The performance must be such as to merit recognition for service that is clearly exceptional. The exceptional performance of normal duty will not alone justify an award of this decoration.

After over 34 years of military service, LtGen Kehoe continued in public service as the Assistant Inspector General in the U.S. Department of Housing and Urban Development (HUD). As of March 1, 2003, he became the President and CEO of the Medal of Honor Society.

Clapper has held several key positions within the United States Intelligence Community. He served as director of the Defense Intelligence Agency (DIA) from 1992 until 1995.
