The Hashtag Initiative or simply # Initiative (Albanian : Nisma Thurje, NTH) is a centrist anti-corruptionist [1] political movement in Albania was founded after the student protests of 2018, by a group of young intellectuals, and is led by a young lecturer and activist, Dr. Endrit Shabani. In 2019 leaders of Nisma, Dr. Shabani, Pano Soko, Erion Kristo and Mirush Kabashi toured the country demanding a series of constitutional amendments discussed in Charter 2020. Following its success in changing the Electoral code in 2020, they registered in the Parliamentary Election of 2021, becoming as the most popular anti-establishment political group in the country. Their political Manifesto (Charter 2020) is underpinned by three pillars: 1) equal opportunities for progress 2) participatory democracy 3) national solidarity

History

Nisma Thurje is a grassroots movement in Albania. It was founded after the student protests of 2018, by a group of young intellectuals, academics, doctors, engineers, lawyers and journalists. Nisma is led by a young lecturer and activist, Dr. Endrit Shabani, who has stated that the driving motivation of the founders has to fight inequality and the concentration of power, as well as to promote national solidarity among Albanians. The founders of Nisma were worried about the outcomes of heightened concentration of power and wealth in Albania, which has produced deep social divisions and threatens the long economic and political stability of the country. In one interview, Dr. Shabani, has stated that "we took an early decision not to fall for the trick of the agenda-setting game, which takes the attention away from the real issues facing the random citizen nowadays and focuses all the nation’s eyes on the whims of a one or two people who live disconnected from the very people they pretend to represent". Very soon Thurje turned into the most popular grass-roots movement of young people, organizing various massive protests mounting pressure on corrupted politicians holding them accountable to their constituencies. It is worth mentioning that Nisma has shown a constructive approach, proposing a better solution to the issue they raise, managing to bring forward several legal initiatives, some of which have turned into laws and bylaws, and even amendments to the Albanian Constitution. Their legal initiative to change the electoral system, which was supported by 50’000 voters and managed to mount a very high public pressure over political parties, leading to the amendment of the constitution of Albania on 30 July 2020. This initiative encouraged them to take a step further and on 28 November 2020 they announced our intention to seek political representation in Parliament and City Councils. From 2021 Nisma Thurje has been officially recognised by the Tirana District Court and the Central Electoral Commission as eligible to run for seats in parliament and city councils. Subsequently, on 24 April Nisma Thurje participated in the general election, receiving 10’217 votes all over Albania. The leader of the party has been Dr. Endrit Shabani, but the first candidate in the list was another founder of Nisma, Panajot Soko, a renowned economist and political activist in Albania.

Elections

At the 2021 parliamentary election the party ran for the first time, with a national list.

At the 2023 Albanian local elections the Hashtag Initiative gained 9888 votes on a national level, running for city councils in 5 Municipalities, and winning 5 councillor seats in Tirana, Mirdita, Kukës and Korçë. [2]

The fall of communism in Albania, the last such event in Europe outside the Soviet Union, started in December 1990 with student demonstrations in the capital, Tirana, although protests started in January that year in other cities like Shkodra and Kavaja. The Central Committee of the communist Party of Labour of Albania allowed political pluralism on 11 December and the largest opposition party, the Democratic Party, was founded the next day. March 1991 elections left the Party of Labour in power, but a general strike and urban opposition led to the formation of a "stability government" that included non-communists. The 2011 Albanian opposition demonstrations were a series of Antigovernment protests in cities around Albania following 18 months of political conflict over alleged electoral fraud by the opposition. A video surfaced which portrayed the deputy prime minister arranging a corrupt deal with the minister of economy. The public outcry over the video resulted in the resignation of the deputy prime minister, Ilir Meta. A demonstration was called by parliamentary opposition parties, which include the Socialist Party and the Unity for Human Rights Party. These were called on 21 January in order to protest the alleged corruption of the Albanian government as well as widespread unemployment and poverty in the country.

Claudiu Crăciun is a Romanian academic, environmental and civic activist. A lecturer at the National School of Political Science and Public Administration, Crăciun has been active in Romanian civil society, having been involved in the 2012 Romanian protests, the 2013 Romanian protests against the Roșia Montană Project and the protests against illegal logging in 2015. He led a campaign to run as a candidate at the 2019 Romanian presidential election, which collected 13 thousand signatures but failed to meet the threshold required by Romanian electoral law. He is the Secretary-General of the Democracy and Solidarity Party (Demos), founded in 2016 and registered in 2018.

Endrit Braimllari is an Albanian politician, member of Socialist Movement for Integration, General Secretary of LSI and the Chairman of LSI of Tirana.

Starting from 16 February 2019, the opposition parties organized a series of protests and rallies against the government to demand new elections and the formation of a technocrat government that would ensure the fairness of the electoral process, citing electoral fraud and corruption in the government as the main reasons for the need for change.

Parliamentary elections will be held in Albania by June 2025.

Endrit Shabani is an Albanian action researcher and politician who has served as Leader of Nisma Thurje since 2020. He has been Member of the Tirana Municipal Council since 2023.
