Clemente Jaime Yoshiyama Tanaka (born 23 July 1944) is a Peruvian Fujimorist politician of Japanese descent. He was the President of the Democratic Constitutional Congress from December 1992 to July 1995. [1] He was also the Minister of the Presidency during the administration of President Alberto Fujimori.
Yoshiyama was born on 23 July 1944 in Huancayo,Junín. He is graduated in Industrial Engineering. He attended ESAN University,a prestigious Peruvian postgraduate School,and graduated as a Valedictorian in 1967 getting an MBA degree. He earned scholarships to attend Michigan State University graduating with a Master in Business Administration in 1969,and Harvard University with a Master in Public Administration (Economics and Economic Development) 1976.
In July 1990 he was President of the Board of Directors of Electrolima and then President of the Committee on Privatizacion of Public Enterprises (Comisión de Privatización de la empresas Públicas (COPRI)).
He was the founder of the Fujimorist alliance Cambio 90-New Majority. He was the President of the Democratic Constitutional Congress from 1992 to 1995. He was also the Minister of Transport and Communications (January–October 1991),Minister of Energy and Mines (February–November 1992),and Minister of the Presidency (November 1995–September 1996),during the first and second term of Alberto Fujimori,respectively.
Born in Huancayo,Yoshiyama ran for Mayor of Lima in the 1995 Lima municipal elections but lost to opposition candidate Alberto Andrade of We Are Lima.
In the 2011 general elections,he ran for Second Vice President under the Force 2011 ticket of Fujimori's daughter Keiko but,the ticket narrowly lost to the ticket of Ollanta Humala of Peru Wins in the runoff.
On June 21,2006,judicial proceedings were initiated against Yoshiyama and twelve other former ministers of Alberto Fujimori for their involvement in the 1992 self-coup. [2] In December 2007,Yoshiyama was found guilty on a charge of rebellion but was only given a four-year suspended sentence as he was considered a secondary accomplice. [3]
Since November 11,2018,he has had an international arrest warrant for allegedly having received illicit money from the Odebrecht company for the 2011 presidential campaign of Keiko Fujimori,who is also detained. [4] On March 11,2019,he surrendered to justice and was interned in the Castro Castro Prison,where there are people linked to Fuerza Popular. [5]
The Political Constitution of Peru is the supreme law of Peru. The current constitution,enacted on 31 December 1993,is Peru's fifth in the 20th century and replaced the 1979 Constitution. The Constitution was drafted by the Democratic Constituent Congress that was convened by President Alberto Fujimori during the Peruvian Constitutional Crisis of 1992 that followed his 1992 dissolution of Congress,was promulgated on 29 December 1993. A Democratic Constitutional Congress (CCD) was elected in 1992,and the final text was approved in a 1993 referendum. The Constitution was primarily created by Fujimori and supporters without the participation of any opposing entities.
Keiko Sofía Fujimori Higuchi is a Peruvian politician. Fujimori is the eldest daughter of former Peruvian president Alberto Fujimori and Susana Higuchi. From August 1994 to November 2000,she held the role of First Lady of Peru,during her father's administrations. She has served as the leader of the Fujimorist political party Popular Force since 2010,and was a congresswoman representing the Lima Metropolitan Area,from 2006 to 2011. Fujimori ran for president in the 2011,2016,and 2021 elections,but was defeated each time in the second round of voting.
Martha Luz Hildebrandt Pérez-Treviño was a Peruvian linguist and Fujimorist politician. She was first elected to Congress in 1995 and,in 1999,she became the second woman to serve as President of the Congress of the Republic of Peru.
Renzo Andrés Reggiardo Barreto is a Peruvian politician from Popular Renewal,businessman and a former Congressman representing the constituency of Lima for two terms,between 2006 and 2016. In 2018,he ran unsuccessfully for Mayor of Lima in the local elections. Leading most of the polls throughout the entire campaign,his absence in the mayoral debate caused him to finish in third place in the election with 8.9% of the popular vote,losing to Jorge Muñoz Walls of the Popular Action.
Luis Fernando Galarreta Velarde is a Peruvian Fujimorist politician and a former Congressman representing Lima between 2006 and 2020. He was President of the Congress for the 2017–2018 annual term. Galarreta was part of the presidential ticket of Keiko Fujimori in the 2021 elections that lost the elections to the Pedro Castillo ticket,however,he was elected to the Andean Parliament.

Opponents of Fujimorism are known as anti-Fujimorists.
Kenji Gerardo Fujimori Higuchi is a Peruvian businessman,politician and a former congressman representing Lima from 2011 until he was suspended from congressional duty in June 2018,in aftermath of the Mamanivideos scandal. He is the son of former President Alberto Fujimori and former First Lady and congresswoman Susana Higuchi. He has three siblings:Hiro Alberto,Sachi Marcela and Keiko Fujimori. In the 2011 elections,he ran for Congress in the constituency of Lima,under the Force 2011,a Fujimorist political party led by his sister Keiko,being the most voted congressman in 2011. In the 2016 elections,he was re-elected for a second term to Congress,once again representing the same constituency,under the Popular Force,as he received a high number of votes and being the most voted congressman in 2016. In June 2018,following the "Mamanivideos" scandal,Congress suspended Kenji and two other congressmen of his party for allegations of crimes of influence peddling and bribery.

The presidency of Pedro Pablo Kuczynski in Peru began with his inauguration on Peru independence day and ended with the president's resignation following a corruption scandal on March 23,2018.
Since 2016,Peru has been plagued with political instability and a growing crisis,initially between the President,Pedro Pablo Kuczynski and Congress,led de facto by Keiko Fujimori. The crisis emerged in late 2016 and early 2017 as the polarization of Peruvian politics increased,as well as a growing schism between the executive and legislative branches of government. Fujimori and her Fujimorist supporters would use their control of Congress to obstruct the executive branch of successive governments,resulting with a period of political instability in Peru.
The 2019–2020 Peruvian constitutional crisis began when President Martín Vizcarra dissolved the Congress of Peru on 30 September 2019 considering a de facto denial of the vote of confidence. The majority of lawmakers,opponents and Fujimorists viewed Vizcarra's actions as a "coup" or "self-coup" while some compared the event to the 1992 Peruvian self-coup. Congress responded by declaring Vizcarra's presidency suspended and appointed Vice President Mercedes Aráoz as interim president. During the evening hours,the heads of the Peruvian Armed Forces shared a photograph beside Vizcarra in the Government Palace amidst the crisis,putting forward their support for him.

He is the founder and Secretary General of the Free Peru party which won the plurality of seats in the 2021 Peruvian general election. Cerrón was also initially the candidate for Second Vice President of Peru on Pedro Castillo's eventually winning presidential ticket,but was removed as the candidate before the election due to his conviction on criminal charges of corruption. He has been a fugitive from Peruvian authorities since October 2023,with Interpol placing a Blue Notice on Cerrón.
