Dr Moses Ebuk is a Ugandan neurophysiologist, academic and diplomat.

In 2005, Ebuk was appointed as Ambassador of Uganda to the Democratic Republic of the Congo after President of Uganda Yoweri Museveni's first appointment, Jacob Okello, had his appointment rejected by the Democratic Republic of Congo government in Kinshasa. [2] [3]
On 11 September 2008, Ebuk was appointed by President of Uganda Yoweri Museveni as Ambassador of Uganda to Russia. [4] He presented his diplomatic credentials to President of Russia Dmitry Medvedev on 27 February 2009. [5]
The politics of Uganda occurs in an authoritarian context. Since assuming office in 1986 at the end of the Ugandan civil war, Yoweri Museveni has ruled Uganda as an autocrat. Political parties were banned from 1986 to 2006 in the wake of the 2005 Ugandan multi-party referendum which was won by pro-democracy forces. Saleh's name has surfaced in controversies regarding corruption, including being implicated by the UN Security Council for plundering natural resources in Democratic Republic of the Congo.

She is a member of the National Resistance Movement(NRM) the party in political leadership in Uganda under the chairmanship of Yoweri Kaguta Museveni president of the republic of Uganda. She was appointed as a state minister for Economic monitoring in 2009 by President museveni her appointment was blocked by the parliament of Uganda.
