Kanan Makiya (born 1949) is an Iraqi-American [1] [2] academic and professor of Islamic and Middle Eastern Studies at Brandeis University. He gained international attention with Republic of Fear (1989), which became a best-selling book after Saddam Hussein's invasion of Kuwait, and with Cruelty and Silence (1991), a critique of the Arab intelligentsia. In 2003, Makiya lobbied the U.S. government to invade Iraq and oust Hussein.
Makiya was born in Baghdad and left Iraq to study architecture at the Massachusetts Institute of Technology, later working for his father's architectural firm, Makiya & Associates which had branch offices in London and across the Middle East. As a former exile, he was a prominent member of the Iraqi opposition, a "close friend" of Ahmed Chalabi, and an influential proponent of the Iraq War (2003–2011) effort. [3] [4] He subsequently admitted that effort "went wrong". [5]
Makiya was born in Baghdad in 1949, the son of Iraqi architect Mohamed Makiya and his English-born wife, Margaret Crawford, a school-teacher. Like his father, he studied architecture and worked for a time in the architectural and planning consultancy, Makiya & Associates, established by his father in the late 1940s. [6]
Makiya began his political career as a Trotskyist and became closely identified with Christopher Hitchens and Stephen Schwartz. In 1967, Makiya left Iraq for the United States to attend the Massachusetts Institute of Technology and was unable to return to Iraq until the 2000s due to the subsequent rise of the Ba'athist regime there. [7]
In 1981, Makiya left the practice of architecture to become an academic and author. He wrote under the pseudonym Samir al-Khalil to avoid endangering his family. In Republic of Fear (1989), which became a best-seller after Saddam Hussein's invasion of Kuwait, he argues that Iraq had become a full-fledged totalitarian state, worse than despotic states such as Jordan or Saudi Arabia. His next book, The Monument (1991), is an essay on the aesthetics of power and kitsch.
Cruelty and Silence: War, Tyranny, Uprising and the Arab World (1993) was published under Makiya's own name. It was awarded the Lionel Gelber Prize for the best book on international relations published in English in 1993. According to a 2007 profile of Makiya in The New York Times Magazine , the 1993 book "posed a devastating critique of the Arab world's intelligentsia, whose anti-Americanism, Makiya argued, had prompted it to conspire in a massive, collective silence over Hussein's dungeons." [3]
In 2001 Makiya published The Rock: A Seventh Century Tale about Jerusalem , a work of historical fiction that tells the story of Muslim-Jewish relations in the formative first century of Islam, culminating in the building of the Dome of the Rock. Makiya also writes occasional columns and they have been published in The Independent and The New York Times.
Makiya has collaborated on many films for television, the most recent of which exposed for the first time the 1988 campaign of mass murder in northern Iraq known as the Anfal. The film was broadcast in the U.S. on the PBS program Frontline under the title Saddam's Killing Fields and received the Overseas Press Club's Edward Murrow Award in 1992. In 2002, Makiya also offered significant insights concerning the events of 9/11 in the PBS/Frontline documentary, "Faith & Doubt at Ground Zero."
In 1992 Makiya founded the Iraq Research and Documentation Project (IRDP), which was renamed the Iraq Memory Foundation in 2003. [8] Makiya worked closely with Ayad Rahim in the early development of the IRDP. In October 1992, he convened the Human Rights Committee of the Iraqi National Congress, a transitional parliament based in northern Iraq. The Iraq Memory Foundation went on to receive $5.1 million in contracts from the Pentagon from 2004 to 2006 in order to publicize Saddam Hussein's atrocities as part of the U.S. war effort. [9]
Makiya is widely known to have been a strong proponent of the 2003 Iraq War and advocated for the "complete dismantling of the security services of the regime, leaving only the regular police force intact". [10] As U.S. forces took control during the 2003 Invasion of Iraq, Makiya returned to Iraq under their aegis and was given the position of Advisor to the Iraq interim governing council by the Coalition Provisional Authority. In an interview with Charlie Rose in late 2003, Makiya said he had "settled back" in Iraq and that he was "in it for the long run." [11] However, in 2006 Makiya left Iraq and returned to teach at Brandeis University. [12]
Makiya is quoted as having said, "As I told the President on January 10th, I think [the troops] will be greeted with sweets and flowers in the first months and simply have very, very little doubts that that is the case." His support for the war followed an idealistic line, as recounted in the New York Times Magazine in 2007:
In the buildup to the Iraq war, Makiya, more than any single figure, made the case for invading because it was the right thing to do - to destroy an evil regime and rescue a people from their nightmare of terror and suffering. Not for oil, Makiya argued, and not for some superweapons hidden in the sand, but to satisfy an obligation to our fellow human beings. If it sounded idealistic, Makiya went even further, arguing that an American invasion of Iraq could clear the ground for Western-style democracy. Years of war and murder had left Iraqis so thoroughly degraded, Makiya argued, that, once freed, they would throw off the tired orthodoxies of Arab politics and, in their despair, look to the West.
However, the article depicted Makiya expressing concern over the subsequent war, and comparing the number of Iraqi deaths since 2003 to deaths under the deposed ruler Saddam Hussein: "It's getting closer to Saddam." [3] In the original 1986 draft of Republic of Fear, Makiya had referred to "the growth of confessionalism, family loyalties, ethnic hatred, and religious sectarianism in Iraqi society—which Ba'thism simultaneously inculcated and kept at bay" and predicted that in the event of a Ba'athist collapse in the Iran–Iraq War there was a "hidden potential for even more violence inside Iraq [which] could at some point in the future make the Lebanese civil war look like a family outing gone slightly sour." [13]
Edward Said, a professor of English at Columbia University, was a vocal critic of Makiya. [14] Said contended that Makiya was a Trotskyist in the late 1960s and early 1970s, but that he later "switched sides," profiting by designing buildings for Saddam Hussein.
Said also asserted that Makiya mistranslated Arab intellectuals (including himself) so he could condemn them for not speaking out against the crimes of Arab rulers. Makiya had criticised Said for encouraging a sense of Muslim victimhood and offering inadequate censure to those in the Middle East who were themselves guilty of atrocities. [15] Similar criticism about mistranslations was voiced by Michael W. Suleiman when reviewing Republic of Fear. [16]
George Packer wrote in his book The Assassin's Gate that it was Makiya's father who worked for Saddam, but Makiya himself used those profits to fund his book Republic of Fear. [17] Packer also noted Makiya's drift from radical to liberal to sudden alliance with American neoconservatives: "Look behind Kanan Makiya and you found Richard Perle, Paul Wolfowitz, Donald Rumsfeld."
Packer and many others have faulted him for his enthusiastic support for Ahmad Chalabi, "the most controversial exile of them all" and convicted felon. [18] He championed Chalabi to the exclusion of a wider opposition network, resulting in the marginalizing of experienced figures like Feisal al-Istrabadi who supported a wider net.
Concluded journalist Christopher Lydon in 2007: "My friend Kanan Makiya was the most influential Iraqi advocate in America of the war to "liberate" his country five years ago. Today he is the most articulate casualty of his own fantasy." Lydon goes on to call Makiya "an idealist who stands for me as a warning about the dangerous misfit of idealism and military power. He's an example, I'm afraid, of what the French call the trahison des clercs; the treason of the intellectuals. He is a caution to us intellectuals and wannabes against the poison of very bad ideas — like the notion of transformation by conquest and humiliation.” [19]
In a 2016 interview with NPR to promote his new novel, Makiya explores aloud what went wrong in Iraq and who is to blame: "I want to understand that it went wrong, and who I hold responsible for why it went wrong — including myself." [20]
Makiya was formerly married to Afsaneh Najmabadi. [21] He is an atheist. [22]
Saddam Hussein Abd al-Majid al-Tikriti, was an Iraqi politician and revolutionary who served as the fifth president of Iraq from 1979 to 2003. He also served as prime minister of Iraq from 1979 to 1991 and later from 1994 to 2003. He was a leading member of the revolutionary Arab Socialist Ba'ath Party, and later, the Baghdad-based Ba'ath Party and its regional organization, the Iraqi Ba'ath Party, which espoused Ba'athism, a mix of Arab nationalism and Arab socialism.
The Iraqi National Congress is an Iraqi political party that was led by Ahmed Chalabi who died in 2015. It was formed as an umbrella opposition group with the aid and direction of the United States' government following the Persian Gulf War, for the purpose of fomenting the overthrow of longtime Iraqi President Saddam Hussein.
Richard Norman Perle is an American political advisor who served as the Assistant Secretary of Defense for Global Strategic Affairs under President Ronald Reagan. He began his political career as a senior staff member to Senator Henry "Scoop" Jackson on the Senate Armed Services Committee in the 1970s. He served on the Defense Policy Board Advisory Committee from 1987 to 2004 where he served as chairman from 2001 to 2003 under the Bush administration before resigning due to conflict of interests.
Iraq under the Arab Socialist Ba'ath Party saw severe violations of human rights. Secret police, state terrorism, torture, mass murder, genocide, ethnic cleansing, rape, deportations, extrajudicial killings, forced disappearances, assassinations, chemical warfare, and the destruction of the Mesopotamian marshes were some of the methods Saddam Hussein and the country's Ba'athist government used to maintain control. Saddam committed crimes of aggression during the Iran–Iraq War and the Gulf War, which violated the Charter of the United Nations. The total number of deaths and disappearances related to repression during this period is unknown, but is estimated to be at least 250,000 to 290,000 according to Human Rights Watch, with the great majority of those occurring as a result of the Anfal genocide in 1988 and the suppression of the uprisings in Iraq in 1991. Human Rights Watch and Amnesty International issued regular reports of widespread imprisonment and torture.
Ahmed Abdel Hadi Chalabi was an Iraqi politician, dissident, a founder of the Iraqi National Congress (INC) who served as the President of the Governing Council of Iraq and a Deputy Prime Minister of Iraq under Ibrahim al-Jaafari.
The Victory Arch, officially known as the Swords of Qādisīyah, and popularly called the Hands of Victory or the Crossed Swords, are a pair of triumphal arches in central Baghdad, Iraq. Each arch consists of a pair of outstretched hands holding crossed swords. The two arches mark the two entrances to Grand Festivities Square and the parade ground constructed to commemorate the Iran–Iraq War, started and led by Iraq's then-president Saddam Hussein. The arches were opened to the public on 8 August 1989. It is one of Baghdad's visitor attractions and near to the Monument to the Unknown Soldier.
Adnan al-Pachachi or Adnan Muzahim Ameen al-Pachachi was a veteran Iraqi and Emirati politician and diplomat. Pachachi was Iraq's Permanent Representative to the United Nations from 1959 to 1965 and Minister of Foreign Affairs of Iraq from 1965 to 1967, during the Six-Day War with Israel; he again served as Permanent Representative to the UN from 1967 to 1969. After 1971, he left Iraq in exile and became an Emirati Minister of State and political advisor to United Arab Emirates president Sheikh Zayed bin Sultan Al Nahyan. Following the 2003 U.S. invasion of Iraq, Pachachi was an important figure in Iraqi politics, often described as Iraq's elder statesman. He rejected the role of president in the Iraqi Interim Government.
There are various rationales for the Iraq War, both the 2003 invasion of Iraq and the subsequent hostilities. The George W. Bush administration began actively pressing for military intervention in Iraq in late 2001. The primary rationalization for the Iraq War was articulated by a joint resolution of the United States Congress known as the Iraq Resolution. The US claimed the intent was to "disarm Iraq of weapons of mass destruction, to end Saddam Hussein's alleged support for terrorism, and to supposedly free Iraqi people".
Baghdad College is an elite high school for boys aged 11 to 18 in Baghdad, Iraq. It was initially a Catholic school founded by and operated by American Jesuits from Boston. The 1969 Iraqi government nationalization and expulsion of Jesuit teachers changed the character of the school. It has been compared in the British media to Eton College and is arguably Iraq's most famous secondary school for boys, having produced an Iraqi prime minister, a deputy prime minister, a vice president, two dollar billionaires and a member of the British House of Lords, among many other notable alumni.
Ayad Rahim is an Iraqi-American journalist. He has written extensively on Middle Eastern affairs, including a series of articles on the Operation Iraqi Freedom Documents with co-author Laurie Mylroie. In addition, he hosts a radio show on station WJCU in Cleveland. His show features scholars and guests from the Middle East and discusses the war, terrorism and Iraq. The radio station is run by John Carroll University.
A Long Short War: The Postponed Liberation of Iraq is a collection of twenty-two articles originally written by Christopher Hitchens for the online magazine Slate. The articles support the impending American-led invasion of Iraq and were written between November 7, 2002 and April 18, 2003.
The Directorate of General Security (DGS) also known as Internal State Security was a domestic Iraqi intelligence agency.
Abram Shulsky is a neoconservative scholar who has worked for the U.S. government, RAND Corporation, and the Hudson Institute. Shulsky served as Director of the Office of Special Plans, a unit whose function has been compared to the 1970s Team B exercise. In the run-up to the 2003 invasion of Iraq, Shulsky approved OSP memos with talking points about Iraq and weapons of mass destruction and terrorism. Shulsky is critical of the traditional intelligence analysis, which is based upon the social-scientific method, and of independent intelligence agencies. Shulsky favors a military intelligence model which can be used to support policy as, in Shulsky's words, "truth is not the goal" of intelligence operations, but "victory". Shulsky signed a letter to the Clinton White House on Iraq.
Nadhim Kzar was the first head of the Iraqi Directorate of General Security.
The 17 July Revolution was a bloodless coup in Iraq in 1968 led by Ahmed Hassan al-Bakr, Abd ar-Razzaq an-Naif, and Abd ar-Rahman al-Dawud that ousted President Abdul Rahman Arif and Prime Minister Tahir Yahya and brought the Iraqi Regional Branch of the Arab Socialist Ba'ath Party to power. Ba'athists involved in the coup as well as the subsequent purge of the moderate faction led by Naif included Hardan al-Tikriti, Salih Mahdi Ammash, and Saddam Hussein, the future President of Iraq. The coup was primarily directed against Yahya, an outspoken Nasserist who exploited the political crisis created by the June 1967 Six-Day War to push Arif's moderate government to nationalize the Western-owned Iraq Petroleum Company (IPC) in order to use Iraq's "oil as a weapon in the battle against Israel." Full nationalization of the IPC did not occur until 1972, under the Ba'athist administration. In the aftermath of the coup, the new Iraqi government consolidated power by denouncing alleged American and Israeli machinations, publicly executing 14 people including 9 Iraqi Jews on fabricated espionage charges amidst a broader purge, and working to expand Iraq's traditionally close relations with the Soviet Union.
Abd al-Khaliq al-Samarra'i was an Iraqi Ba'athist politician and leading member of the Arab Socialist Ba'ath Party in Iraq. He was a member of the Regional Command from 1964 to 1973, and considered a serious rival of Saddam Hussein for leadership of the civilian faction of the Ba'ath Party. He was arrested in 1973 for his alleged involvement in a plot to overthrow the government, and executed in 1979 by Hussein.
The Assassins' Gate: America in Iraq is a non-fiction book detailing the 2003 U.S. invasion of Iraq and its aftermath by American journalist George Packer, otherwise best known for his writings in The New Yorker. He published the work through Farrar, Straus & Giroux in 2005. Packer stated that the whole project became a bungled mess with American officials in the George W. Bush administration cherry-picking intelligence to support their positions, as well as being unable to respond to military issues such as insufficient troops, armor, and supplies.
The Iraqi invasion of Iran began on 22 September 1980, sparking the Iran–Iraq War, and lasted until 5 December 1980. Iraq attacked under the impression that Iran would not be able to respond effectively due to internal socio-political turmoil caused by the country's Islamic Revolution one year earlier. However, Iraqi troops became increasingly bogged down in the face of fierce Iranian resistance, which greatly stalled their advance into western Iran. In just over two months, the invasion was brought to a halt, but not before Iraq had managed to occupy more than 25,900 square kilometres (10,000 sq mi) of Iranian territory.
Khaled Al-Rahal was an Iraqi painter and sculptor and one of the leaders of the modern art movement in Iraq. Described as one of the "pillars of modern Iraqi art," he was responsible for executing a number of high-profile public monuments in Baghdad in the mid-20th century.
Mohamed Makiya was an Iraqi architect and one of the first Iraqis to gain formal qualifications in architecture. He is noted for establishing Iraq's first department of architecture at the University of Baghdad and for his architectural designs which incorporated Islamic motifs such as calligraphy in an effort to combine Arabic architectural elements within contemporary works.
