Joseph Francois is a professor of international economics at the University of Bern, where he has taught since 2013. [3] [4] [5] Since 2015, he is also the Managing Director of the World Trade Institute. He is co-director of the European Trade Study Group, [6] which he co-founded in 1999. He is a research fellow of the Centre for Economic Policy Research (CEPR) [7] and an at-large board member of the Global Trade Analysis Project (GTAP). [8]

Areas of Research

He has published on: the role of the service sector in trade, growth and development; regional economic integration; [9] the WTO; and the social and environmental effects (sustainability impacts) of globalization. His research on the economics of services has emphasized linkages between rising complexity in production and the rising share of producer services with growth, a distinct mechanism from the consumption-side productivity trap with consumer services known as Baumol's cost disease . [10] [11] His research also includes computational economics (including quantitative trade policy modeling) [12] [13] as well as the role of regional agreements and the multilateral system in reducing economic policy uncertainty [nb 1] [15] [16] [14] He also writes on current international economic policy. Selected books

Early life and education

He was born in Washington DC in 1961, and is the oldest of 5 children (Joseph, Marie, Michael, Monica, and Susan). He is the son of Francis Francois and Eileen Schmelzer. He was raised in Bowie, Maryland and attended St. John's College High School. [1] He received his PhD from the University of Maryland in 1988, after receiving a B.A. with distinction in both economics and in history from the University of Virginia (UVA) in 1982 and an M.A. in economics from UVA in 1983. [20]

Career

He worked as economist at the U.S. Bureau of Labor Statistics from 1983-87. [20] He then moved to the US International Trade Commission, where from 1987-1993 he started as a research economist and later became Chief of Research (at the age of 28), and then Acting Director of Economics with the USITC. [20] While at the USITC he was co-director of the 1992 USITC assessment of the NAFTA, [21] He was a research economist with the GATT/WTO from 1993-1996, [20] where he coordinated the GATT secretariat economic assessment of the Uruguay Round at the end of the Round. [22] From 1996-2007 he was full Professor of International Economics at Erasmus University Rotterdam and research fellow of the Tinbergen Institute. [20] He moved to Austria in 2007 as Professor of Economics at the Johannes Kepler University Linz from 2007-2013. [20] He took a chair in international economics at the University of Bern in 2013, and became managing director of the World Trade Institute in 2015. He consults for governments and international organisations, and periodically advises on the negotiation and impact of trade and investment agreements. [23] [24]

Awards and recognition

He was awarded the title of GTAP research fellow for significant model and data contributions, [25] and serves as one of three at large members on the board of the Global Trade Analysis Project. [26] He received periodic top researcher awards from Erasmus University, [2] [27] an Austrian Champions in European Research award from the Austrian Research Promotion Agency, [2] and numerous research grants from the European Commission and Swiss National Science Funds. [2] [28] [29] He also served on the Zedillo Committee on Global Trade and Financial Architecture. [30] He serves on the editorial board of the Journal of Global Economic Analysis [31] and the World Trade Review. [32] He is a research fellow of the Centre for Economic Policy Research. (CEPR) [7]

GTAP is a global network of researchers who conduct quantitative analysis of international economic policy issues, including trade policy, climate policy, and globalization linkages to inequality and employment. The consortium produces a consistent global economic database which is widely used in the research community to study prospective international economic policy around these issues.

Baldwin is a professor of international economics at the Graduate Institute of International and Development Studies in Geneva, where he has been researching globalization and trade since 1991. He was the former President of the Centre for Economic Policy Research (CEPR). He is Editor-in-Chief of VoxEU, which he founded in June 2007. He is a research associate at the National Bureau of Economic Research and was twice elected as a Member of the Council of the European Economic Association. Baldwin has been called "one of the most important thinkers in this era of global disruption".

Emmanuel Farhi was a French economist and professor of economics at Harvard University. His research focused on macroeconomics, taxation and finance. He was a member of the French Economic Analysis Council to the French Prime Minister from 2010 to 2012.

Kevin Hjortshøj O'Rourke, is an Irish economist and historian, who specialises in economic history and international economics. Since 2019, he has been Professor of Economics at New York University Abu Dhabi. He was Professor of Economics at Trinity College, Dublin from 2000 to 2011, and had previously taught at Columbia University and University College, Dublin. Eleonora Patacchini is an economist specializing in applied economics and applied statistics who grew up in Italy with her mother who was also a professor. She is a professor and associate department chair at Cornell University in the Department of Economics. Her research focuses on the empirical analysis of behavioral models of strategic interactions for decision making. Patacchini is an associate editor at Journal of Urban Economics and Statistical Methods & Applications. She is a columnist at the VOX CEPR Policy Portal where research-based policy analysis and commentary from leading economists are published frequently. Beata Smarzynska Javorcik is a Polish economist who is currently the Chief Economist at the European Bank for Reconstruction and Development (EBRD). She is the first woman to hold this position. She is also the first woman to hold a statutory professorship in economics at the University of Oxford. She is a former senior economist of the Development Economics Research Group at the World Bank, where she previously served as a Country Economist for Azerbaijan, Europe, and the Central Asia Region and was involved in research activities regarding lending operations and policy advice. She is also a program director of the International Trade and Regional Economics Programme at the Centre for Economic Policy Research in London. Her other affiliations include the Royal Economic Society in London, CESifo in Munich, International Growth Centre in London, and the Centre for Research on Globalization and Economic Policy at the University of Nottingham.

Emilios Avgouleas is a Greek professor and researcher specialising in international financial markets and blockchain technology. He holds the chair in international banking law and finance at the University of Edinburgh. He is a member of the stakeholder group of the European Banking Authority.
