Joy Kabatsi, also Joy Kabatsi Kafura (1 February 1954), [1] is a Ugandan lawyer, farmer and politician. As of January 2020, she was the State Minister of Transport in the Cabinet of Uganda, effective December 2019. [2] She belongs to National Resistance Movement political party.

Before that, from 6 June 2016 until 14 December 2019, she served as the State Minister for Animal Industry in the Ugandan Cabinet. She replaced Bright Rwamirama, who was dropped from Cabinet. [3] On account of her ministerial position, she is an ex-officio member of the 10th Parliament (2016 to 2021). [4]

Background and education

She was born in Sembabule District, in Buganda, Uganda, on 1 February 1954. She attended Bweranyangi Girls' Senior Secondary School for her O-Level education. She transferred to Namasagali College for her A-Level studies, graduating in 1973. She studied at the University of Dar es Salaam, graduating in with a Bachelor of Laws in 1981. Later, she obtained a Diploma in Legal Practice from the Law Development Centre. [4] [5]

Career

She began her career in 1982, as a Staff Training Officer at the National Institute of Public Administration, in Lusaka, Zambia, serving in that capacity until 1987. From 1987 until 1988, she worked as the Administrator at World University Service International, also in Lusaka, Zambia. She returned to her native Uganda in 1988 and worked at the Ministry of Finance, Planning and Economic Development (Uganda), on secondment from the World Bank. [4]

In 1997 she transferred to the Uganda Revenue Authority (URA), and worked there until 2001, as their Principal Revenue Officer (Legal). From 2002 until 2004, she served as the Executive Assistant to the Commissioner General at URA. From there, she moved to the Office of the President, serving as the Head of the Legal Department, from 2009 until 2012. Immediately prior to her appointment, Kabatsi was a commercial dairy farmer. She has been the Managing Director of Entuutsi Rural Enterprise Limited', since 2005. [4]

She has unsuccessfully contested for the Sembabule District Women's Representative in the Parliament of Uganda, in three consecutive election cycles. [5] [6] [7] On 6 June 2016, she was appointed State Minister for Animal Industry. [8]

Jenipher Kacha Namuyangu, also Jennifer Namuyangu Byakatonda, but commonly referred to as Jennifer Namuyangu, is a Ugandan politician and environmentalist. She belongs to the National Resistance Movement political party. She is the Minister of State for Local Government in the Ugandan Cabinet. She was appointed to that position on 6 June 2016. She previously served as the Minister of State for Water Resources, from 1 June 2006 until 27 May 2011. In the Cabinet reshuffle on 27 May 2011, she was dropped from the cabinet and was replaced by Betty Bigombe. She also served as the elected Member of Parliament for Pallisa District Women's Representative, from 2001 until 2011. In 2010, Pallisa District was split into two, to create Kibuku District. Namuyangu contested for the parliamentary seat of Kibuku County, Kibuku District. She lost to Saleh Kamba by a wide margin.

John Byabagambi is a Ugandan engineer and politician. He was the Cabinet Minister for Karamoja Affairs, in the Cabinet of Uganda. He was appointed to that position on 6 June 2016, and was replaced by Mary Goretti Kitutu on 8 June 2021. He previously served as Minister of Works and Transport between March 2015 and June 2016, replacing Abraham Byandala who was appointed Minister Without Portfolio. He is also the elected Member of Parliament, representing Ibanda County South, Ibanda District. He was first elected to that position in 2001.

Wilson Muruli Mukasa is a Ugandan politician. He has been Cabinet Minister of Public Service in the Ugandan Cabinet since 6 June 2016. He has previously served as Cabinet Minister of Gender and Social Issues from 1 March 2015, until 6 June 2016. Previously he served as Minister of Security from 27 May 2011 until 1 March 2015. Muruli Mukasa also serves as the Member of Parliament for Budyebo County in Nakasongola District.

Irene Nafuna Muloni is a Ugandan electrical engineer, businesswoman and politician and also a Senior Presidential Advisor to Ugandan President Yoweri Kaguta Museveni. She was previously Cabinet Minister for Energy and Minerals in the Ugandan Cabinet until December 2019, serving from 27 May 2011. She retained her position in the new cabinet after the 2016 national elections. She served as the elected Member of Parliament for Bulambuli District Women's Representative, from 2011 until 2016 when she lost her seat to Independent candidate; Sarah Wekomba. She again regained her seat after the 2021 general elections.

Alex Aadroa Onzima is a Ugandan politician. He was the State Minister in the Office of the Vice President in the Ugandan cabinet. He was appointed to that position on 6 June 2016. Prior to that from 27 May 2011 until 6 June 2016, he served as the State Minister for Local Government. He replaced Perez Ahabwe. Onzima also served as the elected member of parliament, representing Maracha County, Maracha District in the 9th Parliament.

Sarah Achieng Opendi, sometimes Sarah Opendi Achieng, is a Ugandan accountant and politician. She was the State Minister of Mineral Development in the Ugandan cabinet, since 14 December 2019.

Ida Erios Nantaba is a Ugandan politician. She was the State Minister in the Uganda Ministry of Information and Communications Technology. She was appointed to that position on 6 June 2016. Prior to that, from 15 August 2012 until 6 June 2016, she was Minister of State for Lands in the Cabinet of Uganda. Nantaba is also the elected Member of Parliament for Women in Kayunga District Constituency.

Frank Kagyigyi Tumwebaze is a Ugandan educator and politician of the National Resistance Movement political party. He is the Minister of Agriculture, Animal Industry and Fisheries, effective 8 June 2021.

The Ministry of Works and Transport is a Cabinet level government ministry of Uganda, that is mandated to plan, develop and maintain an economic, efficient and effective transport infrastructure, and transport services by road, rail, water, and air. The ministry is also mandated to manage public works including government structures and promote standards in the construction industry. The ministry is headed by a Cabinet Minister. The current Minister of Works and Transport is Katumba Wamala.

Previously, she served as the Cabinet Minister of Kampala Capital City and before that, from 6 June 2016 until 14 December 2019, she served as the Minister of Lands, Housing and Urban Development in Uganda's cabinet. She is also the incumbent member of parliament representing the Oyam South Constituency in the 11th Parliament.

Esther Mbulakubuza Mbayo, is a Ugandan politician. She is the Minister of the Presidency in the Ugandan Cabinet. She was appointed to that position on 6 June 2016, replacing Frank Tumwebaze, who was appointed Ministry of Information Information Technology and Communication. She also serves in the Parliament of Uganda, as the Luuka District Women's Representative.

Joyce Morikualso calledJoyce Kaducu, is a Ugandan pediatrician, academic and politician. She is now state Minister for Primary education in the new cabinet starting 2021. Previously she was in the Minister of State for Primary Health Care in the Ugandan Cabinet. She was appointed to that position on 6 June 2016, replacing Sarah Achieng Opendi, who became State Minister for Health, General Duties. She also serves as the elected Member of Parliament for Moyo District Women Representative in the 10th Parliament.

Baltazar Kasirivu-Atwooki, also Kasirivu-Atwooki Kyamanywa, is a Ugandan politician. He is the current State Minister for Economic Monitoring in the Cabinet of Uganda. He was appointed to that position on 6 June 2016, replacing Henry Banyenzaki, who was dropped from the cabinet. He also concurrently serves as the elected Member of Parliament for Bugangaizi County West, in Kibaale District, since 2011.

Mary Goretti Kitutu, also Mary Goretti Kitutu Kimono is a Ugandan academic, politician and environmentalist. She was appointed Minister for Karamoja Affairs on 8 June 2021, replacing John Byabagambi, In 2023 Minister Kitutu Swindled 9,000 iron Sheets which were meant for the vulnerable People of Karamoja hence this led to her arrest where court sent her to Luzira Prison. She was the Minister of Energy and Mineral Development, in the Ugandan Cabinet, from 14 December 2019 to 8 June 2021. Before that, from 10 June 2016, until 14 December 2019, she served as the State Minister for the Environment in the Cabinet of Uganda. Dr Mary Kitutu concurrently serves as the elected Manafwa District Women's Representative, in the 10th Parliament.

Rosemary Nansubuga Seninde, also Rosemary Nansubuga Sseninde, is a Ugandan educator and politician. She is the State Minister for Primary Education in the Ugandan Cabinet. She was appointed to that position on 6 June 2016, replacing John Chrysostom Muyingo who became State Minister for Higher Education. She concurrently serves as the Wakiso District Women's Representative in the Parliament of Uganda.

Molly Nawe Kamukama, commonly known as Molly Kamukama, is a Ugandan politician and management professional, who served as the State Minister for Economic Monitoring in the Office of the President, in the Cabinet of Uganda from 14 December 2019 to June 2021 when she was replaced by Peter Ogwang.
