ALBA (Bolivarian Alliance for the Americas) has 10 member states and three observer states. In addition, Suriname is a "special guest member" which intends to become a full member. [1]
When it was launched, ALBA had two member states, Venezuela and Cuba. [2] Subsequently, a number of other Latin American and Caribbean nations have entered into this Peoples' Trade Agreement (Spanish: Tratado de Comercio de los Pueblos, or TCP) which aims to implement the principles of ALBA.
President Evo Morales, of poor but natural gas-rich Bolivia, joined the TCP on 29 April 2006, only days before he announced his intention to nationalize Bolivia's hydrocarbon assets. [3] Bolivia is a member of both UNASUR and ALBA, thus its attitude is crucial to relations between the two, says Marion Hörmann, since Bolivia is traditionally seen as a mediator between the Andean countries and the rest of South America. [4] Venezuela and Ecuador are also members of UNASUR.[ citation needed ]
Newly elected President Daniel Ortega of Nicaragua signed the agreement in January 2007. However, Nicaragua is also a member of the Central America Free Trade Agreement (CAFTA).
Ecuador officially joined in June 2009. [5]
In January 2008, the Caribbean island nation of Dominica joined ALBA. [6]
In April 2009, Saint Vincent and the Grenadines was accepted as the seventh member of ALBA, while Grenada stated publicly that it was not yet ready to join the bloc. [7]
In June 2009, the Prime Minister of Jamaica said he would seek to address the future of the Caribbean Community (CARICOM) given the effects of ALBA and Trinidad and Tobago's proposed political union with the OECS on the Caribbean Community as the two main elements he says will have a "destabilising effect" on the Caribbean Community (CARICOM) bloc. [8]
Antigua and Barbuda, Ecuador and Saint Vincent and the Grenadines formally joined ALBA on 24 June 2009. [9]
On 25 August 2008, Honduran President Manuel Zelaya signed an agreement to join the ALBA, with a rally in front of the Presidential House that was attended by many of the presidents of the countries that are part of ALBA, including Chávez and Morales. [10] The Honduran congress –led by Roberto Micheletti, [11] who later became Zelaya's main political enemy, and president of the interim government after the 2009 Honduran coup d'état –approved ALBA on 9 October 2008. [12] [13] On 16 December 2009, the Honduran congress met to withdraw the country from the ALBA, claiming a "lack of respect" from Venezuela since the country's joining in 2008, citing in particular Hugo Chavez' remarks about a potential invasion of Honduras to restore Manuel Zelaya to office, after he was removed on 28 June 2009 in the 2009 Honduran coup d'état. Withdrawal from ALBA was ratified by the Honduran Congress on 13 January 2010. Economic relations with Venezuela continue, including via Petrocaribe. [14]
Saint Lucia joined as a full member on 30 July 2013. [15] Grenada and Saint Kitts and Nevis became members on 14 December 2014. [16] With their accession, all independent countries in the Lesser Antilles except Barbados and Trinidad and Tobago are now members.
Ecuador announced its withdrawal from ALBA on 23 August 2018. [17]
Bolivia's interim government withdrew in November 2019 during the political crisis, [18] but rejoined following the 2020 Bolivian general election. [19]

Petrocaribe was a regional oil procurement agreement between Venezuela and Caribbean member states. The trade organization was founded on 29 June 2005 in Puerto La Cruz, Venezuela during Hugo Chavez' presidency. Venezuela offered member states oil supplies on a concessionary financial agreement. Petrocaribe has been part of the "pink tide" in Latin America seeking to achieve post-neoliberal development in the region. In 2013 Petrocaribe established links with the Bolivarian Alliance for the Americas (ALBA) aiming to go beyond oil trade and promoting economic cooperation. The deal fell apart by 2019 after dwindling oil production, corruption, and oil price fluctuations took their toll.

The Honduran military ousted the President, and the National Congress read a letter of resignation, which was refuted two minutes later by Manuel Zelaya in conversation with CNN en Español; days later, the coup-plotters claimed that the Supreme Court had ordered to forcefully detain President Manuel Zelaya because "he was violating the Honduran constitution"; Zelaya was exiled rather than arrested. Micheletti, constitutionally next in line for the presidency, was sworn in as president by the National Congress a few hours after Zelaya was sent into exile by the Honduran military. He was not acknowledged as de jure president by any government or international organization. The 2009 general election took place as planned in November and elected Porfirio Lobo Sosa to succeed Micheletti.

The 2009 Honduran constitutional crisis was a political dispute over plans to either rewrite the Constitution of Honduras or write a new one.
International reaction to the 2009 Honduran coup d'état of June 28, 2009, was that the coup was widely repudiated around the globe. The United Nations, every other country in the Western Hemisphere and others, publicly condemned the military-led 2009 Honduran coup d'état and ouster of Honduran President Manuel Zelaya as illegal and most labelled it a coup d'état. The Obama administration, along with all other governments in the hemisphere, branded the action a "coup." Every country in the region, except the United States, withdrew their ambassadors from Honduras. All ambassadors of the European Union were recalled. Venezuela said it would suspend oil shipments, and Honduras's neighbors — El Salvador, Guatemala and Nicaragua - stopped overland trade for 48 hours. The World Bank and Inter-American Development Bank suspended lending to Honduras.
The 2009 Honduran constitutional crisis was a political confrontation concerning the events that led to, included, and followed the 2009 Honduran coup d'état and the political breakdown associated with it. The coup was repudiated around the globe, but Roberto Micheletti, head of the government installed after the coup, has claimed that the Honduran Supreme Court ordered the detention of Manuel Zelaya, deposed President of Honduras, and that the following succession was constitutionally valid.
The Honduran fourth ballot box referendum was a planned non-binding referendum by Honduran president Manuel Zelaya to gauge public opinion on a second, binding referendum aimed at convening a constitutional assembly. The referendum would have run concurrently with the November 2009 presidential, congressional, and mayoral elections. Some Hondurans opposed the plan, including many politicians from the two largest parties. When Zelaya pushed ahead with plans for this referendum on whether to include a fourth ballot box, the Supreme Court issued a warrant for his arrest and the army expelled him from the country in a coup d'état on June 28, precipitating the 2009 Honduran constitutional crisis.
