The Multinational Specialized Unit (MSU), is a unit of the Italian Carabinieri, dedicated to the military missions abroad, including the military and civilian police tasks, peacekeeping operations, crowd and riot control. [1]

Contents

After its creation in 1998, MSU units took part in many different NATO operations, in Albania, Kosovo, Bosnia Herzegovina and Iraq.

History

Initially it has employed members of the 7th Carabinieri Regiment "Trentino-Alto Adige", the 13th Carabinieri Regiment "Friuli-Venezia Giulia" and the 1st Parachute Carabinieri Regiment "Tuscania". During the next years it has employed members from all over Italy, from every other Carabinieri units.

Bosnia and Herzegovina

The first mission where MSU was involved was the NATO-SFOR, in Bosnia and Herzegovina during the Yugoslav Wars. MSU was composed by Italian Carabinieri and members of the Romanian Military Police, among soldiers of Austria, Hungary and Slovenia. [2]

Albania

After the tension in the Balkan area, during the Yugoslav Wars, in particular in the northern part of Kosovo a MSU detachment was deployed in Albania during Operation Allied Harbor, to aid the country in the refugees management. The mission was codenamed AFOR. [3]

Iraq

During the NATO Mission, inside the Multi-National Force – Iraq, MSU was deployed alongside other Italians units. The Italian Mission codename was Operation Ancient Babylon. MSU was composed by Italian Carabinieri, Italian Army liaison officers, members of Romanian Military Police and Portuguese National Republican Guard. During the mission MSU suffered heavy losses, in particular for the 2003 Nasiriyah bombing. [4]

Kosovo

Since 1999, after the United Nations Security Council Resolution 1244, MSU has been deployed into Kosovo for peacekeeping operations within NATO-KFOR. After years it's still present in the theatre, contributing to maintain peace and stability in the country. [1]

From 1999 to 2013 the French National Gendarmerie, Estonian Military Police and Austrian Military Police were also part of the MSU. Since 2013 it is composed entirely of the Italian Carabinieri and its main mission is to patrol the entire city of Mitrovica 24/7, in particular the Ibar Bridge. [5]

Since 2022 a unit of Army of the Czech Republic Military Police is part of the MSU regiment.

The KFOR-MSU Regiment is commanded by Italian Carabinieri brigadier general Ruggiero Capodivento. [6] [7] [8]

The Italian Armed Forces encompass the Italian Army, the Italian Navy and the Italian Air Force. A fourth branch of the armed forces, known as the Carabinieri, take on the role as the nation's military police and are also involved in missions and operations abroad as a combat force. Despite not being a branch of the armed forces, the Guardia di Finanza has military status and is organized along military lines. These five forces comprise a total of 340,885 men and women with the official status of active military personnel, of which 167,057 are in the Army, Navy and Air Force. The President of the Italian Republic heads the armed forces as the President of the High Council of Defence established by article 87 of the Constitution of Italy. The Carabinieri are the national gendarmerie of Italy who primarily carry out domestic and foreign policing duties. It is one of Italy's main law enforcement agencies, alongside the Polizia di Stato and the Guardia di Finanza. As with the Guardia di Finanza but in contrast to the Polizia di Stato, the Carabinieri are a military force. As the fourth branch of the Italian Armed Forces, they come under the authority of the Ministry of Defence; for activities related to inland public order and security, they functionally depend on the Ministry of the Interior. In practice, there is a significant overlap between the jurisdiction of the Polizia di Stato and Carabinieri, although both of them are contactable through 112, the European Union's Single Emergency number. Unlike the Polizia di Stato, the Carabinieri have responsibility for policing the military, and a number of members regularly participate in military missions abroad.

The Kosovo Force (KFOR) is a NATO-led international peacekeeping force in Kosovo. Its operations are gradually reducing until Kosovo's Security Force, established in 2009, becomes self-sufficient.

The Iceland Crisis Response Unit is an Icelandic para-military unit with a capacity roster of up to 200 people, of whom about 30 are active at any given time. It is operated by the Icelandic Ministry of Foreign Affairs. It is primarily designated for peacekeeping operations and was established in the 1990s to participate in operations and peacekeeping projects, including in support of NATO peacekeeping operations. That role later evolved into providing an appropriate forum for deploying personnel within other organizations such as with OSCE field missions as well as with UN DPKO, and organizations such as UNIFEM, UNRWA and UNICEF.

The New Bridge is a steel truss bridge crossing the Ibar river in Mitrovica, Kosovo. The New Bridge has become an iconic symbol of Kosovo division, as it separates around 80,000 Kosovo Albanians in the south from around 50 000 Serbs and other nationalities living in the north. It was used as a military checkpoint and provides a de facto boundary and buffer zone between the mainly ethnic Serbian populated North Kosovo and the rest of Kosovo which has an ethnic Albanian majority. Today the bridge is open to pedestrians and there are only Carabinieri patrols from KFOR-MSU and Kosovo Police, but there is no longer any checkpoint.

<span class="mw-page-title-main">2003 Nasiriyah bombing</span>

The 2003 Nasiriyah bombing was a suicide attack on the Italian Carabinieri MSU headquarters in Nasiriyah, Iraq, south of Baghdad on 12 November 2003. The attack resulted in the deaths of 18 Italian servicemembers, mostly members of the MSU Carabinieri, an Italian civilian, and 9 Iraqi civilians and was the worst Italian military disaster since the Second World War. The attack, labeled a "terrorist act" by Italian president Carlo Azeglio Ciampi, was among a string of many attacks on non-American military international targets in Iraq that occurred shortly after the end of major combat operations, including the Jordanian and Turkish embassies, International Red Cross, and UN facilities.

Operation Ancient Babylon was the code name given to the deployment of Italian forces during the Iraq War. Their mission lasted from 15 July 2003 to 1 December 2006. The troops were located in and around Nasiriyah.

The Paracadutisti are a speciality of the Italian army's infantry corps.

The 1st Carabinieri Paratroopers Regiment "Tuscania" is a special operations unit of the Italian Carabinieri. Together with the 7th Carabinieri Regiment in Laives, the 13th Carabinieri Regiment in Gorizia, and the Special Intervention Group it forms the 2nd Carabinieri Mobile Brigade. The regiment is based in Livorno, and has approximately 550 personnel.

Operation Alba was a multinational peacekeeping force sent to Albania in 1997. Led by Italy, it was intended to help the Albanian government restore law and order during the Albanian Civil War.

The Carabinieri Mobile Units Division is the Carabinieri formation, established in 2001, dedicated to the performance of military duties abroad, the military police tasks when abroad, the support to Territorial Organization, the participation in civil protection operations and to ensure the emergency reserve for the General Command.

The 2nd Carabinieri Mobile Brigade, based in Livorno, is the Carabinieri formation dedicated to military missions abroad, including military police tasks. The 7th Carabinieri Regiment "Trentino Alto-Adige" is a mobile unit of the Italian Carabinieri. The unit is framed within the 2nd Carabinieri Mobile Brigade and it is headquartered in Laives.

<span class="mw-page-title-main">Military Police (Albania)</span> Military unit

The Albanian Military Police is a provost independent branch of the Albanian Armed Forces responsible for the policing of service personnel, and for providing a military police presence both in Albania and while service personnel are deployed overseas on operations and exercises. The PU it is under the authority of Ministry of Defence. Its tasks increase during wartime to include traffic control organisation and POW and refugee control. The Military Police are distinguished from other units by their wearing of black uniform and the blue brassard worn around the left upper arm, with the "MP" lettering in white, symbol of military police.

Brigadier general Ruggiero Capodivento is a member of the Italian Carabinieri, 20th and 26th Commander of the Multinational Specialized Unit, and Commander of the international military mission "MIADIT 16", in Djibouti. He is currently serving as deputy commander of the Carabinieri Legion "Toscana".
