests for mayor and all eleven municipal council seats. Incumbent mayor Luis Revilla was eligible to seek a third term but declined,leaving the mayoralty an open contest. The election was won by former minister of public works Iván Arias of the Somos Pueblo alliance,who attained a near absolute majority of 49.52 percent against a field of ten other candidates. On the municipal ballot,Somos Pueblo won 48.04 percent of the vote,winning the six seats needed to exercise a simple majority on the municipal council,with the Movement for Socialism taking the remaining five seats. Revilla's party,Sovereignty and Liberty,lost both the mayoralty and all representation on the municipal council,concluding a twenty-year period of political continuity that started in 2000 with the assumption of Juan del Granado.
Franklin Richar Flores Córdova is a Bolivian politician,trade unionist,and former student leader serving as general manager of the Food Production Support Enterprise since 2021. A member of the Movement for Socialism,he previously served as a member of the Chamber of Deputies from La Paz,representing circumscription 18 from 2015 to 2020. Before that,he served as a Sica Sica municipal councillor from 2010 to 2014,during which time he held office as the body's president. The 2021 La Paz gubernatorial election was held on Sunday,7 March 2021,with a runoff taking place on 11 April 2021,involving separate contests for governor and all forty-five seats in the Departmental Legislative Assembly. Incumbent governor Félix Patzi unsuccessfully sought reelection to a second term,finishing in fourth place with 4.36 percent of the popular vote. The election was won by Jallalla La Paz's Santos Quispe,who attained 55.23 percent of the vote in the second round,defeating Franklin Flores of the Movement for Socialism. On the legislative ballot,the Movement for Socialism won sixteen of the twenty provincial circumscriptions and nine of the twenty party-list seats,retaining its twenty-five seat majority in the Legislative Assembly.
Carol Mireya Montaño Rocha is a Bolivian lawyer,politician,and trade unionist who served as a member of the Chamber of Deputies from La Paz,representing circumscription 11 from 2015 to 2020. A member of the Movement for Socialism,Montaño entered politics as head of the party's youth wing in El Alto,later serving as secretary of organization of the Federation of Neighborhood Councils. Her party's alliance with El Alto's neighborhood councils facilitated Montaño's entry into the Chamber of Deputies. In 2009,she was elected as a substitute deputy representing La Paz's circumscription 14 and in 2014,she became one of the few ruling party parliamentarians to be presented for reelection,this time for a full seat.
