Khandker Anwarul Islam is a retired Bangladeshi civil servant. He had served as the country's 22nd Cabinet Secretary. Prior to that,he was the Senior Secretary of the Bridges Division under Ministry of Road Transport and Bridges [2] and the ex-officio Executive Director of Bangladesh Bridge Authority before joining at cabinet secretary post on 28 October 2019. [3]
Islam joined Bangladesh Civil Service (Special) in 1983 as an Upazila Magistrate under administration cadre after graduating with a Bachelor's and Master's Degree in Social Welfare from Dhaka University. [2] At the beginning of his career,he served as Upazila Nirbahi Officer (UNO),Additional Deputy Commissioner and Director in National Sports Council. After that he served as senior assistant secretary and Deputy Secretary in Parliament Secretariat,as Director in the Department of Relief and Rehabilitation under Ministry of Disaster Management and Relief and as Secretary in National Sports Council. Islam also served as Joint Secretary and Additional Secretary in the Cabinet Division prior to his joining in the Bridges Division. He joined Bridges Division as Secretary in-charge on 13 November 2011,promoted to Secretary on 31 January 2013 and Senior Secretary on 13 July 2017. [5] He had been appointed as the Cabinet Secretary on 28 October 2019 and retired on 15 December 2022.
Islam is married to Begum Kamrun Nahar,former Secretary to the Ministry of Information and Broadcasting. [6] The couple have two sons. [2]
Bangladesh is divided into 8 divisions (bibhag) and 64 districts,although these have only a limited role in public policy. For the purposes of local government,the country is divided into upazilas (sub-districts),"municipalities" or town councils (pourashova),city corporations and union councils . Anwarul Iqbal was an adviser of 2007–2009 interim caretaker government of Bangladesh. He was appointed as Local Government and Rural Development Minister &Labour Minister of the non-party interim caretaker government of Bangladesh on 17 January 2007 and remained in that post until elections were held two years later. Later he was given the charge of the Jute &Textile Ministry. He had the responsibility to head three ministries of the government of Bangladesh. He served as the 25th Inspector General of Bangladesh police. He went into voluntary retirement from the IGP post after he had been made officer on special duty and within few days he took charge as the adviser of the caretaker government headed by Fakhruddin Ahmed during the state of emergency in Bangladesh which was declared on 11 January 2007.
There are 8 divisions and 64 districts in Bangladesh,each district further subdivided into upazila. The area within each subdistrict,except for those in metropolitan areas,is divided into several unions,with each union consisting of multiple villages. Direct elections are held for each union,electing a chairperson and a number of members. In 1997,a parliamentary act was passed to reserve three seats in every union for female candidates. Following elections in the 2014–16 period,25.2% of councillors were women,up from 23.4% in the 2011–13 period.
