The Jubaland DarawiishForce (Somali : Ciidamadda Daraawiishta Jubaland) is a paramilitary force that forms the security unit of Jubaland, an autonomous federated state in southern Somalia. The Jubaland Darawiish started operating under the administration of Ahmed Madobe. Headquartered in Kismayo, one of its primary bases is located in Afmadow. [2] Jubaland president Madobe has said that the force aims to focus on counter-terrorism and provocative actors within the state of Jubaland. [3] The unit is commanded by Lt. Col Mahad Islaam.

Conflict with the Somali National Army

Following the 2024 Jubaland presidential election, the Somali federal government refused to recognise the newly elected president Ahmed Madobe [4] citing the lack of universal suffrage since the election was held based on the old indirect clan system where the electorate consisted of 75 individuals from prominent clans in the region. The federal government had requested the election be delayed until 2025 when plans for universal suffrage would be implemented. [5] Madobe ignored this request and both the federal responded by stationing more troops in the region. On November 27, 2024, a gunfight broke out in the town of Raskamboni in the Badhadhe District near the border with Kenya between the Darawiish and Somali National Army. [1] That day, the federal government announced an arrest warrant for Darawiish leader, chairman of the Raskamboni Movement and Jubaland president Ahmed Madobe accusing him of high treason, sharing classified information with a foreign power, and undermining Somalia's constitutional framework. [5]

The Harti, (Somali: Harti), are a Somali clan that trace their lineage back to SalehAbdi (Harti). They are a sub-clan of the larger Darod clan. Notable sub-clans within Harti include the Majeerteen, Dhulbahante, and the Warsengeli. They predominantly reside in the apex of the Horn of Africa and its surrounding regions. Furthermore, in the southern territories, the clan's settlements span both sides of the Kenya-Somalia border.

Following the civil war and the ensuing societal chaos, some factions managed to exert a degree of authority over certain regions of Somalia where they maintained broad, clan-based support. This allowed these factions to establish working administrations and eventually coherent states, and restored order to their regions. This occurred first in Puntland, Southwestern Somalia, Galmudug, Jubaland and finally Banadir.

Aden Mohamed Nuur Madobe, popularly known as Aden Madobe, is a Somali politician who is the current Speaker of the Lower House of the Federal Parliament of Somalia since April 2022. He previously served as the First Deputy Chairman of the Rahanweyn Resistance Army, before later joining the newly formed Transitional Federal Government (TFG) of Somalia as Minister of Justice and Speaker of the Transitional Federal Parliament. From 29 December 2008 to 31 January 2009, Madobe briefly served as acting president of Somalia. In January 2014, he was appointed Minister of Industry and Commerce.

Ahmed Abdi Mohamud Sugulle "Habsade" is a Puntland and Somaliland politician. He was a decorated Colonel in the Somali Armed Forces and the second in command of the Somali Custodial Corps equivalent to that of the Italian Arma dei Carabinieri but the Custodial Corps fall under the Ministry of the Interior and are part of the Police Force. A politician and respected elder later in life (he was instrumental in the founding of Somaliland and became the Speaker of the Somaliland House of Representatives. In 1998, he was appointed Minister of the Interior of Puntland but was dismissed in 2007 after a conflict with Mohamud Muse Hersi, who became President of Puntland in 2006. In 2007, he brought Somaliland troops into Las Anod, leading to Somaliland's effective control of the Sool region. He served as various Somaliland Ministers of state from 2008. In 2014, Abdiweli Gaas became President of Puntland and he come back to Puntland.

A constitutional crisis developed in Somalia when the Somali President, Hassan Sheikh Mohamud, changed the Constitution of Somalia on April 30, 2024. The change was strongly opposed by the President of Puntland, Said Abdullahi Deni, and as a direct result, Puntland withdrew its recognition of the Federal Government of Somalia and declared itself an independent state based on Article 4 of the Puntland Constitution.

Indirect presidential elections were held in Jubaland, Somalia on 25 November. The incumbent president Ahmed Mohamed Islam was re-elected by members of the House of Representatives as the President of Jubaland for a third term. It was the third election since the state's formation in 2012. Prior to the elections, the Parliament Speaker and other Deputy Speakers were elected on 21 November, by the House of Representatives of Jubaland.

On 11 December 2024, heavy fighting erupted between Somali Armed Forces and Jubaland regional forces in the Marnani area near Ras Kamboni. After Federal Government of Somalia deployed Somali National Army from Mogadishu to the region in an attempt to throw out President Ahmed Madobe from the Office.
