Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. First appointed to the Senate in 1977, he served in the body continuously until 2002, and rejoined the Senate from 2007 until his retirement from politics in 2011. The term became popular in the 1800s to describe a victory in which the opposition is "buried", similar to the way in which a geological landslide buries whatever is in its path.
