The killing of Eddie Irizarry occurred on August 14, 2023, when he was shot by Philadelphia Police Department officer Mark Dial while in his vehicle.

Later on August 14, Philadelphia police told the media that the incident began when officers pulled over a car that was "driving erratically", then as "officers approached" the car, Irizarry "stepped out" of the car "with a knife", which the "officers gave multiple commands for him to drop", but Irizarry "lunged at the officers", prompting the shooting. [2] [3] On August 15, Philadelphia police changed their story, stating that Irizarry was actually in the car when he was shot. [3] Philadelphia Police Commissioner Danielle Outlaw stated that officers' body-worn camera footage "made it very clear that what we initially reported was not actually what happened." [4]

On September 8, 2023, Mark Dial – who fired the fatal shots, was charged with first-degree murder, voluntary manslaughter, aggravated assault, simple assault, reckless endangerment of another person, and official oppression. [1] [5] Body camera footage of the incident, released on September 8, showed Dial running to Irizarry's car and shouting "I will fucking shoot you!" around five to seven seconds before Dial fired six gunshots into Irizarry's car immediately upon approaching Irizarry's vehicle, followed by Dial handcuffing Irizarry's dead body and dragging his body to the police car. [5] [6] [4] It was reported that Irizarry had a knife by his right leg while in his car, though this was not visible to Dial. [4] Dial's lawyer has said that Dial fired because he thought Irizarry was pointing a gun at him, while CNN reported that "body camera videos of the shooting do not appear to show Irizarry with a gun". [5] On September 20, 2023, Dial's bail was revoked. [7]

On September 26, the judge overseeing the case, Municipal Court Judge Wendy L. Pew, dismissed all charges against Dial, [8] but charges were refiled hours later. [9] [10] On October 25, upon appeal by prosecutors, all charges, including first-degree murder, were reinstated by State Judge Lillian Ransom, and Dial was taken back into custody without bail. [11]

If convicted of the murder of Eddie Irizarry, Mark Dial would face a mandatory sentence of life in prison without the possibility of parole. [12]

The racial difference led many to believe that the shooting was racially motivated, generating a widespread controversy.

The shooting deaths of Timothy Russell and Malissa Williams, two Black American individuals, occurred in East Cleveland, Ohio on November 29, 2012, at the conclusion of a 22-minute police chase which started in downtown Cleveland. Police claimed shots were fired at them as Russell and Williams drove by a squad car; however, this was their vehicle backfiring. Over 60 officers participated in a 23-mile police chase that ended in Russell and Williams' vehicle being surrounded. The victims had no weapon on them and police claimed they fired due to being fired at. Thirteen police officers fired at Russell and Williams 137 times while they were in their car at a parking lot of a middle school, killing both. In May 2014, one of the officers involved, Michael Brelo, was charged with two counts of voluntary manslaughter, and was acquitted by a Cuyahoga County judge of the charges on May 23, 2015.

On April 29, 2017, Jordan Edwards, a 15-year-old African-American boy, was murdered by police officer Roy Oliver in Balch Springs, Texas, within the Dallas-Fort Worth metroplex. Edwards was shot in the back of the head while riding in the front passenger's seat of a vehicle driving away from officers that attempted to stop it. He was unarmed during the encounter.

Occurring weeks after a high-profile manslaughter trial acquittal in the 2016 police killing of Philando Castile, also in the Minneapolis–Saint Paul metropolitan area, the shooting exacerbated existing tensions and attracted national and international press.

Atatiana Koquice Jefferson, a 28-year-old woman, was fatally shot inside her home by a police officer in Fort Worth, Texas, United States, in the early morning of October 12, 2019. Police arrived at her home after a neighbor called a non-emergency number, stating that Jefferson's front door was open. Police body camera footage showed officers walking outside the home with flashlights for a few minutes then one officer yells, "Put your hands up! Show me your hands!", while discharging his weapon through a window. Police found a handgun near Jefferson's body, which according to her eight-year-old nephew, she was pointing toward the window before being shot. On October 14, 2019, Officer Aaron Dean, the shooter, resigned from the Fort Worth Police Department and was arrested on a murder charge. On December 20, 2019, Dean was indicted for murder. Jefferson was black and the officer who shot her is white, prompting news outlets to compare Jefferson's shooting to the September 2018 murder of Botham Jean in nearby Dallas.

On March 13, 2020, Breonna Taylor, a 26-year-old African-American woman, was fatally shot in her Louisville, Kentucky apartment when at least seven police officers forced entry into the apartment as part of an investigation into drug dealing operations. Three Louisville Metro Police Department (LMPD) officers—Jonathan Mattingly, Brett Hankison, and Myles Cosgrove—were involved in the shooting. Taylor's boyfriend, Kenneth Walker, was inside the apartment with her when the plainclothes officers knocked on the door and then forced entry. The officers said that they announced themselves as police before forcing entry, but Walker said he did not hear any announcement, thought the officers were intruders, and fired a warning shot at them. The shot hit Mattingly in the leg, and the officers fired 32 shots in return. Walker was unhurt but Taylor, who was behind Walker, was hit by six bullets and died. During the incident, Hankison moved to the side of the apartment and shot 10 bullets through a covered window and glass door. According to police, Taylor's home was never searched.

Derek Michael Chauvin is a former police officer who murdered George Floyd, a 46-year-old African-American man, in Minneapolis, Minnesota. On May 25, 2020, Chauvin knelt on Floyd's neck for over nine minutes while Floyd was handcuffed and lying face down on the street, calling out "I can't breathe", during an arrest made with three other officers. Chauvin was dismissed by the Minneapolis Police Department (MPD) on May 26 and arrested on May 29. The murder set off a series of protests in Minneapolis–Saint Paul and across the rest of the United States, later spreading around the world.

On August 7, 2020, Julian Edward Roosevelt Lewis, an unarmed 60-year-old Black American carpenter, was fatally shot by white Georgia State Patrol officer Jacob Gordon Thompson, on a rural road in Screven County, Georgia. Thompson attempted to stop Lewis for driving a vehicle with a broken tail light. When Lewis failed to stop, Thompson performed a PIT maneuver to force Lewis's car into a ditch and shot Lewis once in the face. On August 14, Thompson was charged with felony murder.

A wave of civil unrest in the United States, initially triggered by the murder of George Floyd during his arrest by Minneapolis police officers on May 25, 2020, led to protests and riots against systemic racism in the United States, such as in the form of police violence and other forms of violence. Since then, numerous other incidents of police brutality have drawn continued attention and unrest in various parts of the country.

Marcellis Stinnette, a 19-year-old Black man, was fatally shot by police officer Dante Salinas in Waukegan, Illinois, United States shortly before midnight on October 20, 2020. He was the passenger in a vehicle that was stopped by police, who were attempting to arrest him on an outstanding warrant. According to police, the officer opened fire when the vehicle moved in reverse towards the officer. The driver, Tafarra Willams, was also wounded but survived. The officer has been fired, and another officer has been placed on administrative leave. Body camera, dashboard camera, and surveillance video of the incident has been publicly released, and the Illinois State Police and Federal Bureau of Investigation have opened investigations. Demonstrations were held in Waukegan in the ensuing days.

On April 5, 2021, Micronesian 16-year-old Iremamber Sykap was killed on Kalākaua Avenue when Honolulu police officer Geoffrey Thom fired 10 rounds at Sykap through the rear window of a stolen car after it had stopped at an intersection following a police pursuit. Thom was charged with second-degree murder for the shooting, and two other Honolulu Police Department officers were charged with attempted second-degree murder. The charges were dismissed in district court on August 18, 2021.

On April 15, 2023, 20-year-old Kaylin Gillis was murdered in Hebron, New York, after the car in which she was traveling turned onto the wrong driveway. The shooter, Kevin D. Monahan, was arrested after a standoff and taken into custody. On January 23, 2024, he was convicted of second-degree murder, and sentenced to 25 years to life in prison, plus a consecutive sentence of 1+3⁄4 to 4 years in prison on March 1, 2024.
