Lincoln County is located between the Arkansas Timberlands and Arkansas Delta in the U.S. state of Arkansas. It is also within the Pine Bluff metro area,and on the outer edge of the Central Arkansas region. The county is named for President Abraham Lincoln. Created as Arkansas's 65th county on March 28,1871,Lincoln County has three incorporated cities,including Star City,the county seat and most populous city. The county contains 46 unincorporated communities and ghost towns,Cane Creek State Park at the confluence of Cane Creek and Bayou Bartholomew,and nine listings on the National Register of Historic Places to preserve the history and culture of the county.
Altheimer is a city in Plum Bayou Township,Jefferson County,Arkansas. It is situated on the Union Pacific Railway,11 miles (18 km) northeast of Pine Bluff. As of the 2010 census it had a population of 984,down from 1,192 at the 2000 census. As of 2018 the estimated population was 829.

The University of Arkansas at Pine Bluff (UAPB) is a public historically black university in Pine Bluff,Arkansas. Founded in 1873,it is the second oldest public college or university in Arkansas. It was one of about 180 "normal schools" established by state governments in the 19th century to train teachers for the rapidly growing public common schools. It was one of 23 established to train African Americans to teach in segregated schools. Some of the 180 closed but most steadily expanded their role and became state colleges in the early 20th century and state universities in the late 20th century. UAPB is part of the University of Arkansas System and Thurgood Marshall College Fund.

It,a part of the Pine Bluff School District,is the largest of three public high schools in the Pine Bluff city limits and four public high schools in Jefferson County. Established in 1868,the school's interscholastic sports programs are one of the nation's most successful with a football national championship and one of the state's highest number of state championships in football,baseball and track and field.

Clifton Rodes Breckinridge was a Democratic alderman,congressman,diplomat,businessman and veteran of the Confederate Army and Navy. He was a member of the prominent Breckinridge family,the son of Vice President of the United States and Confederate General John C. Breckinridge and the great-grandson of U.S. Senator and Attorney General of the United States John Breckinridge.
John Middleton Clayton was an American politician who served as a Republican member of the Arkansas House of Representatives for Jefferson County from 1871 to 1873 and the Arkansas State Senate for Jefferson County. In 1888,he ran for a seat in the United States House of Representatives but lost to Clifton R. Breckinridge. Clayton challenged the results and was assassinated in 1889 during the challenge to the election. He was declared the winner of the election posthumously. The identity of his assassin remains unknown.

The 1996 United States Senate election in Arkansas was held on November 5,1996. Incumbent Democratic U.S. Senator David Pryor decided to retire. Republican Tim Hutchinson won the open seat,becoming the first Republican to win a U.S. Senate seat in Arkansas since Reconstruction in 1872 and the first to ever be popularly elected in the state. He was the first to win this seat since 1870.
Southeast Arkansas College (SEARK) is a public community college in Pine Bluff,Arkansas. Formerly a vocational-technical school,the state legislature designated the school as a college in 1991 with the name Pines Technical College. It acquired its current name in 1998.
Dollarway High School was a comprehensive public high school in northwest Pine Bluff,Arkansas that serves grades 9 through 12. It was one of three public high schools in Pine Bluff and was a part of the Pine Bluff School District effective July 1,2021. Prior to that point it was the only high school managed by the Dollarway School District. Within the state,the school is often referred to as Pine Bluff Dollarway. It closed as of fall 2023.
Merrill High School was a public secondary school in Pine Bluff,Arkansas,operated by the Pine Bluff School District. It was one of four high schools that served black students in the Pine Bluff area until the public schools were integrated in 1971.
Sergeant First Class Thomas Franklin Vaughns is an American veteran who was a member of the famed group of World War II-era African-Americans known as the Tuskegee Airmen. He is a recipient of the National Defense Service Medal in 2019,for his service in the Korean War. He is also a member of the Arkansas Agriculture Hall of Fame.

The Pine Bluff and Jefferson County Library System (PBJCLS) is a public library system in Jefferson County,Arkansas,with the main library at Pine Bluff. It is housed in five buildings in the county. Its functions are overseen by the Pine Bluff and Jefferson County Library System Board of Trustees.
