The Local Government Act 1948 (11 & 12 Geo. 6. c. 26) was an Act of the Parliament of the United Kingdom. It was passed during the Labour government of Clement Attlee.
This Act provided for general unearmarked grants to be provided to local authorities "as nearly as possible on the basis of financial need." [1] It established Exchequer Equalisation Grants (EEG) as the new block grant for local authorities. As noted by Ken Young and Nirmala Rao, these new grants were based on "the ratio between the average rateable value per head in each local authority and the average rateable value per head throughout the country." The purpose of the EEG formula was to ensure that no local authority would fall below a national minimum of financial resources. [2]
Section 132 of the Act allowed local authorities to spend up to the product of a 6d rate for the provision of music, drama, entertainment, and other cultural endeavours. According to Janet Minihan,
"Section 132 at last eliminated the need for special enabling legislation and gave local authorities uniform opportunities to encourage cultural activities throughout their districts." [3]
The Greater London Authority (GLA), colloquially known by the metonym City Hall, is the devolved regional governance body of Greater London, England. It consists of two political branches: an executive Mayor and the 25-member London Assembly, which serves as a means of checks and balances on the Mayor. Since May 2016, both branches have been under the control of the London Labour Party. The authority was established in 2000, following a local referendum, and derives most of its powers from the Greater London Authority Act 1999 and the Greater London Authority Act 2007.
The Community Charge, commonly known as the poll tax, was a system of local taxation introduced by Margaret Thatcher's government whereby each taxpayer was taxed the same fixed sum, with the precise amount being set by each local authority. It replaced domestic rates in Scotland from 1989, prior to its introduction in England and Wales from 1990. The abolition of the poll tax was announced in 1991 and it was replaced in 1993 by the current system of the Council Tax.
Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere. In addition, there are 31 police and crime commissioners, four police, fire and crime commissioners, and ten national park authorities with local government responsibilities. Local government is not standardised across the country, with the last comprehensive reform taking place in 1974.
Rates are a type of property tax system in the United Kingdom, and in places with systems deriving from the British one, the proceeds of which are used to fund local government. Some other countries have taxes with a more or less comparable role, like France's taxe d'habitation.
Clement Attlee was invited by King George VI to form the Attlee ministry in the United Kingdom in July 1945, succeeding Winston Churchill as Prime Minister of the United Kingdom. The Labour Party had won a landslide victory at the 1945 general election, and went on to enact policies of what became known as the post-war consensus, including the establishment of the welfare state and the nationalisation of 20 percent of the entire economy. The government's spell in office was marked by post-war austerity measures; the crushing of pro-independence and communist movements in Malaya; the grant of independence to India, Pakistan, Ceylon, and Burma; the engagement in the Cold War against Soviet Communism; and the creation of the country's National Health Service (NHS).
Harold Wilson was appointed Prime Minister of the United Kingdom by Queen Elizabeth II on 16 October 1964 and formed the first Wilson ministry, a Labour government, which held office with a thin majority between 1964 and 1966. In an attempt to gain a workable majority in the House of Commons, Wilson called a new election for 31 March 1966, after which he formed the second Wilson ministry, a government which held office for four years until 1970.
The London Government Act 1899 was an act of the Parliament of the United Kingdom that reformed the administration of the capital. The act divided the County of London into 28 metropolitan boroughs, replacing the 42 local authorities administering the area. The legislation also transferred a few powers from the London County Council to the boroughs, and removed a number of boundary anomalies. The first elections to the new boroughs were held on 1 November 1900.
The Town and Country Planning Act 1947 was an Act of Parliament in the United Kingdom passed by the Labour government led by Clement Attlee. It came into effect on 1 July 1948, and along with the Town and Country Planning (Scotland) Act 1947 was the foundation of modern town and country planning in the United Kingdom.
Business rates in England, or non-domestic rates, are a tax on the occupation of non-domestic property. Rates are a property tax with ancient roots that was formerly used to fund local services that was formalised with the Vagabonds Act 1572 and superseded by the Poor Relief Act 1601. The Local Government Finance Act 1988 introduced business rates in England and Wales from 1990, repealing its immediate predecessor, the General Rate Act 1967. The act also introduced business rates in Scotland but as an amendment to the existing system, which had evolved separately to that in the rest of Great Britain. Since the establishment in 1997 of a Welsh Assembly able to pass legislation, the English and Welsh systems have been able to diverge. In 2015, business rates for Wales were devolved.
The Third Labour Government of New Zealand was the government of New Zealand from 1972 to 1975. During its time in office, it carried out a wide range of reforms in areas such as overseas trade, farming, public works, energy generation, local government, health, the arts, sport and recreation, regional development, environmental protection, education, housing, and social welfare. Māori also benefited from revisions to the laws relating to land, together with a significant increase in a Māori and Island Affairs building programme. In addition, the government encouraged biculturalism and a sense of New Zealand identity. However, the government damaged relations between Pākehā and Pasifika New Zealanders by instituting the Dawn Raids on alleged overstayers from the Pacific Islands; the raids have been described as "the most blatantly racist attack on Pacific peoples by the New Zealand government in New Zealand’s history". The government lasted for one term before being defeated a year after the death of its popular leader, Norman Kirk.
The Minister for London is a United Kingdom Government ministerial post in His Majesty's Government. The officeholder is responsible for policy relating to London including informing Members of Parliament in the House of Commons on the activities of the Greater London Authority. The role is currently vacant as of 5 July 2024.
An assured tenancy is a legal category of residential tenancy to an individual in English land law. Statute affords a tenant under an assured tenancy a degree of security of tenure. A tenant under an assured tenancy may not be evicted without a reasonable ground in the Housing Act 1988 and, where periodic changes in rent are potentially subject to a challenge before a rent assessment committee.
Public water supply and sanitation in England and Wales has been characterised by universal access and generally good service quality. In both England and Wales, water companies became privatised in 1989, although Dwr Cymru operates as a not-for-profit organisation. Whilst independent assessments place the cost of water provision in Wales and England as higher than most major countries in the EU between 1989 and 2005, the government body responsible for water regulation, together with the water companies, have claimed improvements in service quality during that period.
The National Assistance Act 1948 is an Act of Parliament passed in the United Kingdom by the Labour government of Clement Attlee. It formally abolished the Poor Law system that had existed since the reign of Elizabeth I, and established a social safety net for those who did not pay national insurance contributions and were therefore left uncovered by the National Insurance Act 1946 and the National Insurance Act 1946. It also provided help to elderly Britons who required supplementary benefits to make a subsistence living, and obliged local authorities to provide suitable accommodation for those who through infirmity, age, or any other reason were in need of care and attention not otherwise available. The legislation also empowered local authorities to grant financial aid to organizations of volunteers concerned with the provision of recreational facilities or meals.
The history of rent control in England and Wales is a part of English land law concerning the development of rent regulation in England and Wales. Controlling the prices that landlords could make their tenants pay formed the main element of rent regulation, and was in place from 1915 until its abolition by the Housing Act 1988.
A property tax known as "rates" has been levied in Hong Kong since 1845. The tax applies to all domestic and commercial properties unless exempted, and is based upon the rental value of the property, re-assessed each year. Formerly part of the revenue went to the Urban Council and, from 1986, the Regional Council, but since 2000 the whole amount goes to the Hong Kong Government.
Rates are a tax on property in the United Kingdom used to fund local government. Business rates are collected throughout the United Kingdom. Domestic rates are collected in Northern Ireland and were collected in England and Wales before 1990 and in Scotland before 1989.
Public housing in the United Kingdom, also known as council housing or social housing, provided the majority of rented accommodation until 2011, when the number of households in private rental housing surpassed the number in social housing. Dwellings built for public or social housing use are built by or for local authorities and known as council houses. Since the 1980s non-profit housing associations became more important and subsequently the term "social housing" became widely used, as technically council housing only refers to housing owned by a local authority, though the terms are largely used interchangeably.
The Local Government (Rating) Act 2002 of New Zealand is an Act of New Zealand's Parliament that empowers Local Government bodies to levy property taxes on property owners within their jurisdictions. These property taxes are called rates. They are assessed annually and usually paid in four equal instalments.
Kenneth George Young FAcSS FRHistS was a British political scientist and historian who was Professor of Public Policy at King's College London in its Department of War Studies. Earlier he was instrumental in the creation of the Department of Political Economy at KCL in 2010, and was its founding head of department.
