Kabir Bin Anwar (born 4 January 1964) is a retired Bangladeshi civil servant. He was the 23rd Cabinet Secretary of Bangladesh Government,serving for a short period of time from 15 December 2022 until he went to post-retirement leave on 3 January 2023. Prior to that,he was Senior Secretary of the Ministry of Water Resources. [1] Kabir is the chairperson of the Board of Directors of Centre for Environmental and Geographic Information Services. [2] He was the 28th President of Bangladesh Administrative Service Association. [3] He is the chairperson of non-profit Issabela foundation,named after his mother. [4] [5]
Kabir was born on 1 January 1964 in Sirajganj District,East Pakistan,Pakistan. [6] Kabir's mother was Syeda Issabela,a notable writer. [2] He finished his schooling at Dhaka Residential Model College. He completed his LLB and Masters in political science from the University of Dhaka. [2]
Kabir joined Bangladesh Civil Service in 1985 as an assistant commissioner of administration cadre. [7]
Kabir had served as the First Secretary at the Embassy of Bangladesh in The Hague,The Netherlands. [2] In 2015 and 2016,Kabir was Project Director of a2i Programme. [8] In 2015,he received an award from World Summit on the Information Society for the project in May 2015. [9] He had been the Director General of Administration at the Prime Minister's Office. [10]
On 22 March 2018,Kabir was appointed the Secretary of Ministry of Water Resources and the chairperson of the Board of Directors of Centre for Environmental and Geographic Information Services from the Prime Minister's Office. [2] [11] He was promoted to the rank of Senior Secretary on 22 June 2020. [6] He was the President of the National Committee for the Development of Bangladesh Scouts and was awarded the "Silver Tiger" medal by the scouts on 6 December 2020. [12]
Kabir was elected as the President of Bangladesh Administrative Service Association at the annual general meeting and replaced the outgoing president Helal Uddin Ahmed. [7] He spoke at the Climate Adaptation Summit in 2021. [13] Kabir was the chairperson of Institute of Water Modelling. [14] On 17 March 2021,he met the Water resource secretary of India,Shri Pankaj Kumar,to discuss water resource issues between the two countries. [15] He provided food to people in Sirajganj District on 24 April 2021 during the COVID-19 pandemic in Bangladesh. [16] On 25 June 2021,he signed a performance agreement with AKM Wahed Uddin Chowdhury,Director General of Bangladesh Water Development Board. [17] Kabir called for the arrest of Serniabat Sadiq Abdullah,the then mayor of Barishal City Corporation and nephew of the Prime Minister Sheikh Hasina,following an altercation between the Barishal Sadar Upazila Nirbahi Officer Munibur Rahman and employees of the Barishal City Corporation in August. [18] He was appointed as the 23rd cabinet secretary on effect from 15 December 2022 and retired just after 19 days. [19]
On 10 January 2024,Kabir formally joined Bangladesh Awami League. [20] Awami League President,prime minister Sheikh Hasina handed over the primary membership form to him at Ganabhaban. [21]

The Bangladesh Awami League,simply known as Awami League,is one of the major political parties in Bangladesh. The oldest existing political party in the country,the party played a large role in achieving Bangladeshi independence both before and after the Bangladesh Liberation War. It is also one of the two most dominant parties in the country,along with its archrival Bangladesh Nationalist Party. Throughout its tenure as the ruling party from January 6,2009 to August 5,2024,it has been consistently described as authoritarian and dictatorial.
The Prime Minister of Bangladesh,officially prime minister of the People's Republic of Bangladesh,is the chief executive of the government of Bangladesh. The Jatiya Party (Bengali:জাতীয়পার্টি,romanized: Jatiyo Party,lit. 'National Party';JaPa or JP(E)) is a political party in Bangladesh. The current chairman of the party is Ghulam Muhammed Quader. On 3 January 2019,the party announced its decision to join the Bangladesh Awami League-led Grand Alliance after having been in opposition for the previous parliamentary term. However,the party backtracked the next day and announced that it intended to remain part of the opposition.
General elections were held in Bangladesh on 29 December 2008. The two main parties in the election were the Bangladesh Nationalist Party (BNP),led by Khaleda Zia,and the Bangladesh Awami League Party,led by Sheikh Hasina. The Bangladesh Awami League Party formed a fourteen-party Grand Alliance including Ershad's Jatiya Party,while the BNP formed a four-party alliance which included the Islamist party Jamaat-e-Islami. The election was originally scheduled for January 2007,but it was postponed by a military-controlled caretaker government for an extended period of time.
Hawa Bhaban is the political office of the chairperson of the Bangladesh Nationalist Party,and monitors party affairs on the chair's behalf. It was viewed as an "alternate power house" in Bangladesh when BNP was in power from 2001 to 2006. It became controversial during the 2006–2008 Bangladeshi political crisis when the party joint secretary was Tarique Rahman,son and heir apparent of the chairperson of the Bangladesh Nationalist Party Khaleda Zia. Some government officials maintained regular contact with viya (Tareq) to manipulate administrative matters such as promotion,posting,appointment etc. in different ministries and divisions. This resulted in a parallel government being administered from Hawa Bhaban.
Dipu Moni is a Bangladeshi politician and former minister of social welfare. She was a member of parliament for the Chandpur-3 constituency. She was minister of education in the fourth Hasina ministry and minister of foreign affairs in the second Hasina ministry. She was appointed as the first female foreign minister of Bangladesh on 6 January 2009,serving until 2013. Currently she is Joint secretary of the Bangladesh Awami League.
'Remians are the graduates ofDhaka Residential Model College,a college in Bangladesh. Students of the Dhaka Residential Model College (DRMC) are called Remians. The term is regarded as a prestigious designation held by graduates of DRMC. Remians founded an organization in Bangladesh known as ORWA,theOld Remians Welfare Association. Remians who are living in Canada have formedRemians Canada to increase the fraternity among the Remians living in Canada.
Mohammad Abdul Jalil was a Bangladeshi politician. At the time of his death,he was a member of parliament for the Naogaon-5 constituency.
Hasan Mahmud is a Bangladesh Awami League politician. He was Minister of Foreign Affairs in Fourth Hasina Cabinet in 2024. Hasan was a former Member of National Parliament representing the Chittagong-7 constituency. In 2019 he was appointed as Minister of Information and Broadcasting in Third Hasina Cabinet.
Hossain Toufique Imam was a Bangladesh Awami League politician and political advisor to Prime Minister Sheikh Hasina of Bangladesh. His rank was equivalent to a cabinet minister.
Tungipara Sheikh family of Tungipara is one of the two most prominent Bangladeshi political families,other being the Zia family.
