Joyce Juanita Sylvester (born 19 September 1965) is a Dutch politician and administrator. [2] A member of the Labour Party (PvdA), she served as a member of the Senate from 2003 to 2015.
Sylvester was born in Amsterdam, [3] and she was raised in a family with 3 sisters. Her parents had emigrated from Surinam to the Netherlands early 60s. Her mother was managing caretaker of the Amsterdam mayoral residence. After completing her secondary education, Sylvester studied communication and information management at Utrecht University and political science at the University of Amsterdam, graduating in 1991. While studying, she worked as a sports journalist for the newspaper Het Parool . Following her graduation, she worked as financial policy officer at the Dutch Ministry of Transport and as a civil servant for the municipality of Amsterdam. She obtained her PhD in 2000 from the faculty of law of the VU University of Amsterdam with a doctoral dissertation on privatization of government services. [3] She worked in the private sector afterwards.
In 2003 Sylvester was elected to the Senate, representing the Labour Party. In the Senate, her focus was on finance, economic affairs, culture, and agriculture. In the senate elections of 2007, she kept her seat due to her preference votes. In 2011 she was in ninth place on the party list and was re-elected. As senator she acted as secretary of the Labour Party parliamentary group, chair of the Senate Committee on Social Affairs and Welfare, and deputy chair of the Senate Committee on Foreign Affairs and General Affairs. Her term ended in 2015. [3]
From October 1, 2008 to May 31, 2009 she served as acting mayor of Anna Paulowna, replacing Arnoud-Jan Pennink. Joyce Sylvester was the first black woman in the Netherlands taking on this role. In September 2009 Sylvester was appointed as acting mayor of the Naarden, serving until its amalgamation to the new municipality Gooise Meren in January 2016. [3] Sylvester became deputy National Ombudsman the following month, and she appeared on de Volkskrant's list of most influential Dutch people in late 2019. [4] In 2022, she started serving as chairwoman of the Amstel, Gooi en Vecht water authority, and she was appointed chairwoman of the State Commission against Discrimination and Racism. Sylvester cited several comments by members of the Schoof cabinet to argue that it was increasing the risk of government discrimination. [3]
Sylvester holds various other positions. She is, inter alia, chairperson of the board of trustees of the Foundation Early Music Utrecht, member of the supervisory board of the “Stedelijk Museum” of Amsterdam and chairperson of the Foundation of Cooperating Relief Agencies, which in the Netherlands is known by its colloquial name Giro555.

The fourth Balkenende cabinet was the executive branch of the Government of the Netherlands from 22 February 2007 until 14 October 2010. The cabinet was a centrist grand coalition and had a slim majority in the House of Representatives with Christian Democratic Leader Jan Peter Balkenende serving as prime minister. Labour Leader Wouter Bos served as Deputy Prime Minister and Minister of Finance while Social Christian Leader André Rouvoet served as Deputy Prime Minister and Minister without Portfolio for Health, Welfare and Sport.

Khadija Arib is a Moroccan-Dutch politician of the Labour Party, who served as Speaker of the House of Representatives of the Netherlands from 12 December 2015 to 7 April 2021. In the 2016 Speaker of the Dutch House of Representatives election on 13 January, she was elected to the position, which she had served as Acting Speaker since the resignation of Anouchka van Miltenburg on 12 December 2015. Arib became a member of the House of Representatives following the 1998 Dutch general election and served until 2022, with a brief interruption between 2006 and 2007.
Catharina Isabella "Ien" Dales was a Dutch politician and social worker. Born in Arnhem, she received a degree in education from the University of Amsterdam and worked in social services before her career in politics. She became a member of the Labour Party (PvdA) in 1968 and was appointed State Secretary for Social Affairs and Employment in the Van Agt II cabinet, a position that she held between 1981 and 1982. Dales was a member of the House of Representatives between 1981 and 1987 and mayor of Nijmegen between 1987 and 1989. She was the Minister of the Interior in the Lubbers III cabinet from 1989 and 1994.
Elisabeth Maria Josepha "Lilianne" Ploumen is a Dutch politician and activist who served as Leader of the Labour Party from January 2021 until April 2022. She had been a member of the House of Representatives since 2017, as well as parliamentary leader since 2021, leaving the House of Representatives upon her resignation as party leader. Ploumen previously served as Minister for Foreign Trade and Development Cooperation from 2012 to 2017.
Agnes Jongerius is a Dutch trade unionist and politician who was a Member of the European Parliament (MEP) for the Netherlands between July 2014 and July 2024. She is a member of the Labour Party, part of the Progressive Alliance of Socialists and Democrats. Between 1987 and 2012 she worked for the Federatie Nederlandse Vakbeweging, a trade union federation. She was chair of the federation between 2005 and 2012.

Nancy Sophie Cornélie "Corry" Tendeloo was a Dutch lawyer, feminist, and politician who served in the House of Representatives for the Free-thinking Democratic League (VDB) from 1945 until 1946 and then for the newly-formed Labour Party (PvdA) until her death in 1956. Born in the Dutch East Indies, Tendeloo studied law at Utrecht University, during which time she made contact with people within the women's rights movement. She became politically active in the 1930's and was elected to the Amsterdam City Council for the VDB in 1938. After World War II, Tendeloo was appointed a member of the House of Representatives for the VDB in the national emergency parliament, formed to rebuild the country and organise elections. In 1946, the VDB merged with other parties into the PvdA, which Tendeloo represented in parliament. She sat on two select committees and spoke in favour of women's rights issues.
Elisabeth Maria Petronella Baarveld-Schlaman was a Dutch politician. She was a member of the Senate of the Netherlands from 1981 to 1995, a member of the Parliamentary Assembly of the Council of Europe and vice-chairperson of the Defense Committee of the Western European Union. She was a member of the Democrats 66 and the Labour Party.
