A mobile phone jammer or blocker is a device which deliberately transmits signals on the same radio frequencies as mobile phones, disrupting the communication between the phone and the cell-phone base station, effectively disabling mobile phones within the range of the jammer, preventing them from receiving signals and from transmitting them. Jammers can be used in practically any location, but are found primarily in places where a phone call would be particularly disruptive because silence is expected, such as entertainment venues.

Because they disrupt the operations of legitimate mobile phone services, the use of such blocking devices is illegal in many jurisdictions, especially without a licence. When operational, such devices also block access to emergency services.

Legality

Since these jammers actively broadcast radio signals, they may or may not be legal to possess or operate based on the specific laws of the area one is in.

Ultra high frequency (UHF) is the ITU designation for radio frequencies in the range between 300 megahertz (MHz) and 3 gigahertz (GHz), also known as the decimetre band as the wavelengths range from one meter to one tenth of a meter. Radio waves with frequencies above the UHF band fall into the super-high frequency (SHF) or microwave frequency range. Lower frequency signals fall into the VHF or lower bands. UHF radio waves propagate mainly by line of sight; they are blocked by hills and large buildings although the transmission through building walls is strong enough for indoor reception. They are used for television broadcasting, cell phones, satellite communication including GPS, personal radio services including Wi-Fi and Bluetooth, walkie-talkies, cordless phones, satellite phones, and numerous other applications.

Wireless communication is the transfer of information (telecommunication) between two or more points without the use of an electrical conductor, optical fiber or other continuous guided medium for the transfer. The most common wireless technologies use radio waves. With radio waves, intended distances can be short, such as a few meters for Bluetooth or as far as millions of kilometers for deep-space radio communications. It encompasses various types of fixed, mobile, and portable applications, including two-way radios, cellular telephones, personal digital assistants (PDAs), and wireless networking. Other examples of applications of radio wireless technology include GPS units, garage door openers, wireless computer mouse, keyboards and headsets, headphones, radio receivers, satellite television, broadcast television and cordless telephones. Somewhat less common methods of achieving wireless communications involve other electromagnetic phenomena, such as light and magnetic or electric fields, or the use of sound.

Electromagnetic interference (EMI), also called radio-frequency interference (RFI) when in the radio frequency spectrum, is a disturbance generated by an external source that affects an electrical circuit by electromagnetic induction, electrostatic coupling, or conduction. The disturbance may degrade the performance of the circuit or even stop it from functioning. In the case of a data path, these effects can range from an increase in error rate to a total loss of the data. Both human-made and natural sources generate changing electrical currents and voltages that can cause EMI: ignition systems, cellular network of mobile phones, lightning, solar flares, and auroras. EMI frequently affects AM radios. It can also affect mobile phones, FM radios, and televisions, as well as observations for radio astronomy and atmospheric science.

Radio jamming is the deliberate blocking of or interference with wireless communications. In some cases, jammers work by the transmission of radio signals that disrupt telecommunications by decreasing the signal-to-noise ratio.

A cellular repeater is a type of bi-directional amplifier used to improve cell phone reception. A cellular repeater system commonly consists of a donor antenna that receives and transmits signal from nearby cell towers, coaxial cables, a signal amplifier, and an indoor rebroadcast antenna.

A Central Equipment Identity Register (CEIR) is a database of mobile equipment identifiers. Such an identifier is assigned to each SIM slot of the mobile device.

The United States 700 MHz FCC wireless spectrum auction, officially known as Auction 73, was started by the Federal Communications Commission (FCC) on January 24, 2008 for the rights to operate the 700 MHz radio frequency band in the United States. The details of process were the subject of debate among several telecommunications companies, including Verizon Wireless, AT&T Mobility, as well as the Internet company Google. Much of the debate swirled around the open access requirements set down by the Second Report and Order released by the FCC determining the process and rules for the auction. All bidding was required by law to commence by January 28.

A mobile phone signal is the signal strength received by a mobile phone from a cellular network. Depending on various factors, such as proximity to a tower, any obstructions such as buildings or trees, etc. this signal strength will vary. The StingRay is an IMSI-catcher, a cellular phone surveillance device, manufactured by Harris Corporation. Initially developed for the military and intelligence community, the StingRay and similar Harris devices are in widespread use by local and state law enforcement agencies across Canada, the United States, and in the United Kingdom. Stingray has also become a generic name to describe these kinds of devices.

Calunnia, meaning "calumny", is a criminal offence under Article 368 of the Italian Penal Code, which states:

Anyone who with a denunciation, complaint, demand or request, even anonymously or under a false name, directs a judicial authority or other authority that has an obligation to report, to blame someone for a crime who he knows is innocent, that is he fabricates evidence against someone, shall be punished with imprisonment from two to six years. The penalty shall be increased if the accused blames someone of a crime for which the law prescribes a penalty of imprisonment exceeding a maximum of ten years, or another more serious penalty. The imprisonment shall be from four to twelve years if the act results in a prison sentence exceeding five years, from six to twenty years if the act results in a life sentence.

In most jurisdictions, prison inmates are forbidden from possessing mobile phones due to their ability to communicate with the outside world and other security issues. Mobile phones are one of the most smuggled items into prisons. They provide inmates the ability to make and receive unauthorized phone calls, send email and text messages, use social media, and follow news pertaining to their case, among other forbidden uses.

<span class="mw-page-title-main">Cellphone surveillance</span> Interception of mobile phone activity

Cellphone surveillance may involve tracking, bugging, monitoring, eavesdropping, and recording conversations and text messages on mobile phones. It also encompasses the monitoring of people's movements, which can be tracked using mobile phone signals when phones are turned on.

Managed access is managing cellular network access from contraband phones within a corrections facility. Managed access differs from cellular jamming technologies, which are outlawed in the United States. A managed access system functions like a femtocell or low-power cell tower which passes calls to cellular carriers; however, only communications from approved devices and emergency calling are allowed. The managed access signal appears as an extension of nearby commercial cellular signals; once a phone connects to the network its identifying information is compared with approved devices and communications are accepted or denied. Managed access networks work with commercial cellular signals including 2G, 3G, 4G/LTE, and WiMAX.
