The first Government of Prime Minister Fatos Nano was an emergency government that served as the 50th Government of Albania. [1] The country's reformation as the Republic of Albania in the middle of this cabinet, on 29 April 1991, made this the final cabinet of the People's Socialist Republic of Albania.
On 21 February 1991, Ramiz Alia, Chairman of the Presidium of the Albanian People's Assembly and First Secretary of the Party of Labor of Albania, assumed personal control over the government of Albania and announced that he would replace Adil Çarçani and his 23-member cabinet. [1] Alia promptly appointed Deputy Prime Minister Fatos Nano to lead this new government, who was considered a reformist economist. [2] Shkëlqim Cani, who served as Deputy Prime Minister alongside Nano, was kept in his position. All other cabinet members were newly appointed.
On 29 April 1991, the People's Socialist Republic was reformed as the Republic of Albania. On 30 April 1991, Ramiz Alia officially began his term as Albania's first president since 1928.
The majority of the cabinet resigned on 10 May 1991 and a new cabinet was announced. Aside from Nano, only two ministers were retained. [3] The primary motivation for the change of cabinet was an attempt by the People's Assembly to bolster morale. [4]

Alfred Spiro Moisiu is a former Albanian military general, diplomat and politician. He was the President of Albania from 2002 to 2007. He is the oldest son of Albanian Army general, Spiro Moisiu.
Ramiz Tafë Alia was an Albanian politician serving as the second and last leader of the People's Socialist Republic of Albania from 1985 to 1991, serving as First Secretary of the Party of Labour of Albania. He was also the country's head of state from 1982 to 1992. He had been seen as a successor by Enver Hoxha and took power after Hoxha died.
Sali Ram Berisha is an Albanian conservative politician and former cardiologist who served as the second President of Albania from 1992 to 1997 and Prime Minister from 2005 to 2013. He is also the current chairman of the Democratic Party of Albania which has been disputed.

Fatos Nano is an Albanian socialist politician who served as Prime Minister of Albania in 1991, from 1997 to 1998 and from 2002 to 2005. He was the first leader and founder of the Socialist Party of Albania and a member of the Albanian Parliament from 1991 to 1993 and 1997 to 2009. He reformed the anti-revisionist Marxist-Leninist ideology of the Labor Party of Albania into social democracy for its successor, the Socialist Party. During his leadership, the Socialist Party, as a result of reforms, joined the Socialist International and Party of European Socialists. Nano was a candidate in the 2007 presidential election but did not win. He again tried in the 2012 presidential election, but he did not even qualify as a candidate, because the leaders of parties in Parliament obstructed their respective MPs to elect him as candidate in the elections.
The Socialist Party of Albania is a centre-left to left-wing, social-democratic political party in Albania. It was founded on 13 June 1991. The PS is an associate of the Party of European Socialists and a member of the Socialist International, and holds pro-European views.
Kastriot Selman Islami is an Albanian politician. Formerly member of the Communist Party of Albania, turned moderate Socialist. He was Chairman of the Parliament of Albania from April 17, 1991 to April 6, 1992. On April 3, 1992, when the last communist president, Ramiz Alia resigned, Islami served as acting president for three days. During the presidency of Sali Berisha (1992–1997), Islami had no important positions in the government, but from 1997 to 2005 he was an important person in the government again holding several Ministerial positions in the Socialist "NANO government". Most prominently he was foreign minister from 2003 to 2005, but lost his position in the cabinet when a new government was formed with Berisha as prime minister after the 2005 elections. He returned to Democratic Party on 7 May 2013 after he left the Socialist Party in March.
The Party of Labour of Albania, sometimes referred to as the Albanian Workers' Party (AWP), was the ruling and sole legal party of Albania during the communist period (1945–1991). It was founded on 8 November 1941 as the Communist Party of Albania but changed its name in 1948. The party was dissolved on 13 June 1991 and succeeded by the Socialist Party of Albania. For most of its existence, the party was dominated by its First Secretary, Enver Hoxha, who was also the de facto leader of Albania.

The fall of Communism in Albania, the last such event in Europe outside the Soviet Union, started in December 1990 with student demonstrations in the capital, Tirana, although protests started in January that year in other cities like Shkodra and Kavaja. The Central Committee of the communist Party of Labour of Albania allowed political pluralism on 11 December and the largest opposition party, the Democratic Party, was founded the next day. March 1991 elections left the Party of Labour in power, but a general strike and urban opposition led to the formation of a "stability government" that included non-communists. Albania's former communists were routed in elections in March 1992 amid economic collapse and social unrest, with the Democratic Party winning most seats and its party head, Sali Berisha, becoming president.
In 1991, the Socialist Party of Albania, with specific social democratic ideology took control of the country through democratic elections. One year later the Democratic Party of Albania won the new elections. After 1990, Albania has been seeking a closer relationship with the West. What followed were deliberate programs of economic and democratic reform, but Albanian inexperience with capitalism led to the proliferation of pyramid schemes – which were not banned due to the corruption of the government. Chaos in late 1996 to early 1997, as a result of the collapse of these pyramid schemes, alarmed the world and prompted the influx of international peacekeeping forces. In 1995, Albania was accepted into the Council of Europe and requested membership in NATO and is a potential candidate country for accession to the European Union. The workforce of Albania has continued to emigrate to Western countries, especially Greece and Italy.
Manush Myftiu was an Albanian politician during the country's socialist period. He served in a number of positions, most recently as the deputy prime minister.
Ermelinda Meksi is an Albanian politician, who held different positions in the Cabinet of Albania during the years 1997 - 2005. She is the first woman to be appointed as Deputy Prime Minister, the highest office held by a woman at the time in Albania.
Hysni Kapo (1915–1979) was an Albanian military commander and leading member of the Party of Labour of Albania. A member of the Communist Youth group, Kapo was first distinguished as an artillery commander in the Battle of Drashovica. In 1941 he was elected as a representative of the Youth group in the provisional central committee of the party and from 1956 until his death in 1979, he served as secretary of the central committee of the labour party. Hysni Kapo served in many ministerial positions and was a member of the Politburo of the Party of Labour of Albania from 1948 to his death. In the 1960s he played an important role in the emancipation of women in Albania during the cultural revolution of the era, and is remembered as a trusted man of the Albanian communist leader Enver Hoxha.

The Second Government of the Prime Minister Ilir Meta was the 60th Government of the Republic of Albania which was officially mandated by President Rexhep Meidani on 7 September 2001. After the 2001 election, the alliance led by the Socialist Party won the majority for the second time in a row and managed to create a post–electoral coalition of 86 seats in Parliament to form the new government.
The Bufi Government better known as the Government of Stability was an interim government formed after the resignation of the previous Nano government due to the aggravated situation in the country after the events of 2 April 1991 where 4 opposition supporters were killed in Shkodër during a anti-communist protest that led to the burning of the Shkodra Labor Party Committee. The Nano government resigned on 4 June 1991, and the next day the then-President Ramiz Alia, began negotiations to form a comprehensive government whose main objective would be to restore stability to the country, from which it took the name "Stability Government". Ylli Bufi was accepted also by the opposition to be appointed as Prime Minister, while one of the most prominent figures of the Democratic Party, such as Gramoz Pashko, was appointed Deputy Prime Minister.
The second Government of Prime Minister Fatos Nano was the 51st Government of Albania. Although in office for a few weeks, it was considered the first government to emerge from the multi-party elections, as well as the last Labour Party government who had ruled the country for almost 50 years.
Mine Guri is an Albanian politician who served as deputy chair of the Presidium of the People's Assembly. She was a lathe worker before involving in politics. In 1961 she joined the ruling party of the Communist Albania, Albanian Workers' Party. She became its first secretary in Kuçovë and Berat and a member of People's Assembly in 1970 and served there until 1990. She was made a member of the central committee of the ruling party, Albanian Workers' Party, in November 1976. She was appointed deputy chair of the Presidium of the People's Assembly in November 1982 under the presidency of Ramiz Alia. She also held the post in the last communist government formed in September 1990. The other deputy chair in the same government was Xhafer Spahiu.
