In the album's liner notes, Jim Harrison says, "This album has a musical range expanding in an arc from Bob Wills to Bob Marley with the Gulf somehow always there."

This album was a bit of a departure for Buffett, as he used a wider variety of instruments than in his previous work, including a prominent horn section and many percussion instruments. The Hot Water album was Buffett’s first in which he was clean shaven. He shaved off his signature mustache for a more modern look. The cover photo shows the singer-songwriter in a stylish suit, without the mustache that was his trademark that he used from 1973 to 1987. This is also the first album he recorded at his new studio in Key West, Florida, called Shrimpboat Sound.
