Nay Soe Maung (Burmese : နေစိုးမောင်; born 17 November 1956) is a Burmese physician and professor who served as Rector of the University of Public Health, Yangon from 2013 to 2017, and as President of the People's Health Foundation. [1] He is also an anti-tobacco control activist. [2] [3]
Nay Soe was born on 17 November 1956 in Yangon, Myanmar. He is the son of Major general Tin Sein, a former Deputy Defense Minister of Burma. [4] He graduated with MBBS and Diploma from University of Medicine 1, Yangon, MPH and ICHD from Prince Leopold Institute of Tropical Medicine, Belgium, and Master of Development Study from University of Economics, Yangon. [5]
Nay Soe Maung became an army doctor in Myanmar Army Medical Corps and Military Hospital up to the rank of a colonel after his graduation. He also served as a lecturer, professor and later head of Department of Health Policy in the University of Public Health, Yangon. Afterwards, he was appointed as Rector of the University of Public Health, Yangon in 2013. [5]
With an extensive background exceeding 20 years in medical research, Nay Soe Maung has primarily concentrated on disease control, specifically targeting communicable diseases (CD) and non-communicable diseases (NCD), including neglected tropical diseases like Lymphatic Filariasis, Malaria, and Dengue Hemorrhagic Fever (DHF). His substantial research portfolio encompasses a wide spectrum, including expertise in CD, NCD, Environmental Health, Health System Strengthening, and Health Policy and System research. [5]
He presently serves as the president of the Myanmar Hiking and Mountaineering Federation and holds the position of vice-president at the Myanmar Organization for Road Safety (MORS).
In the aftermath of the 2021 Myanmar coup d'état, Nay Soe Maung posted a photo of himself supporting the demonstrations on Facebook, stating that as a retired public official, he stood together with the public and the truth. His vocal support for the anti-coup movement and criticism of the military regime drew the attention of authorities. On 23 October 2024, he was arrested in Pyigyidagun Township, Mandalay, on suspicion of spreading "inflammatory news." This arrest followed his online statements that criticized the incumbent military ruler, Senior General Min Aung Hlaing, and expressed condolences for the late senior National League for Democracy member Doctor Zaw Myint Maung.
Following his father's arrest, on 26 October 2024, Nay Shwe Thway Aung posted on his Facebook story: "Doing such things makes the people suffer... Let's think carefully." In Burmese, this reads: "အဲ့လိုတွေလုပ်လေပြည်သူကနာကျည်းလေ.. စဉ်းစားချင့်ချိန်လုပ်ကြပါ.." Nay Soe Maung's arrest highlights the risks faced by individuals within Myanmar's elite, revealing the ongoing tensions and challenges to dissent against the military government's authority. [6] [7] Nay Soe Maung was eventually sentenced to 3 years in prison for sedition. [8]
He was awarded "World No Tobacco Day 2014 Award" by World Health Organization for his devoted works and major contribution to Tobacco Control Program of Myanmar. [5]
Nay married Kyi Kyi Shwe, a daughter of dictator Than Shwe. [7] They have one son, Nay Shwe Thway Aung.
Than Shwe is a retired Burmese army general who held influential positions within Myanmar's government. Serving as the chairman of the State Peace and Development Council (SPDC) from 1992 to 2011, he played a significant role in shaping the country's political landscape. During his tenure, he exercised considerable authority, contributing to a centralized power structure. His governance saw the implementation of various policies aimed at economic development, modernization and infrastructure improvements. Than Shwe was also involved in efforts to stabilize the country and manage internal conflicts. While his leadership was marked by significant achievements, it also faced scrutiny and criticism, particularly regarding allegations of human rights abuses and restrictions on political freedoms. Than Shwe's tenure coincided with a period of political transition and international scrutiny, with Myanmar experiencing both internal and external challenges.
Khin Nyunt is a retired Burmese army general widely recognized for his influential role in shaping Myanmar's political dynamics. Serving as the Chief of Intelligence and Prime Minister of Myanmar from 25 August 2003 to 18 October 2004, he played a crucial part in the nation's history. During his tenure, Khin Nyunt oversaw significant developments in Myanmar's intelligence and apparatus and government policies. He was instrumental in implementing reforms aimed at modernizing intelligence operations and promoting national security interests. However his leadership faced challenges, and he was eventually removed from power in 2004 amid political reshuffles within the ruling military junta. Despite his removal from office, Khin Nyunt's legacy continued to be debated, with some viewing him as a reformist figure and others critiquing his approach to governance.
Kyaw Zaw was one of the founders of the Tatmadaw and a member of the Thirty Comrades who trained in Japan in the struggle for independence from Britain. He was also one of the leaders of the Communist Party of Burma, and had lived in exile in Yunnan Province, China, since 1989 after retiring from politics.
Min Aung Hlaing is a Burmese army general who has ruled Myanmar as the chairman of the State Administration Council (SAC) since seizing power in the February 2021 coup d'état. He additionally appointed himself Prime Minister of Myanmar in August 2021, and assumed presidential duties in July 2024. He has led the Tatmadaw, an independent branch of government, as the Commander-in-chief of Defence Services since March 2011, when he was handpicked to succeed longtime military ruler Senior General Than Shwe, who transferred leadership over the country to a civilian government upon retiring. Before assuming leadership over the Tatmadaw, Min Aung Hlaing served as Joint Chief of Staff from 2010 to 2011. Min Aung Hlaing is the first Defence Services Academy (DSA) graduate in Myanmar to lead a military coup as well as the first DSA graduate to become Commander-in-Chief of Defence Services.
Kin Maung Yin was an influential Burmese artist who was recognized as one of the leaders in the first generation of Burma's modern art movement together with Win Pe and Paw Oo Thet. Kin Maung Yin was the leader of this group which in addition to Win Pe and Paw Oo Thett soon included Baji Aung Soe, Nan Waii, Shwe Oung Thame. He died at Yangon on 10 June 2014 at the age of 76.
