Kwamena Ahwoi (born 13 October 1951) [1] [2] is a Ghanaian academic and politician,who served as Minister for Local Government and Rural Development from 1990 to 2001 in the National Democratic Congress (NDC) government,during the reign of Jerry Rawlings. He also briefly served as Minister of Foreign Affairs in 1997,and was acting minister in that department during much of the 1990s.
He was born on Saturday 13 October 1951 at South Suntreso,Kumasi. He has eight siblings,among them is Kwasi Ahwoi and Ato Ahwoi. [3] He has two brothers and five sisters. He is a Fante Sefwi and the fourth child of eight children. His mother died in January 2020 at the age of 97 but his father died when he was still a young boy. [4]
He had his upbringing in Kumasi. He pursued his 'O level' at the Okuapeman School at Akropong Akuapem. He later continued to Opoku Ware School. [5]
From 1971 to 1974,Prof. Ahwoi was enrolled at the faculty of law at the University of Ghana. He studied Bachelor of Civil Law (BCL) on a Rhodes Scholarship at Oxford University as his post-graduate course in 1975. [6]
He became a full-time lecturer at the University of Ghana in the faculty of law from 1982 to 1993. On 31 December 1981,he was moderating a new year class in Legon when Jerry John Rawlings asked him to report to the Gonda Barracks of the Ghana armed Forces join the PNDC. [4] After spending time in politics he went back into academia,he is currently a lecturer at the Ghana Institute of Management and Public Administration,a tertiary institution in Ghana. [7] Ahwoi is a Governance Professor at the Ghana Institute of Management and Public Administration (GIMPA) School of Governance and Leadership. [8]
Between January and August 1982,he acted as the special aid to Chairman Jerry John Rawlings and his first major assignment was to join a delegation and negotiate with President Shehu Shagari of Nigeria to restore oil supply to Ghana. From 1982 to 1987,he managed the Judicial,and Quasal arms of the 4 June Revolution. Being among 27 people selected to develop a roadmap for development as the country was preparing to move into its Fourth Republic. They developed the District Political Authority and Modalities for District Level Election which was popularly called the 'Blue Book'. [5]
In the mid-1980s,he served as Director of the Office of Revenue Commissioners,Investigations and Tribunals. between 1982 and 1988 [9]
He was Secretary for Local Government and Rural Development and also acted as the acting secretary for Foreign Affairs during the PNDC regime. During his term in the office of foreign affairs,he attempted to unify the NDC with the National Reform Party in 2,and he sent troops to join the Nigerian-led ECOMOG in quelling the Sierra Leone Civil War after a coup in 1997. After the NDC lost in the election of 2000,Ahwoi was critical of the new New Patriotic Party government,and worked to reduce factionalism in the NDC.[ citation needed ] In 2005,he resigned as director of research for the NDC. As an academic and a knowledgeable politician Ahwoi has written four books in relation to local governance,decentralisation and history in Ghana's politics. [11] [8]
He is married with 4 children. [9]
John Kofi Agyekum Kufuor is a Ghanaian politician who served as the President of Ghana from 7 January 2001 to 7 January 2009. He became the Chairperson of the African Union from 2007 to 2008 and his victory over John Evans Atta Mills at the end of Jerry Rawlings' second term marked the first transition of power in Ghana from a democratic government to another democratic government.

The National Democratic Congress (NDC) is a social democratic political party in Ghana,founded by Jerry Rawlings,who was Head of State of Ghana from 1981 to 1993 and the President of Ghana from 1993 to 2001. Following the formation of the Provisional National Defence Council (PNDC),which ruled Ghana following the military coup d'état on 31 December 1981,there was pressure from the international community to restore democracy. The NDC was formed as the ruling party ahead of elections in 1992,in which Rawlings was elected president,and in 1996 Rawlings was re-elected as the NDC candidate. Rawlings' second term ended in 2001.
John Evans Fiifi Atta Mills was a Ghanaian politician and legal scholar who served as President of Ghana from 2009 until his death in 2012. He was inaugurated on 7 January 2009,having defeated the governing party candidate Nana Akufo-Addo in the 2008 Ghanaian presidential election. He was previously the Vice-President from 1997 to 2001 under President Jerry Rawlings,and he contested unsuccessfully in the 2000 and 2004 presidential elections as the candidate of the National Democratic Congress (NDC). He was the first Ghanaian head of state to die in office.

The Provisional National Defence Council (PNDC) was the name of the Ghanaian government after the People's National Party's elected government was overthrown by Jerry Rawlings,the former head of the Armed Forces Revolutionary Council,in a coup d'état on 31 December 1981. He remained in power until 7 January 1993. In a statement,Rawlings said that a "holy war" was necessary due to the PNP's failure to provide effective leadership and the collapse of the national economy and state services.

Martin Alamisi Burnes Kaiser Amidu is a Ghanaian politician and lawyer who served as Attorney General and Minister for Justice in Ghana from 2011 to 2012 and then as the First Special Prosecutor of the country from 2018 until his resignation in 2020,citing political interference by the President,Nana Akufo-Addo. Henry Romulus Sawyerr,was a Ghanaian politician and surveyor. He was Minister for Education from 1993 to 1997 in Jerry Rawlings' first presidential term of office,under the Fourth Republic. In the Second Republic,Sawyerr was Member of Parliament (MP) for Osu-Klottey as a non-party candidate. In the Third Republic,he was again elected MP but gave up the seat to be in Hilla Limann's cabinet as Minister for Transport and Communications from 1979 to 1981.
Paul Victor ObengKSG also known as P. V. Obeng was a Ghanaian mechanical engineer and politician. He was the chairman of the Kwame Nkrumah University of Science and Technology council. In 2010,he was appointed by the President John Atta Mills administration as Chairman of the National Development Planning Commission (NDPC). Until his death,he was the Senior Presidential Adviser at Presidency to President John Dramani Mahama. He served under President's Jerry John Rawlings,John Evans Atta Mills and John Dramani Mahama in different capacities. He was a member and coordinating secretary and chairman of the Committee of Secretaries of the Provisional National Defence Council. He died on 17 May 2014.
The Minister for Finance and Economic Planning is the Ghanaian government official responsible for the Ministry of Finance of Ghana. The Minister for Finance since January 2017 has been Ken Ofori-Atta,co-founder and former Chairman of the Databank Group in Ghana. Kwesi Botchwey stayed in office the longest,first under Jerry Rawlings as Secretary for Finance in the PNDC military government and then as Minister for Finance in the constitutionally elected Rawlings government at the beginning of the Fourth Republic and was in charge of the Economic Recovery Programme under the auspices of the World Bank which oversaw major economic reform in Ghana.
