The Fulbright Program, including the Fulbright–Hays Program, is one of several United States Cultural Exchange Programs with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the people of the United States and other countries through the exchange of persons, knowledge, and skills. Via the program, competitively-selected American citizens including students, scholars, teachers, professionals, scientists, and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad; and citizens of other countries may qualify to do the same in the United States.

Jill Lynette Long Thompson is an American politician, educator, and author. A former Congresswoman from Indiana, she is the author of The Character of American Democracy, published by Indiana University Press in September 2020. From 2015 to 2020 she taught ethics as a visiting clinical associate professor at the Kelley School of Business and the O'Neill School of Public and Environmental Affairs at Indiana University Bloomington and during the 2020–2021 academic year she served as a visiting scholar with the Ostrom Workshop, also at Indiana University. The first person in her family to graduate from college, she earned a B.S. in business administration at Valparaiso University and an M.B.A. and Ph.D. in business at Indiana University. James Allen Thurber is university distinguished professor of government and founder (1979) and former director (1979-2016) of the Center for Congressional and Presidential Studies (american.edu/spa/ccps) and affiliate distinguished professor of public administration and policy at American University, Washington, D.C. The Paul H.O'Neill School of Public and Environmental Affairs is the public policy and environmental studies school of Indiana University with locations on both the Bloomington and Indianapolis campuses. It is the largest and highest-ranked public policy and environmental studies school of its kind in the United States. Founded in 1972, as the Indiana University School of Public and Environmental Affairs, it was the first school to combine public management, policy, and administration with the environmental sciences. O'Neill School Bloomington is the top ranked school of public affairs in the United States. The school received a facelift and expansion when the Paul O'Neill Graduate Center opened for classes in the Spring 2017 semester due to the growing influx of students. In 2019, the name was changed to the O'Neill School of Public and Environmental Affairs in honor of alumnus Paul H. O'Neill who served as the United States Secretary of the Treasury in 2001–2002.

While at UW–Madison, his book The Dynamics of Performance Management: Constructing Information and Reform was named best book by the Academy of Management's Public and Nonprofit Division and received the Herbert Simon award from the American Political Science Association.
