Sir Michael Alan Willcocks, KCB , CVO (born 27 July 1944) is a retired officer of the British Army and former Gentleman Usher of the Black Rod for the Parliament of the United Kingdom's House of Lords.
Willcocks was commissioned into the Royal Regiment of Artillery in 1964. [1] He was appointed Commanding Officer of 1st Regiment Royal Horse Artillery in 1983. [1]
Willcocks became Deputy Assistant Chief of Staff at Headquarters UK Land Forces in 1985,Assistant Chief of Staff for Intelligence/Operations at Headquarters UK Land Forces in 1988 and Commander Royal Artillery for the 4th Armoured Division in 1989. [1] He went on to be Assistant Chief of Staff for Land Operations at the Joint War Headquarters for the Gulf War in 1991,Director of Army Plans and Programme at the Ministry of Defence in 1991 and Director-General Land Warfare at the Ministry of Defence in 1993. [1]
Willcocks was then appointed Chief of Staff for the Allied Command Europe Rapid Reaction Corps in 1994,Chief of Staff for the Land Component of the Peace Implementation Force (IFOR) in Bosnia and Herzegovina in 1995 and Assistant Chief of the General Staff in 1996. [1] His last appointments were as Deputy Commander (Operations) for the Stabilization Force (SFOR) in Bosnia and Herzegovina from 1999 and as UK military representative to NATO and the European Union from 2000 until his retirement in 2001. [1]
Willcocks was appointed Gentleman Usher of the Black Rod on 9 May 2001. After seven years in this post,he announced in late 2008 that he was stepping down from the role, [2] and relinquished the post on 29 April 2009. [3]
At Willcocks' first State Opening of Parliament,Dennis Skinner,MP,famous for interrupting Black Rod,said "You're nowt but a midget!" At Willcocks' last State Opening,Skinner asked,"any Tory moles at the Palace?",referring to the controversial then-recent arrest of Conservative MP Damian Green in connection with an investigation about receiving confidential information from a civil servant at the Home Office who had been a former Conservative Party candidate. In a mild,but highly memorable breach of protocol,Willcocks responded (interruptions are supposed to be ignored) "I shall miss you,Dennis",receiving laughter from other MPs. [4] As Black Rod,Willcocks oversaw the Queen Mother's lying-in-state at Westminster Hall. [5]
Willcocks was appointed a Knight Commander of the Order of the Bath in the 2000 New Year Honours. [6] The Queen invested him with the insignia of a Commander of the Royal Victorian Order on his retirement as Black Rod on 29 April 2009. [3] He is also a Knight Commander of Merit with Star of the Sacred Military Constantinian Order of St George. [7]
Willcocks is also the current Charter Commissioner for the Press Complaints Commission. [8]
The usher of the Black Rod is an official in the parliaments of several countries of the Commonwealth of Nations. The title is often shortened to Black Rod,and in some countries,formally known as Gentleman Usher of the Black Rod if male,or Lady Usher of the Black Rod if female. The position originates in the House of Lords in the Parliament of the United Kingdom. Equivalent positions also exist in Australia,Canada and New Zealand.
Field Marshal Charles Ronald Llewelyn Guthrie,Baron Guthrie of Craigiebank,is a retired senior officer of the British Army who served as Chief of the General Staff from 1994 to 1997 and Chief of the Defence Staff from 1997 until his retirement in 2001.
Field Marshal Michael John Dawson Walker,Baron Walker of Aldringham,is a retired British Army officer. Commissioned in 1966,he served in Cyprus,Northern Ireland,and in a variety of staff posts in the United Kingdom until 1984. After being given command of a battalion,he was mentioned in despatches for his service during a second tour of duty in Northern Ireland,this time in Derry,and subsequently served a tour on Gibraltar. He was promoted to brigadier,unusually having never held the rank of colonel,and took command of 20th Armoured Brigade in Germany before becoming I Corps chief of staff.

Sir Ian David Macfadyen,is a senior Royal Air Force officer,a former Lieutenant Governor of the Isle of Man (2000–05) and Constable and Governor of Windsor Castle (2009–14).
Air Chief Marshal Sir John Shakespeare Allison,is a retired senior Royal Air Force (RAF) commander. He was the Gentleman Usher to the Sword of State.
Air Chief Marshal Sir George Holroyd Mills,was a senior Royal Air Force commander. After his retirement from the RAF,Mills served as Black Rod in the Houses of Parliament until 1970. He was also a trustee of the Imperial War Museum.
Air Chief Marshal Sir John Gingell,was a senior Royal Air Force commander and Gentleman usher of the Black Rod.
General John Nicholas Reynolds Houghton,Baron Houghton of Richmond,is a retired senior British Army officer and former Chief of the Defence Staff (CDS) of the British Armed Forces. He was appointed CDS in July 2013,following the retirement of General Sir David Richards. He served as Commanding Officer of the 1st Battalion,the Green Howards in Northern Ireland during The Troubles and later became Commander of the 39th Infantry Brigade in Northern Ireland. He deployed as Senior British Military Representative and Deputy Commanding General,Multi-National Force –Iraq during the Iraq War. Later,he became Chief of Joint Operations at Permanent Joint Headquarters and served as Vice-Chief of the Defence Staff until assuming the position of CDS. Houghton retired from the British Army in July 2016,and was succeeded as CDS by Air Chief Marshal Sir Stuart Peach.
General David Julian Richards,Baron Richards of Herstmonceux,is a retired senior British Army officer and Peer who was formerly the Chief of the Defence Staff,the professional head of the British Armed Forces. He succeeded Air Chief Marshal Sir Jock Stirrup in this role on 29 October 2010.
