The Kabul Area Control Centre (ICAO: OAKX) [2] was the only en route area control center (ACC) in Afghanistan. From the Kabul Area Control Centre, air traffic controllers provided en route and terminal control services to aircraft in the Kabul Flight Information Region (FIR). The ACC was managed by the Civil Aviation Authority of the Islamic Republic of Afghanistan. [3]
Midwest ATC provided the air traffic control staff for Kabul ACC, which was opened in 2005. The ACC used non-radar air traffic control to separate aircraft in Afghanistan's airspace. [4]
The Kabul ACC ceased operations on 16 August 2021 and was abandoned due to the deteriorating security situation. Air traffic control authorities issued a NOTAM alerting aircraft that no air traffic services were available over Afghanistan. [5] [6] Civilian and military air traffic control responsibilities were handed over to the United States Air Force. [7] The U.S. military temporarily provided limited air traffic control services until they departed Kabul on 30 August 2021. [8]
On 21 January 2023, the Federal Aviation Administration issued at NOTAM which stated all of Afghanistan's airspace is considered to be uncontrolled. [9]
Air traffic control (ATC) is a service provided by ground-based air traffic controllers who direct aircraft on the ground and through a given section of controlled airspace, and can provide advisory services to aircraft in non-controlled airspace. The primary purpose of ATC worldwide is to prevent collisions, organize and expedite the flow of air traffic, and provide information and other support for pilots.
In aviation, uncontrolled airspace is airspace in which an Air Traffic Control (ATC) service is not deemed necessary or cannot be provided for practical reasons. A NOTAM is a notice filed with an aviation authority to alert aircraft pilots of potential hazards along a flight route or at a location that could affect the flight. NOTAMs are notices or advisories that contain information concerning the establishment, conditions or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which may be essential to personnel and systems concerned with flight operations.
In aviation, a flight information region (FIR) is a specified region of airspace in which a flight information service and an alerting service (ALRS) are provided. The International Civil Aviation Organization (ICAO) delegates which country is responsible for the operational control of a given FIR. FIRs are the largest regular division of airspace in use in the world today, and have existed at least since 1947.
The European Organisation for the Safety of Air Navigation, commonly known as Eurocontrol, is an international organisation working to achieve safe and seamless air traffic management across Europe. Founded in 1960, Eurocontrol currently has 41 member states with headquarters in Brussels, Belgium. A flight information service (FIS) is a form of air traffic service which is available to any aircraft within a flight information region (FIR), as agreed internationally by ICAO.
In air traffic control, an area control center (ACC), also known as a center or en-route center, is a facility responsible for controlling aircraft flying in the airspace of a given flight information region (FIR) at high altitudes between airport approaches and departures. In the US, such a center is referred to as an air route traffic control center (ARTCC).
The Airports Authority of India (AAI) is a statutory body under the ownership of the Ministry of Civil Aviation, Government of India. It is responsible for creating, upgrading, maintaining, and managing civil aviation infrastructure in India. It provides Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) services over the Indian airspace and adjoining oceanic areas. AAI currently manages a total of 137 airports, including 34 international airports, 10 Customs Airports, 81 domestic airports, and 23 Civil enclaves at Defence airfields. AAI also has ground installations at all airports and 25 other locations to ensure the safety of aircraft operations. AAI covers all major air routes over the Indian landmass via 29 Radar installations at 11 locations along with 700 VOR/DVOR installations co-located with Distance Measuring Equipment (DME). 52 runways are provided with Instrument landing system (ILS) installations with Night Landing Facilities at most of these airports and an Automatic Message Switching System at 15 Airports.
Air traffic control in Australia is provided by two independent organisations, one civilian and one military. The civilian provider is Airservices Australia, which controls civilian airfields and airspace. The military provider is the Royal Australian Air Force (RAAF), which controls military airfields and adjoining airspace. This includes Australian Army and Royal Australian Navy aviation bases.
The Future Air Navigation System (FANS) is an avionics system which provides direct data link communication between the pilot and the air traffic controller. The communications include air traffic control clearances, pilot requests and position reporting. In the FANS-B equipped Airbus A320 family aircraft, an Air Traffic Services Unit (ATSU) and a VHF Data Link radio (VDR3) in the avionics rack and two data link control and display units (DCDUs) in the cockpit enable the flight crew to read and answer the controller–pilot data link communications (CPDLC) messages received from the ground.
Special use airspace (SUA) is a type of special airspaces in the United States designated for operations of a nature such that limitations may be imposed on aircraft not participating in those operations. Often these operations are of a military nature. The designation of SUAs identifies for other users the areas where such activity occurs, provides for segregation of that activity from other users, and allows charting to keep airspace users informed of potential hazards.
A transponder is an electronic device that produces a response when it receives a radio-frequency interrogation. Aircraft have transponders to assist in identifying them on air traffic control radar. Collision avoidance systems have been developed to use transponder transmissions as a means of detecting aircraft at risk of colliding with each other.
Controller–pilot data link communications (CPDLC), also referred to as controller pilot data link (CPDL), is a method by which air traffic controllers can communicate with pilots over a datalink system.
Automatic Dependent Surveillance–Broadcast (ADS-B) is an aviation surveillance technology and form of Electronic Conspicuity in which an aircraft determines its position via satellite navigation or other sensors and periodically broadcasts its position and other related data, enabling it to be tracked. The information can be received by air traffic control ground-based or satellite-based receivers as a replacement for secondary surveillance radar (SSR). Unlike SSR, ADS-B does not require an interrogation signal from the ground or from other aircraft to activate its transmissions. ADS-B can also receive point-to-point by other nearby equipped "ADS-B In" equipped aircraft to provide traffic situational awareness and support self-separation. ADS-B is "automatic" in that it requires no pilot or external input to trigger its transmissions. It is "dependent" in that it depends on data from the aircraft's navigation system to provide the transmitted data.
Toronto Area Control Center is one of seven area control centers in Canada operated by Nav Canada. The Toronto Area Control Centre is based near Toronto Pearson International Airport in Mississauga, Ontario.
Karachi Area Control Centre is one of two Area Control Centers in Pakistan operated by the Pakistan Civil Aviation Authority and is based in Terminal 1 at Jinnah International Airport in Karachi. Karachi ACC air traffic controllers provide en route and terminal control services to aircraft in the Karachi Flight Information Region. The Karachi FIR airspace covers Pakistani airspace between the 30° North to 23° North. To the north is the Lahore FIR. To the east is the Delhi FIR. To the south is the Muscat FIR and to the west are the Tehran FIR and Kabul FIRs.
Lahore Area Control Centre is one of three Area Control Centers in Pakistan operated by the Pakistan Civil Aviation Authority and based at Allama Iqbal International Airport in Lahore. Lahore ACC air traffic controllers provide en route and terminal control services to aircraft in the Lahore Flight Information Region (FIR). The Lahore FIR airspace covers Pakistani airspace between the 30° North to 37° North. To the south is the Karachi FIR. To the north is the Urumqi FIR. To the east is the Delhi FIR. To the west is the Kabul FIR.
Transafrik International Flight 662 , was an L-100 cargo aircraft registered to Transafrik International of Uganda and leased to National Air Cargo "NAC" on a flight from Bagram Airfield, Afghanistan to Hamid Karzai International Airport in Kabul, Afghanistan. The aircraft impacted a mountain peak near the Kabul Airport causing the deaths of all eight crewmembers aboard.
