The office of Vice-Chancellor of the University of London was created by the Royal Charter of 1836, which founded the university. The role of the vice-chancellorship at the university has varied over the years in light of the successive changes to the constitution of the University of London, and has been greatly influenced by its federal nature. The University of London is a federal public research university located in London, England, United Kingdom. The university was established by royal charter in 1836, as a degree-awarding examination board for students holding certificates from University College London and King's College London and "other such other Institutions, corporate or unincorporated, as shall be established for the purpose of Education, whether within the Metropolis or elsewhere within our United Kingdom", allowing it to be one of three institutions to claim the title of the third-oldest university in England, and moved to a federal structure in 1900. It is now incorporated by its fourth (1863) royal charter and governed by the University of London Act 2018. It was the first university in the United Kingdom to introduce examinations for women in 1869 and, a decade later, the first to admit women to degrees. In 1913, it appointed Caroline Spurgeon as only the second woman professor at a British university, and in 1948 was the first British university to appoint a woman as its vice chancellor. The university's member institutions house the oldest teaching hospitals in England.
The secretary of state for justice, also referred to as the justice secretary, is a secretary of state in the Government of the United Kingdom, with responsibility for the Ministry of Justice. The incumbent is a member of the Cabinet of the United Kingdom, second in the ministerial ranking, immediately after the Prime Minister. The first Johnson ministry began on 24 July 2019 when Queen Elizabeth II invited Boris Johnson to form a new administration, following the resignation of the previous Prime Minister Theresa May. May had resigned as Leader of the Conservative Party on 7 June 2019; Johnson was elected as her successor on 23 July 2019. The Johnson ministry was formed from the 57th Parliament of the United Kingdom, as a Conservative minority government. It lost its working majority on 3 September 2019 when Tory MP Dr Phillip Lee crossed the floor to the Liberal Democrats. An election was called for 12 December 2019, which led to the formation of a Conservative majority government, the second Johnson ministry.
