Kadri Veseli (born 31 May 1967) is a Kosovo Albanian politician,former Chairman of the Assembly of Kosovo and the Kosovo Intelligence Service. He is the leader of the Democratic Party of Kosovo. Veseli was one of the founders and leaders of the Kosovo Liberation Army. He also was the chief of the Kosovo Intelligence Service,a post-war state intelligence organisation. [1] In 2020,he was indicted for war crimes and crimes against humanity during the Kosovo War.
Veseli began his higher education studies in 1990 at the University of Pristina,in the faculty of Agriculture,and at the Higher Pedagogical School in the Albanian Language and Literature Department. Due to political circumstances,he was forced to complete the remainder of his studies in Albania. He has a bachelor's degree from the Agricultural University of Tirana,Albania,and an MBA in General Management from Sheffield University's international faculty in Thessaloniki,Greece. Veseli is currently preparing his PhD thesis in the University of Ljubljana in Slovenia.
Veseli speaks English,German and Albanian. He has four children with his wife,Violeta. [2] [3]
Veseli was one of the leaders of the Kosovar student movement during 1988–1990,which fought for humanitarian and political rights for Kosovan Albanians,including the right for independence. [2]
During the Kosovo War,he was appointed commander of the Counter Intelligence Service (G-2) of the KLA. He was present in the Battle of Llapushnik as a commander. Veseli remained the leader of the organisation as it transformed into Kosovo Intelligence Service (SHIK),a post-war intelligence organisation,until its disbandment in 2008.
At the end of 2012,Veseli formally joined the Democratic Party of Kosovo (PDK),and on January 27,2013 he became the deputy head of the party. [3] Veseli was voted Chairman of the Assembly of the Republic of Kosovo on 8 December 2014.
In May 2016,following the resignation of Hashim Thaçi to become President of the Republic,Veseli became President of the PDK by popular vote. He was elected with no votes against and no abstentions. [4]
Following the 2017 Kosovan parliamentary election,PDK joined the PANA coalition that won a majority of parliamentary seats with 245,627 votes (33.74%). Veseli won the most votes of any coalition candidate,with 129,947 votes. [5] Following those results,Veseli was re-elected as Chairman of the Assembly on 7 September 2017.
In the October 6th 2019 election,Veseli was the PDK's nominee for the prime ministership of Kosovo. His party took the third place with 178,637 votes (21.23%),with Veseli winning 145,881 votes. [6]
On 24 June 2020,the Kosovo Specialist Chambers and Specialist Prosecutor's Office located in The Hague filed a ten-count indictment for the court's consideration. The indictment charged Veseli,Hashim Thaçi,and others for crimes against humanity and war crimes,including murder,enforced disappearance of persons,persecution,and torture,allegedly occurring during the 1998-99 Kosovo War. [7] [8] The defendants were charged with approximately 100 murders of Kosovo Albanians,Serbs,Roma,and political opponents. [7] According to the press release,the Specialist Prosecutor stated that it was necessary to make the issue public due to repeated efforts by Thaçi and Veseli to obstruct and undermine the work of the Kosovo Specialist Chambers. [8]
Veseli voluntarily surrendered to the tribunal after he was charged,claiming that he saw the trial as "an opportunity to finally answer the false allegations and rumours that have been circulating for many years". [9] He pleaded not guilty on November 10,2020. [10] The trial of the four defendants,expected to last for several years,began in April 2023. [11]
The Kosovo Liberation Army was an ethnic Albanian separatist militia that sought the separation of Kosovo,the vast majority of which is inhabited by Albanians,from the Federal Republic of Yugoslavia (FRY) and Serbia during the 1990s. Albanian nationalism was a central tenet of the KLA and many in its ranks supported the creation of a Greater Albania,which would encompass all Albanians in the Balkans,stressing Albanian culture,ethnicity and nation.

The Kosovo Specialist Chambers (KSC) is a court of Kosovo,located in The Hague (Netherlands),hosting four Specialist Chambers and the Specialist Prosecutor's Office,which may perform their activities either in the Netherlands or in Kosovo. The court is currently set up for delegating the trials of the crimes committed by members of the Kosovo Liberation Army (KLA),an ethnic-Albanian paramilitary organisation which sought the separation of Kosovo from Yugoslavia during the 1990s and the eventual creation of a Greater Albania. The alleged crimes concern the period 1998–2000,during and at the end of the Kosovo war and directed afterwards against "ethnic minorities and political opponents". The court was formally established in 2016. It is separate from other Kosovar institutions,and independent. It is composed of a Specialist Prosecutor's Office and four Specialist Chambers,with themselves comprising Judges' Chambers and a Registry.
Kosovo Intelligence Service more commonly known by its Albanian acronym SHIK was an underground intelligence organization credited with post-war murders of political figures in Kosovo. SHIK reported its official disbandment in 2008. Key figures in SHIK were former Speaker of the Assembly of the Republic of Kosovo,Kadri Veseli,and MPs Elmi Reçica,Fadil Demaku,Bekim Haxhiu and former MPs Fatmir Xhelili and Latif Gashi,Trepça CEO Ferat Shala and Ilmi Ramadani.
The parliament of Kosovo held indirect elections for president of Kosovo on 3 and 4 April 2021. The elections successfully concluded after three rounds,with Vjosa Osmani winning 71 votes out of a total possible 120. Three political parties boycotted the vote. Nasuf Bejta,also a member of Guxo,the political party Osmani founded,was the only other candidate who received a vote during any of the other rounds.

Salih Mustafa also known by the nickname "Cali",is a former Kosovo Albanian war commander of the Kosovo Liberation Army (KLA) from the Guerilla BIA unit,which operated in the regions during the Kosovo War in Gollak,Zllash. He was the former founder and Leader of the Nationalist Communist Party National Movement for the Liberation of Kosovo and the former intelligence chief of the Kosovo Security Force (KSF) until his indictment in The Hague. In 2022,he was convicted of war crimes in Kosovo Special Court and sentenced to 22 years imprisonment.
Fadil Nura is a politician in Kosovo. He was a member of the Assembly of the Republic of Kosovo from 2020 to 2021 and has been the mayor of Skenderaj since 2021. Nura is a member of the Democratic Party of Kosovo (PDK).
