The highest ranking civil servant is the Chief of the Cabinet Secretariat of the People's Republic of Bangladesh who is also the Cabinet Secretary. He is ex-officio Chairman of the Superior Selection Board and head of all civil services under the Rules of Business of the Government of Bangladesh. He also holds the 12th position in the Warrant of Precedence of Bangladesh. Cabinet Secretary is appointed from Bangladesh Civil Service (Administration) Cadre, known as Bangladesh Administrative Service. [2]

The current Cabinet Secretary of the Republic is Sheikh Abdur Rashid. He is the 25th Cabinet Secretary to the government of Bangladesh. Cabinet secretary is arguably the most powerful civil servant in Bangladesh

Jalaluddin Abdur Rahim was a Pakistani communist and political philosopher who was known as one of the founding members of the Pakistan People's Party—a democratic socialist political party. Abdur Rahim was also the first Secretary-General of the Pakistan People's Party, served as the first minister of production. A Bengali civil servant, Abdur Rahim was a philosopher who politically guided Zulfikar Ali Bhutto, serving as his mentor, and had helped Bhutto navigate through the minefield of bureaucratic establishment when Ayub Khan had taken Bhutto into his cabinet. Abdur Rahim also guided Bhutto after Bhutto was deposed as Foreign Minister, critically guiding Bhutto to take down the once US-sponsored dictatorship of Ayub Khan.

Joint Secretary to the Government of India is a post under the Central Staffing Scheme and the third highest non-political executive rank in the Government of India. The authority for creation of this post solely rests with the Cabinet of India.

Sheikh Abdur Rashid is a Bangladeshi government official who has served as the chairman of Petrobangla and additional secretary of the Ministry of Home Affairs. In 2024, the Yunus Interim Government brought him back from retirement as secretary in the Department of Secondary and Higher Education. Later, he was promoted to the position of secretary and is currently serving as the 25th Cabinet Secretary of Bangladesh.

Mohammad Abdul Momen is a civil servant and secretary of the Public Security Division of the Ministry of Home Affairs. He was appointed after the fall of the Awami League government led by Sheikh Hasina and he sent a number of police officers into retirement after his appointment. He is a member of the board of governors of Bangladesh Institute of International and Strategic Studies.
