Muthuvelayudha Perumal Appavu is an Indian politician and Member of the Legislative Assembly (MLA) in Tamil Nadu. He is the current Speaker of Tamil Nadu Legislative Assembly. He has contested in the Radhapuram state assembly constituency and won four times. [1]

Political career

Appavu has been described by The Hindu as a regional "heavyweight" of the Indian National Congress (INC) who joined a splinter group, then stood for election as an independent during a period of intra-party troubles, and eventually transferred his allegiance to the Dravida Munnetra Kazhagam (DMK). [2] He has been elected to the Tamil Nadu legislative assembly as a Tamil Maanila Congress (Moopanar) candidate from Radhapuram in the 1996 election, [3] as an independent candidate in 2001 [4] and as a DMK candidate in 2006. [5]

The Radhapuram constituency was not contested by the DMK in the 2011 elections because they entered into an alliance with the INC. [6] In the 2016 elections, Appavu again contested the seat as a DMK candidate. In a surprise result, he lost by 49 votes to I. S. Inbadurai of the All India Anna Dravida Munnetra Kazhagam (AIADMK). [7] This was the narrowest losing margin in the state [8] and he appealed against the outcome, arguing amongst other things that the Returning Officer had improperly rejected some postal votes. [9] He had staged a protest regarding the matter at the time of the count, which led to him being evicted from the building. [10]

He contested the 2021 assembly election from Radhapuram constituency as a DMK candidate and won with a margin of about 5000 votes. [11]

In May 2021, he was elected unopposed as the speaker of the 16th Tamil Nadu Legislative Assembly. [12]

Campaigning

Appavu's campaigning for farmers' rights has led him to file Public Interest Litigation papers on several occasions. [9] In 2013, he spoke in court of the need to impose minimum price controls on agricultural produce in order to reduce the alleged incidence of suicide among farmers and to prevent profiteering by middlemen. He also wanted an improved agricultural insurance scheme to ward against the effects of crop losses that occurred as a consequence of natural events. [13]

Appavu has also been associated with matters relating to water supplies and was responsible for the introduction of drinking water schemes that use the Ponnankurichi and Tamirabarani rivers. [2] In 2017, he won an order at the Madras High Court that the Government of Tamil Nadu should comply with the court's instructions of 2002 to investigate the relationship between incidences of water scarcity and the practice of river sand quarrying for construction purposes. [14] At the same time, he was campaigning against water extraction from the Tamirabarani river by businesses associated with PepsiCo and Coca-Cola. He argued that the government was preferring the needs of the businesses over those of the population in area where water was scarce. He said that while other businesses that took more water were justified in doing so, the soft drinks businesses were exploitative because they were "commodifying water by fetching it for a minuscule price and selling it later for an astronomically higher price". [15]

There was some controversy in 2009 when there was an attempt to name a bus-stand in Radhapuram after the parents of DMK leader, Karunanidhi, and to erect statues commemorating them. The AIADMK claimed that the DMK-led government was facilitating the idea but the government said that the project was led by Appavu and 90 per cent funded by him. [16] After much back-and-forth disputation, the stand was eventually named in honour of K. Kamaraj in 2010. [17]

The thirteenth legislative assembly election, of Tamil Nadu was held on 8 May 2006. It was held for all 234 constituencies to elect the government in the state for the following five years. The votes were counted three days later on 11 May 2006 and all the results were out by the end of the day. The Dravida Munnetra Kazhagam-led (DMK) front won the elections, with the DMK emerging as the single-largest party with 96 seats, and its leader, M Karunanidhi was sworn in as Chief Minister for a fifth and final term. This election marked the first time the state saw a hung assembly with no party gaining a majority of its own. As a result, DMK formed a minority government with its allies, which is the first in the state since the 1952 election. 13th Assembly was instituted due to this election.

By-elections to nine state assembly constituencies were held in Tamil Nadu, in four separate phases. The election for Thirumangalam was held on 9 January and for Bargur, Thondamuthur, Ilaiyangudi, Cumbum, and Srivaikuntam constituencies on 18 August. Also, the election took place for Vandavasi and Tiruchendur constituency on 19 December 2009 and finally for Pennagaram constituency on 27 March 2010. Dravida Munnetra Kazhagam (DMK) defeated All India Anna Dravida Munnetra Kazhagam (AIADMK) in Thirumangalam in the first phase and kept the winning momentum in the following general election.

S. Madhavan was an Indian politician and former Member of the Legislative Assembly of Tamil Nadu. He was elected to join the Tamil Nadu legislative assembly as a Dravida Munnetra Kazhagam candidate from the Thirukoshtiyur constituency in the 1962 election, from the Tiruppattur constituency in 1967 and 1971, and as an Anna Dravida Munnetra Kazhagam candidate in 1984 election.

R. M. Veerappan, also referred to as RMV or Rama Veerappan, was an Indian film producer, screenwriter and politician from the Indian state of Tamil Nadu. He was the founder and leader of the MGR Kazhagam party. He served as a Cabinet Minister in five governments from 1977 to 1996, was a three-time Member of Legislative Council and a two-time Member of the Legislative Assembly. He was the Leader of the House for Legislative Assembly and Leader of ADMK party of the Legislative Council. He was the architect behind the ADMK organization, unified the MGR fan clubs for the party formation. He was called as the 'Chanakya' of AIADMK politics in the 70's and 80's.

R. S. Raja Kannappan, formerly known as S. Kannappan, is an Indian politician and Minister for Backward Classes Welfare and Higher Education. He also served as the Minister for Khadi and Village Industries from 2022 to 2023, Minister of Transport, Nationalised Transport, Motor Vehicles Act in the period 2021- March 2022 and also former Minister of Public Works, Highways and Electricity during 1991–1996. The Fourteenth Legislative Assembly Election was held on 13 April 2011 to elect members from 234 constituencies in the Indian state of Tamil Nadu. Results were released on 13 May 2011. Two major parties Dravida Munnetra Kazhagam (DMK) and All India Anna Dravida Munnetra Kazhagam (AIADMK) faced the election as coalitions of multiple political parties: DMK front consisted of 8 parties and the AIADMK of 11 parties. Vijayakanth's Desiya Murpokku Dravida Kazhagam (DMDK), which had contested the previous elections independently, allied with the AIADMK coalition. Marumalarchi Dravida Munnetra Kazhagam boycotted the election following a disagreement with Jayalalithaa over seat-sharing. The outgoing Karunanidhi government was noted for the construction of new assembly building in Chennai, execution of various developmental projects, and implementation of programmes including free health care for the poor and issuance of a range of freebies such as color television to all. However, these were heavily overshadowed by other major issues such as incessant power cuts in households and industries, excessive sand mining, increasing prices of essential items, 2G spectrum case and undue influence of Karunanidhi's extended family in various aspects of Tamil politics and business and even media.

R. Kumaraguru is an Indian politician from the All India Anna Dravida Munnetra Kazhagam and member of the Tamil Nadu Legislative Assembly from the Ulundurpet constituency. He has been elected as a member of legislative assembly for the third consecutive time since 2006 assembly elections. He defeated the Vijayakanth, founder of DMDK party during 2016 assembly elections. He represents the Anna Dravida Munnetra Kazhagam party. As an AIADMK candidate in the 2006 elections, he was elected as a member of the Tamil Nadu Legislative Assembly from the Thirunavalur assembly constituency which was eliminated during the constituency reorganization. Later, 2011 to 2016 he contested the Ulundurpet assembly election for the second time in 2016 and won as a member of the assembly after 2016 to 2021. In this election, he defeated the leader of the opposition party, the leader of the DMDK Party of India, Vijayakanth and third time winner of Tamil Nadu Legislative Assembly in Ulundurpet constituency. He later contested the Ulundurpet assembly constituency from 2021 to 2026 on behalf of All India Anna Dravida Munnetra Kazhagam against DMK and lost by a margin of 5,256 votes and 2.17%.

S. Gunasekaran is an Indian politician and a former Member of the Legislative Assembly of Tamil Nadu from Sivaganga constituency.

L. Santhanam is an Indian politician and was a Member of the Legislative Assembly (MLA) of Tamil Nadu. He was elected to the Tamil Nadu legislative assembly as a Dravida Munnetra Kazhagam (DMK) candidate from Sholavandan constituency in the 1996 election and from the Usilampatti constituency in 2001 as a candidate of the All India Forward Bloc (AIFB). He stood again for the Sholavandan seat in the 2006, this time as a candidate for the All India Anna Dravida Munnetra Kazhagam, and lost to P. Moorthy of the DMK.

R. Sivaraman was an Indian politician and a Member of the Legislative Assembly. He was elected to the Tamil Nadu legislative assembly as a Dravida Munnetra Kazhagam (DMK) candidate from Tiruppattur (194) constituency in the 1996 election.

By-elections to eighteen state assembly constituencies were held in Tamil Nadu on 18 April 2019 together with 2019 Indian general election. It was considered to be mini-assembly election battle for the power in Tamil Nadu. The ruling government had to prove its majority while the opposition was trying hard to get maximum seats. There were 22 seats vacant in the Tamil Nadu assembly, By-election took place in two phases and in the first phase for 18 assembly constituencies together with Lok Sabha general election on 18 April 2019 in the state. Remaining 4 assembly constituencies election was held on 19 May. The counting of votes was conducted on 23 May, and on the same day the results were announced. Then the by-elections for 2 seats Vikravandi and Nanguneri were conducted on 21 October 2019
